Charter Schools
This guide is compiled by staff at the Minnesota Legislative Reference Library on a topic of interest to Minnesota legislators. It is designed to provide an introduction to the topic, directing the user to a variety of sources, and is not intended to be exhaustive. In particular, it is focused on items available in the Legislative Reference Library. The charter school movement began in 1988 when Albert Shanker, American Federation of Teachers President, called for the reform of the public schools by establishing 'charter schools'. The basic charter concept is simple: a group of teachers or other would-be educators apply for permission to open a school. The school operates under a "charter" or contract with the local school board or the state. Exempt from most state and local laws and regulations, the school must prove that students have gained the educational skills specified in that initial contract in order to renew the charter. The funding for charter schools parallels that of public schools. In 1991, Minnesota was at the forefront of the nation in passing legislation to create the first legislated charter school. In less than two months, during the Presidential Election on November 2, the voters of Washington State will decide whether they want to join the 40 states that have already authorized the CHOICE of charter public schools. The choice will be presented in the form of Referendum 55.
If voters APPROVE R-55, charter public schools will come to WA.
If voters REJECT R-55, WA will remain one of only 10 states nationwide where the choice of charter public schools is not available.

I n recent studies of charter schools in Idaho and Alaska, the Northwest Regional Educational Laboratory (NWREL) found that they are having trouble in a couple of key areas: setting measurable achievement standards and making sure that the mix of kids reflects the diversity of the community. "We discovered a parallel between rural schools and charter schools," says NWREL's Rural Education Program Director Joyce Ley. "In rural schools in our region, educators are frequently geographically isolated, and this often creates a barrier to professional development. Educators in charter schools also tend to be professionally isolated because they're regarded as being different." Charter Starters training modules include activities, sample forms and policies, checklists, resources, and references. A set of workbooks provide research-based strategies for effectively starting and operating a charter school. Two companion publications provide a review of leadership characteristics and a guide for using the Charter Starters program to conduct leadership training. Charter Starters training modules, with corresponding workbooks, address five core content areas of charter school development:

Perspectives on Charter Schools: A Review for Parents. ERIC Digest.
In recent years, many parents, educators, students, researchers, and observers have reached the same conclusion: Traditional schools do not work for all students (Finn et al., 2000; B. Nelson et al., 2000). As a result, many states have passed laws enabling the development of charter schools as an attempt to better meet the needs of those students who are not being adequately served by traditional schools. Although the number of charter schools has grown in the last few years, it still is sometimes unclear what they have to offer students, parents, and educators that more traditional schools do not already provide. This Digest offers some general information on charter schools, discusses how they have been perceived, and summarizes the results of research on them.

Legislative Update*
Charter School Legislation. Charter schools are a growing phenomenon in American education. The first charter school law was passed in Minnesota in 1991; the second, by California in 1992. By June 1998, 33 states and the District of Columbia had passed charter school legislation. (See Figures 1 and 2.) Four of these states (Idaho, Missouri, Virginia and Utah) passed charter school laws during the 1997-98 legislative session. Puerto Rico also has charter school legislation. The purpose of this legislative update is to provide information on the four states that enacted charter school laws during the 1998 legislative session, as well as to provide information on legislative changes occurring in other states with charter school legislation. The report updates information in A National Study of Charter Schools (1998), which provides details on charter school legislation passed through the 1997 legislative session.

DC Activities DCPS Master Education Plan District of Columbia Public Schools is in the beginning phase of developing a master education plan and related educational facilities master plan, in addition to a capital improvement plan and budget. The administration is hoping to finish the master education plan by December 2005 and the educational facilities plan by March 2006. The capital improvement plan and budget for FY2007-2012 are expected to be prepared by this fall. Thurgood Marshall Academy Public Charter High School re-opened this fall in newly renovated and expanded space. The historic Birney school (formerly Nichols Avenue School) at Howard Road and Martin Luther King, Jr. Avenue, SE is the new home of TMA. 21st Century School Fund assisted Thurgood Marshall Academy Public Charter High School as it planned and developed this state of the art facility. National Charter School Research Project The National Charter School Research Project aims to bring balance and rigor to the charter school debate. In this pursuit, the center conducts original research to fill gaps in current knowledge or to illuminate existing debates. Our advisory board guides the selection and methodology of the research. In addition to research, each August the center will publish The Condition of Charter Schools. This report will track trends and new developments within the movement and we hope it will be useful for both individuals interested in, curious about, or skeptical of charter schools.

Fostering School Improvement: Can More Freedom or Less Regulation Help?
ISSUE: The journey toward school improvement seems to have reached a fork in the road. Since 1983, when the current wave of school reform began, many education policymakers have called for top-down mandates and funding incentives, while others have suggested reforming the education system on a school-by-school basis. Although well-intentioned, neither approach has created the critical mass of good schools needed to drive the performance of all schools upwards. OVERVIEW: Educators and policymakers have begun to realize that the best way to achieve this necessary critical mass may be to combine state-level mandates and goals with school-level freedom and leadership. Why Charter Schools?
Charter schools stand at the center of our nation’s growing effort to reform and improve public schools and provide greater educational options to every family. Charter schools are independently designed and operated and commit to improve the academic achievement of every student. Like the traditional neighborhood school, charters are public and are open to all students regardless of wealth, gender, race, or religion. Unlike other public schools, however, charters are free from burdensome rules and regulations, so teachers, principals, parents, and students can focus on learning. In exchange for this freedom, charters sign a contract, promising to achieve specific goals for their students. Then, most importantly, they are held accountable for their results. Charter schools are now in their second decade, and they can be found in 39 states and Washington, DC. This school year, our nation’s 3,000 charter schools will educate nearly 700,000 students. Because they are schools of choice that are highly responsive to the needs of students and communities, charters are extremely appealing to families from all backgrounds. Many families choose a charter school because of its innovative curriculum, others because of its focus on academic achievement, and still others because it offers a promising alternative to an underperforming neighborhood school. For these reasons, charter schools educate a diverse student population. Nationwide, charters serve a higher percentage of African-American, Hispanic, and at-risk students than the traditional public school system.
