Requirements All Washington CPA-Inactive certificateholders and licensees are subject to CPE requirements as a prerequisite to certificate or license renewal. Current CPE Requirements: The CPE requirements for licensees and CPA-Inactive certificate holders are described briefly below ( WAC 4-25-830 Status: Maximum CPE Allowed in Nontechnical Areas Total CPE Every Three Years Licensee CPA-Inactive Certificateholder Resident nonlicensee firm owner Program Requirements: Programs must be formal. Formal means attendance is recorded and outlines are prepared in advance. Programs must be at least 50 minutes in length and conducted by a qualified instructor. Qualifying programs contribute to the professional competence of a CPA. Professional development programs of the AICPA and state societies; technical sessions at meetings of the AICPA, state societies and chapters thereof; appropriate university or college courses; formal organized in-firm programs; other educational programs sponsored by trade or professional associations; and commercially offered programs are usually acceptable as long as they meet the professional competence and formality criteria. For additional information, see WAC 4-25-831 CPE Program Sponsors: Effective January 1, 2000 the Board does not maintain agreements with CPE Program Sponsors. Over the last ten years program sponsors have done an excellent job of providing qualifying CPE classes to Washington CPA's and CPA-Inactive certificateholders. Monitoring activities have not identified a single unacceptable course. Therefore the Board repealed WAC 4-25-813Continuing Professional EducationProgram Sponsor Agreements on October 29, 1999.

AAMC Expresses Concerns on Privacy Regulations for Medical Research and Health Education Testifying Feb. 8 before the Senate Health, Education, Labor, and Pensions Committee, G. Richard Smith, Jr., M.D. , professor of psychiatry and medicine, University of Arkansas for Medical Sciences, presented the AAMC's concerns about the effects on medical research and health education of the final medical records privacy regulations issued by the Department of Health and Human Services in December He reiterated the AAMC's belief "that a great majority of retrospective research with archived medical records could and should be performed with de-identified medical information." "Unfortunately, HHS has persisted in setting a single bar for 'de-identification,' and that bar is much too high," he stated, and urged the committee to direct HHS to rethink its approach to de-identification, and to create a standard that "more appropriately reflects the realities of health research and the motivations and capabilities of health researchers." Dr. Smith also expressed the AAMC's concerns about some of the new criteria for obtaining a waiver of the requirement for specific authorization for research access to protected health information contained in archived medical records. He questioned the ability of Institutional Review Boards (IRBs) or the newly created Privacy Boards (PBs) to measure "privacy rights" or "privacy risks."

Family Educational Rights and Privacy Act (FERPA) The Family Educational Rights and Privacy Act (FERPA) provide students certain rights of access, privacy, and protection to education records. This notice provides information relating to students rights under FERPA. Inspection and Review of Education Records.
Students have the right to inspect and review their education records within 45 days of the day the appropriate University office receives a request for access. Students should submit a written request to the Registrar, the Dean of the College, the Dean of the Graduate School, the Dean of Medicine and Biological Sciences, the Dean for Campus Life, the Bursar, or other appropriate department head that specifically identifies the education record(s) they wish to inspect. An official within the department that receives the request will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by the University official to whom the request was submitted, that official shall advise the student of the correct official to whom the request should be addressed.

We no longer publish a hard copy edition of this Catalog. We are not the sales source for any of the included titles (except the Tacoma Narrows Bridge Failure The newest films, videocassettes and laserdiscs obtained by Classroom Support Services ' Educational Media Collection are indicated by having their titles in Bold face. We continue to update the Collection as we replace old 16mm prints with videocassettes, laserdiscs or DVDs on a regular basis. As a result, it is very important that you note the media for the titles which interest you. Restrictions: Materials with an asterisk (*) behind the title are restricted. Specific use limitations are indicated at the conclusion of the catalog description of that particular title. Distributor contractual requirements do not permit exceptions to the stated restrictions. Note: As of July 1, 2002, the University of Washington Educational Media Collection is only renting items in its collection to educational institutions (K-20), governmental agencies, and previous customers. This change is due to increased concerns about maintaining the integrity of the collection. The classroom-use restriction placed on some video materials, usually feature films, must be stringently observed.     • Payment for Non-VA Physician Services Associated with Either Outpatient or Inpatient Care Provided at Non-VA Facilities - The Department of Veterans Affairs (VA) published a final rule in the Federal Register on July 23, 1998 to amend VA medical regulations concerning payment for non-VA physician services that are associated with outpatient or inpatient care provided to eligible VA beneficiaries at non-VA facilities. Generally, when a service-specific reimbursement amount has been calculated under Medicare's Participating Physician Fee Schedule, VA would pay the lesser of the actual billed charge or the calculated amount. Also, when an amount has not been calculated or when the services constitute anesthesia services, VA would pay the amount calculated under a 75th percentile formula or, in certain limited circumstances, VA would pay the usual and customary rate. Consistent with statutory requirements, the regulations specify that VA payment constitutes payment in full.
      Effective Date: August 24, 1998.

    Less federal intrusion will help America's schools WASHINGTONSpeaking at a high school today in Virginia, President Bush introduced his plan to extend to secondary schools the federal testing and training rules of No Child Left Behind. David Salisbury , director of the Cato Institute's Center for Education Freedom, made the following comments regarding the president's proposal: "While tougher standards for high schools are a good idea, Washington has never been good at providing remedies in an effective way. America's schools already suffer from too many mandates and too much bureaucracy. It would be much better for the president to advocate local measures, including more parental choice and competition among schools as a way to improve education. Empowering parents to make decisions about where their children go to school would improve high schools faster than a federally mandated testing program."
