Fifteen years ago Heritage Adoption Services, an adoptive-parent-led private NONPROFIT 501(c)3 adoption agency came into existence, with our home base in Portland, Oregon.
When we began the agency we focused on placing local newborn babies. We emphasized education, counseling and full disclosure of all available information for our domestic, open placements. By placing with adopting families from the Pacific Northwest Canada and the United Kingdom, we learned a great deal about how to provide the very BEST international services.

2004-2005 State Arts Education Policy Database This searchable database contains information on state arts education policy gathered in Fall 2004. It updates information that was provided on the website of the National Conference of State Legislatures (www.ncsl.org). It also includes new information that was not previously provided in the NCSL database. The database contains information collected primarily from state departments of education. The source of the information was principally the arts education consultant within the department of education. In some cases, responses came from other state department of education representatives, state arts council representatives and other state arts education sources.     EPA Awards IAQ Contract to Environmental Education Foundation
    The U.S. Environmental Protection Agency (EPA) has awarded a contract to the Environmental Education Foundation (EEF) to form a coalition of major players in the building design/construction and property management industry, including insurance and financial institutions. The purpose of the contract according to David Mudarri, Ph.D., Indoor Environments Division of the Environmental Protection Agency, "[is] to promote EPA's indoor air quality guidance and encourage its use as the basis for managing indoor environmental quality risks."
    EEF's success in developing its own water intrusion and mold management program has positioned the organization to be a viable force in EPA's plans for managing indoor environmental quality risks. A combination of EPA's IAQ Building Education and Assessment Model (I-BEAM) software and EEF's water intrusion and mold management program are providing new guidance for any industry dealing with air quality issues. EEF will also develop a process to pilot test an EPA training module for the Integration of IAQ and Energy Efficiency in Well Managed Buildings, which is based on the 5-staged ENERGY STAR program and EEF will review EPA's IAQ Green Building Guidance.

    ACADEMY NEWS Academy Cites Need for Improvement in FBI Programs; Panel Recommendations Focus on Human Capital Systems Since the September 11, 2001 attacks, the Federal Bureau of Investigation (FBI) has been striving to become the world's premier counterterrorism agency. In the post-9/11 world, a key part of its transformation has been new hiring, training, career development and management initiatives. With the support of Rep. Frank Wolf, the FBI called upon the National Academy of Public Administration to help improve its human capital programs. Since 2002, the Academy has worked with the FBI and provided recommendations on different aspects of the bureau's transformation. But, an unwieldy human capital system remains a strong obstacle. As a result, the panel conducted a high-level review of the FBI's human resources systems to identify the most important issues and provide a basis for decisions about where the Academy could best assist in their resolution. The panel's recommendations are contained in a report, "Transforming the FBI: Roadmap to an Effective Human Capital Program," released today.
