Heritage, Add to State Cultural Resources by Washington State University PULLMAN, Wash. Creation of a pilot program to certify state of Washington tribal language and culture teachers will strengthen the cultural heritage of tribes and add to the cultural resources of the state, said a Washington State University official. "The Washington State Board of Education's decision last month represents a significant turning point for reversing historical educational practices and policies that severely and negatively impacted Native peoples,
languages and cultures," said Barbara Aston, WSU assistant to the provost/tribal liaison. The First Peoples' Language Committee of Washington State a grassroots group of tribal elders, language educators, linguists and university representatives proposed the new program, indicated Education Week, a
newspaper published by Editorial Projects in Education Inc., a nonprofit, tax-exempt organization based in Washington, D.C. Committee members felt a sense of urgency to get more speakers of tribal languages into classrooms. Many Native speakers are elderly, unable to pass on their language knowledge. The NAECS/SDE and NAECTE have prepared this Summary of recommendations about early childhood teacher education. This Summary supports and builds upon the joint position statement of the National Association for the Education of Young Children (NAEYC) and the Association for Teacher Education (ATE). We believe that there is an urgent need for legislative and policy support of initial early childhood teacher and administrator preparation in order to:
  • provide young children with educators who are well prepared; help meet the standards for early childhood teacher certification established by the National Association for the Education of Young Children and the Association of Teacher Educators (1991); create and maintain high quality early childhood educator preparation programs in college and universities; and provide opportunities for related career advancement for Head Start and child care personnel.

FOR IMMEDIATE RELEASE April 19, 2000 Whitworth has Highest Teacher Placement Rate in State for Institutions with Undergraduate Certification Programs More than 72 percent of Whitworth's 1997-98 certified teaching graduates were employed as teachers within a year of completing their degrees, the third highest placement rate in the state, according to a report issued by the State Superintendent of Public Instruction. Whitworth had the highest placement rate in the state among institutions offering undergraduate teacher-certification programs. The University of Washington in Seattle and the University of Puget Sound had slightly higher placement rates (78 percent), but both schools offer only master's level teacher-certification programs. "The bulk of our students are in our undergraduate teacher education program, and undergraduates are much more likely than master's-level students to go on to graduate school or choose an alternative career path," says Dennis Sterner, dean of Whitworth's School of Education. "For programs offering undergraduate teacher certification, a 70-percent placement rate is considered to be nearly full employment." The state superintendent's report documents that 3,303 teachers were certified in Washington during the 1997-98 school year, and 1,616, or 58.64 percent, of those graduates were employed as full-time teachers during the 1998-99 school year. Whitworth's School of Education certified 126 teachers and placed 91, or 72.22 percent, of its graduates during the reporting period. Among teacher-training programs on the East Side of the state, Whitworth had the highest placement rate and the third largest class of graduating teachers, behind Eastern Washington University (416) and Washington State University (346).

All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

Why are public school teachers so poorly trained?
by Carol Innerst With a new semester just getting underway,
Paula Kelberman's first order to her class of prospective elementary school teachers at East Stroudsberg University in Pennsylvania was to rearrange the tables in the classroom. They were lined up in rows. She wanted them in a "U" shape because rows are "boring" and too "traditional." Rows also apparently promote individualism, which would-be teachers learn is bad, rather than cooperation, which encourages students to talk and work together. "This is not a course that will tax you in terms of Š reading," the professor continued. "I'm not as interested in your grade as I am interested in your ability to explain your own process. The final product will not be as important as the effort, the process you put into it." Social justice and equity are commendable goals for society, and no one could quarrel with the need for conscientious teachers who know how to create a harmonious classroom atmosphere. Moreover, some pedagogical training is clearly necessary, especially for teaching younger children (if you doubt it, try spending a day as a substitute third-grade teacher). But the foundation for learning is built in the elementary years and too often, the basics of teaching kids to read, write, and compute lose out to educational fads that focus on building self-esteem and discouraging competition.

Study Sees Positive Effects of Teacher Certification
By Debra Viadero Montreal Students learn more from certified teachers than they do from uncertified teachers, even when the uncredentialed teachers are Teach For America recruits from some of the nation’s top colleges, a Stanford University research team concludes from a study of test scores in Houston. Findings from the study, which researchers presented here April 15 during the annual conference of the American Educational Research Association, have refueled the fierce, continuing debate in research and policy circles over programs that let new teachers into the field without traditional training. “Our study would suggest that it does matter that you actually complete some teacher-preparation program,” said Linda Darling-Hammond, the study’s lead author and an education professor at Stanford. “And that seems to cut across a variety of tests and a variety of fields.” For More Info The report
