M ission/Purpose The mission of the Washington Professional Educator Standards Board (PESB) is to uphold high standards for educator preparation and certification, recognizing that highly qualified educators are essential to achieving high standards for all students. Since 2000, our purpose has been to serve as an advisory board to the governor, state legislature, state board of education and superintendent of public instruction on policy issues related to educator preparation, certification, and ongoing professional growth. Beginning January 1, 2006, the PESB will transition from advisory to full rulemaking authority over these policy areas.

Electronic Certification Application General Requirements Teachers in public and private schools in Washington State are required to hold a teaching certificate. The regular teaching certificate (e.g. Residency, etc.) is an official document which attests to minimum prerequisites:
  • Age. (18 years old) . A background check which includes obtaining fingerprints and being screened by both the Washington State Patrol and the FBI. Degree . A bachelor's degree from a regionally accredited college/university Preparation Program . A state-approved teacher preparation program at a regionally accredited college/university is required. Programs typically include content (what to teach) methodology (how to teach), and a student teaching experience (internship, or practicum). Basic Skills Test . If applying from out-of-state for a residency certificate, applicants must pass a basic skills test within 12 months of receiving their first temporary permit. Those who have a passing score on the CBEST or Praxis I test may submit official score reports in lieu of the WEST-B. The Collaborative Teacher Education Program (CTEP) allows students who have completed an associate of arts degree to earn a Bachelor of Arts in Education and a K-8 Teaching Certificate through Washington State University Pullman. Alternative Routes to Certification
The Washington State legislature recently mandated alternative pathways to teacher certification to respond to the shortage of teachers in our state. Alternative certification is not for everyone: it was designed to help professionals with relevant experience transfer into the teaching profession more quickly than through a traditional education program.
