Post-Baccalaureate Teacher Certification Program The Post-Baccalaureate Teacher Certification Program is designed for those with a baccalaureate degree who desire secondary (9-12) or middle school (5-9) teacher certification without seeking another degree. Secondary and middle school can be done together if all requirements for both programs are met including two student teaching experiences. Course work may be completed on a part-time basis through University College (the evening division of the College of Arts and Sciences), which offers substantially lower tuition than the day school. Course work is taken for undergraduate credit. This program leads to teacher certification only; no degree is granted through this program. Requirements for elementary certification are mandated by the State of Missouri and can be found on the state Department of Education web site.
Subject Area Requirements
To achieve certification through this program students will need to fulfill State requirements in two areas: the teaching subject area and professional education. Washington University offers post-baccalaureate secondary teacher certification programs in the following areas: Art, Classics (Latin), English, Mathematics, Modern Foreign Languages (K-12) (French, German, Japanese, Spanish, Russian), Unified Science (Biology, Chemistry, Earth Science, Physics), and Social Studies (usually History or Political Science major). Art and foreign languages are K-12 certifications; all other areas are for grades 9-12. Middle school (5-9) teacher certification can be done in Mathematics, Science, Social Studies, or English. This program assumes that entering students already have a major or the equivalent of a major in the subject area they wish to teach. Nevertheless students should expect to take some subject area course work to meet Missouri requirements.

The following information outlines the range of these programs to help the prospective student select that which is most appropriate.
We invite you to read through this information to choose the program that best fits your needs. Philosophy
At Washington University, the teacher education programs are designed to produce teachers who implement an inquiry approach to education. Based upon the belief that teaching is a complex, normative, and changing activity, teacher education is viewed as an ongoing, problem-solving process as opposed to a search for the "one right" answer or "one best" way. Therefore, our students are expected to develop the ability and the inclination to look at educational policy and classroom decision-making from multiple perspectives, and to raise fundamental questions about the purposes, processes, and inequities of the current system. In addition, they are expected to act in ways that have a sound and defensible rationale rooted in research, ethical standards, and personal experience, and to reflect upon and reconsider that practice in the interest of all of their students.

According to State Education Agencies (SEAs) and state information from the Teachers of English to Speakers of Other Languages (TESOL) Web site, 42 states and the District of Columbia offer ESL teacher certification or endorsement, while 27 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 22 states have legislative requirements or state board requirements that teachers placed in ESL classrooms must be certified in ESL. They join a growing number of teachers in the state who have made the choice to validate their knowledge and skills through a rigorous process that combines the creation of a portfolio of work with online testing. According to the Post: More than a quarter of D.C. school system teachers lack required certification, and 25 to 40 percent of its principals "are not the caliber they need to be," School Superintendent Clifford B. Janey said yesterday. During a meeting with Washington Post reporters and editors, Janey said a school system review has found that more than 1,400 teachers are not properly credentialed. Of that total, about half have never obtained a license in the subject they are teaching, and the other half have licenses that have expired, Janey said, although he added that some of the cases might involve lost or misplaced paperwork.

Effective September 2005, teacher candidates seeking a Residency teacher certificate and all certificated teachers wishing to add an endorsement are required to pass a WEST-E (Praxis II) test for each chosen endorsement. Gonzaga University candidates, who complete their teacher certification program requirements later than August 31, 2005, are subject to this requirement. WEST-E (Praxis II) tests are administered statewide by Educational Testing Service (ETS).

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Program Website: Department of Education Teaching is among the most challenging and personally rewarding of professions. The essential role of the professional educator is to bring together his/her knowledge of subject matter, instructional strategies, and interpersonal skills to provide learning experiences for students. In addition, the contemporary teacher must be able to individualize instruction and must be sensitive to developmental and socio-cultural issues involving the learner. The EWU Department of Education offers a comprehensive Teacher Certification program, culminating with a baccalaureate degree and a Residency Teaching Certificate, to students who wish to teach in either elementary or secondary school settings. To obtain a Bachelor of Arts in Education degree, a student must satisfy the General Education Core Requirements, Professional Education Program requirements, and Major/Minor Fields of Study requirements of Eastern Washington University.     Methods of Gathering and Verifying Data
    A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.
