Professional Development Systems:
A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach. This list contains employment and/or graduate school status of graduates who responded to our annual post-graduation survey. Return to Mentoring Information Categories List The author of this web site has been keeping track of state-level mentoring programs for years. During that time I have seen that it's: 1. Difficult to draw conclusions about the sum of state-level novice teacher programming, because it is in constant flux 2. Possible to look at state level activity from several different perspectives, because of the various and complex themes that weave through beginning teacher support systems. This report takes one view point in presenting and analyzing the patterns in state-wide mentoring and induction programming. That approach views mentoring on a continuum in which assistance of novice teachers is at one end of the continuum and assessment of novice teachers is on the other end. Necessarily, that perspective "colors" how this information is presented and analyzed. What is presented here is:
  • A chart summarizing some of the studies and illustrating the changing picture described above, plus references to all the studies I found.

The Washington Post Young Journalists Development Program The Howard Simons Graduate Fellowship Urban Journalism Workshop High School Writing Seminar and Scholarship Program The Post created the Young Journalists Development Program in 1997 to educate and cultivate talented young people who are interested in a career in newspaper journalism. It also addresses The Washington Post's commitment to increase job opportunities for minorities who are often under-represented in newsrooms across the country. Led by Post staff writer Athelia Knight, the centerpiece of the program is The Post's award-winning and nationally respected reporters, editors and photographers who participate in the program. Demonstration Sites The Washington State Improvement Grant, Connecting IDEAs Project (CIP), submitted a Request for Proposal (RFP) that was disseminated via the OSPI website in August of 2003. Thirty-four school districts in Washington State applied. Each application provided a link between a local school district and higher education to establish trainings and outcomes for staff and/or students with disabilities. A reading team made up of stakeholders from around the state scored the applications. Eighteen demonstration sites were selected for the 2003-2004 school year. The following information provides a summary for each site.

Jon Anderson
Since 1999 Jon Anderson is Natural Resource Policy Advisor for the US Agency for International Development in Washington DC. From 1994 to 1999 he worked in the Forestry department of at the FAO in Rome on social and institutional issues in forestry including participation and pluralism as well as providing field backstopping to programs on Africa, Asia, the Middle East and Eastern Europe. He has lived in Africa for over 15 years working on rural development and natural resource management programs particularly in West Africa. Mr. Anderson’s current work, in addition to program backstopping and support, concentrates on environmental governance and the links between nature, wealth and power. Mr. Anderson has a Masters in Forestry from Yale University and co-teaches Issues in Rural Development with Marc Cohen Elizabeth Andretta
Dr. Elizabeth H. Andretta, is the Associate Dean and Director of the Undergraduate Program in the School of Foreign Service at Georgetown University. Dr. Andretta is a cultural anthropologist who received her B.A. from Barnard College, Columbia University, and her Ph.D. from the University of Pennsylvania. She has done fieldwork among the Amhara of Ethiopia and the Murle of the Southern Sudan. Her research interests center on issues of social organization and identity among East African pastoralists .
