Education in Finland
The main aim of the Finnish education system is to ensure that the entire population has access to education and training. The principle of lifelong learning, the idea that people are always capable of learning new things at all stages of life, is an important principle for all education provision, from basic schooling to adult education.
In 1998, public spending on education accounted for 6.2 per cent of GDP in Finland (against an OECD average of 5.3 per cent). Finnish people have a high standard of education. Young people, in particular, have been rated very highly in international comparisons. The OECD Programme for International Student Assessment (PISA), which evaluates the educational achievement of children of school age in the OECD countries, placed Finland among the top countries in 2001.
Higher Education
Higher education system consists of universities and polytechnics. The Finnish higher education system is made up of two parallel sectors: universities and polytechnics. The universities rely on the connection between research and teaching. Their basic purpose is to perform scientific research and to provide higher education connected with it.
Students at universities may take a lower (Bachelor's) or higher (Master's) academic degree and also academic further education, consisting of licentiate and doctoral degree. Universities also arrange further education and open university teaching.

1999 - 2001 Higher Education Budget General Fund State Highlights PB 99:6 January 12, 1999 Click here for this document in PDF format Gov. Locke has proposed $2,506 million in General Fund-State (GFS) spending on higher education in the 1999-01 biennium, up $297.4 million from the $2,209 million authorized for the 1997-99 biennium. (Locke also would like to increase 1997-99 higher education spending by $3 million. See WRC Policy Brief 99:2, Governor Asks for $73 Million in Supplemental Spending ) The 13.5 percentage increase in higher education is nearly twice the 7.4 percent increase in overall GFS spending recommended by the Governor. A breakdown of the higher education increase is shown in Chart 1. Policy initiatives make up about two-thirds of the increase in GFS spending. The largest of these increases are for enrollment, employee compensation and financial aid. The Governor would spend $62.0 million to increase enrollment by 9,785 full-time-equivalent (FTE) students. The community and technical colleges would serve 5,145 of these students, while specific 4-year institutions would educate 2,940. The final 1,700 enrollment slots would target high-demand majors such as computer science. The Higher Education Coordinating Board (HECB) will develop a process through which the four-year schools compete for these slots. Schools must match each two new FTEs in a high-demand major with one FTE reallocated from a low-demand major.

K-12 Public Education Spending in Washington

On the November ballot, Washington voters will likely see a proposed one billion dollar initiative for education that would increase the state sales tax by 15%, raising the tax rate from 6.5% to 7.5%. Initiative 884, which is currently collecting signatures, would create a trust fund for education, annually setting aside the $1 billion from the tax increase for preschool education, K-12 and higher education. At the same time, the state sales tax in Washington would become the highest in the nation, and would total almost 10% in certain cities when combined with local sales taxes. As K-12 education would receive approximately $500 million of the proposed tax dollars each year, it is helpful to examine the state of K-12 education in Washington today. Initiative proponents are presenting private school spending and comparisons with other states as benchmarks to argue for more public education funding. This Policy Note will compare the expenditures for a K-12 public education in Washington with the costs of a private school education, and compare how Washington ranks in public school expenditures compared with

23-03-2005 - From 27 February to 1 March, Director-General Koïchiro Matsuura met with United States government officials and non-governmental partners during his visit to Washington, DC, to open a Georgetown University conference on UNESCO and Education for All. The conference featured First Lady Laura Bush, the new U.S. Secretary of Education Margaret Spellings, US Ambassador to UNESCO Louise Oliver and UNESCO’s Assistant Director-General for Education Designate Dr Peter Smith. On the eve of the conference, Georgetown President John DeGioia awarded the Director General the Georgetown University President's Medal. During his trip the Director-General also met with President Bush and administration officials, U.S. congressional leaders and private sector representatives interested in partnering with UNESCO.
Following the opening of the conference, Mrs. Bush, who serves as UNESCO Honorary Ambassador for the Decade of Literacy, hosted a coffee at the White House in honor of the Director-General. Guests included US Secretary of Education Margaret Spellings; National Security Adviser Stephen Hadley and Senior Director for Democracy, Human Rights and International Operations Shirin Tahir-Kheli; and Assistant Secretary for International Organization Affairs Kim Holmes. Among the topics discussed were the Education for All initiative, UNESCO’s work on regional and global tsunami warning systems, and UNESCO's new program for the preservation of artifacts and museum development that was launched with support from the United States. On this occasion, President Bush stopped in to greet the Director-General.

Program Website: Department of Education Teaching is among the most challenging and personally rewarding of professions. The essential role of the professional educator is to bring together his/her knowledge of subject matter, instructional strategies, and interpersonal skills to provide learning experiences for students. In addition, the contemporary teacher must be able to individualize instruction and must be sensitive to developmental and socio-cultural issues involving the learner. The EWU Department of Education offers a comprehensive Teacher Certification program, culminating with a baccalaureate degree and a Residency Teaching Certificate, to students who wish to teach in either elementary or secondary school settings. To obtain a Bachelor of Arts in Education degree, a student must satisfy the General Education Core Requirements, Professional Education Program requirements, and Major/Minor Fields of Study requirements of Eastern Washington University. Upon satisfying requirements for the baccalaureate degree, the student may be eligible to receive a Residency Teaching Certificate from the state of Washington, providing he/she meets academic certification and personal fitness standards.

Program Website: Dental Hygiene The Department of Dental Hygiene functions within the university setting and offers a baccalaureate degree in dental hygiene which combines a strong liberal arts background with a professional education. General education courses, basic, dental and dental hygiene science courses are integrated into the practice of dental hygiene. Students interested in majoring in dental hygiene should request current information on application procedures and seek advising early in their university program. During the first year(s) of study, students complete dental hygiene prerequisite courses and some General Education Core Requirements. During the final year of prerequisites (either Fall or Winter Quarter), students must declare Dental Hygiene as their major and formally apply for admission to the Dental Hygiene Department, which begins its session the following Fall Quarter. Applications are available from the department office. General Admissions Requirements for Dental Hygiene: All students enrolling in dental hygiene courses must hold a current Health Care Provider CPR Certification. In addition to the $35.00 university admission fee, there is an additional $40.00 student Department application fee.

A Primer on Whole Community Catechesis What is Whole Community Catechesis?
There are currently many different interpretations and titles for the concept of whole community catechesis. Generally, one can say that the term refers to a movement toward catechesis that involves the entire parish community in lifelong faith formation and that necessitates the coordination and collaboration of catechetical and liturgical ministries. Origins of Whole Community Catechesis
The following factors have led to the development of whole community catechesis.
  • Influence of several important documents that have been issued during the past three decades. These include:
    • Evangelii Nuntiandi (1975), an encyclical by Pope Paul VI that outlines the principles and model of evangelization. Catechesis is described as a "moment in the process of evangelization." Catechesi Tradendae Rite of Christian Initiation for Adults (1988). Several generations of parish leaders have been formed by their experience with the Rite of Christian Initiation. See below.
