District Three Governmental Cooperative is an agency owned and operated by its member local governments for the benefit of the citizens of Bland, Carroll, Grayson, Smyth, Washington and Wythe counties, and the cities of Bristol and Galax, Virginia.
We are dedicated to improving the quality of life for our citizens, especially those who are elderly and those who need assistance with transportation. While some of our services are available to all citizens, we focus on serving those people who need us most. Our services are designed to help our citizens to live independently and productively as long as possible. We promote self-sufficiency and family care-giving.
Our funding comes from state and federal grants, local governments, United Way chapters, other donor organizations, and from individuals, including those whom we serve. We operate a number of field offices throughout the district and our main office is at 4453 Lee Highway in Marion, Virginia. Northwest Regional Branch
The Northwest Regional Branch provides archival and records management services to local government agencies throughout Clallam, Island, Jefferson, San Juan, Skagit, Snohomish, and Whatcom counties.
The Collections at the Northwest Region Local government records include those from county offices such as the Auditor, the Clerk, the Treasurer, the Board of Commissioners, and from municipalities, school districts, and other service districts. Only a small percentage of the records created by these offices are transferred to the State Archives as archival records. They are selected as archival for their value as legal and historical evidence of policy development, implementation, and effect. The transfer of records to the State Archives is an ongoing process. Some historical records remain with their originating office pending future transfer to the Archives. Although the Archives does not hold all the records for the entire span of Washington's history from the various county and city offices in the region, it does hold extensive series of some records from all seven counties, with more complete representation in Whatcom, Skagit, and Snohomish counties. Eclipse is a 501(c) non-profit club dedicated to the sport of girls basketball. Visibility of the players to college coaches and scouts is gained through participation in regional/national tournaments and presence on this data base. The club has participated in tournaments in six different states with team members from Washington, Oregon, Idaho, Nevada, Utah, New Mexico, Montana and Wisconsin. This club has been in existence for five years and has played 80 to 100 games each year. In 1994 the team won the regional AAU qualifier and competed in the AAU 12U Nationals in New Orleans. In 1995 our teams went to Las Vegas and Wisconsin. In 1996 our 16U team won the state qualifier and competed in AAU 16U Nationals in Spokane, Washington. An all-star team competed at the End of the Trail tournament in Oregon City and sophomore teams went to US Junior Nationals in Las Vegas and to the Great Lakes Shootout in Wisconsin. The 1997 Tour Team participated in the following five national level tournaments: MidSummer Nite's Madness(Seattle), End of the Trail Senior All-Star(Oregon City), Sacramento All-Star(Sacramento), Battle of the Bay(San Francisco) and Cream of the Crop(Oxnard). In 1998 we fielded a 16U AAU Team, an Oregon City Junior All-Star Team and our 1998 Tour Team.

Our trip started off with flights on America West from Seattle to Phoenix, then Phoenix to Connecticut. After spending the evening at the Schnitzler Household, we board Uzbekistan flight HY101 out of JFK, bound for Tashkent Uzbekistan, with a stop over in Kiev. Flight times were 3, 5, 9, and 5 hours. Finally, after a really really long day of flying, we ended up at the Hotel Zorbi in Tashkent, Uzbekistan. The hotel served as our base station while in Uzbekistan. It also helped that our tour company, MIR, had an office here. This started our two week adventure throughout Uzbekistan. We would eventually tour the cities of Tashkent, the Fergana Valley, Osh in Kyrgyzstan, Samarkand, Bukhara, and Khiva. Back Next

THE ASSOCIATED PRESS OLYMPIA Washington's cities are falling behind financially and are increasingly hard-pressed to provide basic services and decent roads for their 3.7 million residents, city leaders said yesterday. They released a bleak State of the Cities Report to the Legislature and reporters, describing it as sobering news that urban Washington is on the ropes. The state's 281 cities, ranging in size from Seattle, population 571,900, to tiny Krupp, population 65, serve 61 percent of the state's residents up from 52 percent a decade ago as more of the state incorporates. The cities and towns aren't keeping up with the population boom, particularly since state voters capped property-tax growth and abolished the car-tab tax, said Mary Place, Yakima councilwoman and president of the Association of Washington Cities.
