New York Times publishes union critique of charter public schools. What You Need To Know.
Tuesday afternoon, August 17, 2004 Dear Friends, Today's New York Times published a story about a teachers' union analysis of 4th grade test score data from the 2003 National Assessment of Educational Progress (NAEP). The story was picked up by some WA newspapers, including the Seattle Post-Intelligencer and the Tacoma News Tribune. Other WA newspapers will undoubtedly publish the story tomorrow. Web links to today's articles are below, FYI. In 2003 NAEP tested less than 1% of students attending charter public schools in just 7 of the 40 states authorizing charter schools. TODAY'S "FINDING": Today's "finding": the test scores of students attending charter schools in those 7 states, on average, were "performing about half a year behind students in other public schools in both reading and math." THE POLITICAL CHARACTERIZATION: This finding was then characterized in the context of the current Presidential election as a "blow to supporters of the charter school movement, including the Bush Administration."

What is a charter school?
The charter school reform concept is part of a larger policy effort to fundamentally alter the structure of the public education system in an effort to (1) provide quality public education choices for families, (2) enable change-oriented educators to establish and operate new, innovative schools, and (3) provide increased competition within the public education sector. It's the competitive aspect of the charter concept that makes it controversial and also powerful. The charter school reform concept was largely developed by Ted Kolderie, a public policy expert at the Center for Policy Studies in St. Paul, Minnesota. Return to the top.

    In September 2006 St. Coletta plans to open a special education public charter school at 19th Street and Independence Avenue SE in the District of Columbia. The new school will be a 99,000 square foot, state of the art facility designed by world-renowned architect, Michael Graves. The school will serve students with mental retardation, autism and multiple disabilities, making it one of only a handful of charter schools in the nation serving this population.
    Who can attend this school?
    Students served will be three to twenty-two years of age and must be diagnosed with mental retardation, autism or multiple disabilities. They may also have the following secondary disabling conditions: speech language disorders, vision or hearing impairments, orthopedic impairments, health impairments and behavior disorders.
    Program
    The program of services The basic program at St. Coletta includes: functional academics, skills of daily living, community based instruction, adaptive physical education, arts education, computer skills and vocational training. Students earn a certificate of IEP completion upon graduation. The therapies offered are:

"How long do I have to allow my kids to go to the public schools?" asked Henterson S. Carlisle, a teacher whose two children attend his school in the Seattle public system. "At what point can African-American kids who are suffering in the public system have some different options?" A few minutes later in the same debate, Catherine Ahl, president of a school board on the Kitsap Peninsula west of Seattle and an officer of the Washington League of Women Voters, argued that charter schools, which are run by private boards rather than publicly elected ones, "take away citizens' rights to oversee the spending of tax dollars." "We shouldn't divert funds to create a separate, private school system," Ms. Ahl said.     WASHINGTON CHARTER SCHOOLS: Washington Charter School initiatives failed public votes by slim margins in both 1996 and 2000. This past spring, 2003, the concept of charter schools finally gained legislative support in both the State Senate and the State House of Representatives. Legislation has been readied for a final vote only to be delayed by state-wide economic concerns and special attention being focused on Boeing the budget. After concluding the regular legislative session and a special legislative session this spring, House Speaker, Frank Chopp, failed to bring the legislation to the House floor for a final vote, twice. Washington State House of Representative and Senate leaders are ready to vote in favor of approving Washington charter school legislation. Supportive votes for Washington charter schools are there and ready to be counted. As it has been before, it is only a matter of time before Washington charter school legislation is approved.
