    The Northwest AIDS Education and Training Center (AETC), located at the University of Washington, offers HIV treatment education, clinical consultation, capacity building and technical assistance to health care professionals and agencies in Washington, Alaska, Montana, Idaho, and Oregon.
    Our target audience includes doctors, nurses, nurse practitioners, physician assistants, dental professionals, clinical pharmacists, and other members of the health care team. We train providers from Ryan White CARE Act funded agencies, federally funded community and migrant health centers, tribal health clinics, state and local health departments, corrections facilities and private practice settings serving persons with HIV and AIDS.
    As the epidemic disproportionately affects racial and ethnic minorities in the region, the Northwest AETC offers Minority AIDS Initiative programming specifically targeting minority providers, providers serving HIV-infected persons of color, and minority-specific community based organizations.
    The Northwest AETC also offers programming on palliative care issues related to HIV/AIDS.

    The Code of Fair Testing Practices in Education ( Code ) is a guide for professionals in fulfilling their obligation to provide and use tests that are fair to all test takers regardless of age, gender, disability, race, ethnicity, national origin, religion, sexual orientation, linguistic background, or other personal characteristics. Fairness is a primary consideration in all aspects of testing. Careful standardization of tests and administration conditions helps to ensure that all test takers are given a comparable opportunity to demonstrate what they know and how they can perform in the area being tested. Fairness implies that every test taker has the opportunity to prepare for the test and is informed about the general nature and content of the test, as appropriate to the purpose of the test. Fairness also extends to the accurate reporting of individual and group test results. Fairness is not an isolated concept, but must be considered in all aspects of the testing process. The Code applies broadly to testing in education (admissions, educational assessment, educational diagnosis, and student placement) regardless of the mode of presentation, so it is relevant to conventional paper-and-pencil tests, computer based tests, and performance tests. It is not designed to cover employment testing, licensure or certification testing, or other types of testing outside the field of education. The

    High court says state PDC directives aimed at curbing First Amendment rights have no legal authority
    (From the January 2004 issue of WE) The state Supreme Court has ruled that Public Disclosure Commission guidelines restricting school employees' free speech rights "have no legal or regulatory effect." The WEA challenged the PDC's free speech restrictions in 2001. That year, the PDC issued new rules severely restricting political speech on school grounds. For example, the PDC said school employees couldn't discuss a school levy in the hallway after school, on their own time. A King County Superior Court judge ruled the restrictions were unconstitutional and issued a temporary injunction barring the PDC from enforcing the guidelines. The Supreme Court arrived at the same destination set out by WEA that the PDC restrictions were unenforceable but took a different route to get there. The Supreme Court decision overturned the injunction and failed to rule whether the restrictions violate the First Amendment. But the court did rule that the PDC guidelines have no legal or regulatory authority, which means the PDC cannot punish someone for not following them. In doing so, the court adopted the agency's own claims that its guidelines were nothing more than the idle opinion of agency insiders, and "cannot be violated or enforced."

    New International Study Looks at Interest Rates on Student Loans
    TORONTO, ON, September 9, 2005 Global Debt Patterns: an International Comparison of Student Loan Burdens and Repayment Conditions focuses on the debt burdens that students face and the strategies employed in each country to deal with student debt.
    The report shows that total student debt in Canada is not especially high by international standards, but that average student loan repayment burdens are very onerous due to high interest rates. As well, the report also shows that the United States is by no means unique in terms of the amount of debt students are carrying. Copies of the research report may be downloaded by clicking here.

    Robert E. Gropp International assessments of student achievement in science regularly detail how high school graduates in the United States lag behind their peers in other industrialized nations. Despite some progress over the past few decades, the recently published National Assessment of Educational Progress shows that nearly one-half of students graduate high school with a less than basic understanding of science concepts. Parents, educators, and politicians have for years argued that stronger standards and increased assessment could improve student achievement. Thus, much of the national debate over education focuses on new content standards and student assessments. However, innovative teaching tools and resources to assist educators, such as the National Science Foundation's Math and Science Partnership (NSF-MSP) program, have also made their way onto the education policy agenda. Testifying before the committee, current grantee M. Susana Navarro, principal investigator for the El Paso Collaborative for Academic Excellence, an NSF-MSP in Texas, noted that the collaborative's project had already shown signs of progress in narrowing the achievement gap between white and traditionally underrepresented student populations. Moreover, student enrollment in college preparatory courses significantly increased. Other witnesses described how their grants had reinvigorated educators, who say they now feel challenged to try new teaching techniques and to develop innovative new curricula.
