Are you aware that by the first day of the 2006-07 school year all US school districts that receive federal funding for their meal programs - pretty much every district - must enact a wellness policy ? This requirement was signed into law by President Bush on June 30, 2004, as part of the Child Nutrition and WIC Reauthorization Act. By participating in the formulation of these policies, American physical educators have a rare opportunity to impact school district attitudes towards children's physical activity and nutrition. First, it's important to understand that federal mandates - especially unfunded ones - are almost always unpopular with local school boards. According to the US Constitution, public education is a local (state) responsibility and school boards do not like "outside" interference.

We are thinking of our friends and colleagues in Louisiana, Mississippi, and Alabama, and our thoughts are with all of those individuals, many of whom have lost their homes. We are deeply concerned about the health and safety of the students who were attending the affected institutions as well as the faculty and staff, and all residents along the Gulf Coast. The devastation is overwhelming. We know that many of you are opening your doors to students displaced by the hurricane. NCATE will work with those states to rearrange schedules as necessary for the institutions affected, when communications return to that area.

Dear Black Excel Student and Parent Supporters This is a quick gateway (below) that you should consider immediately to resource help. Each state has aid sources
you should inquire about. No question about that! These
aid sources cover a wide range of programs, sometimes
including resident and fee reductions, "incentive awards,"
grants, scholarships, loans and more. High school guidance
counselors should be keeping you abreast in regard to what's
available. Often, however, this has not been the case. This
is a BLACK EXCEL tip. Call or write the appropriate state
agencies for information packages and assistance. Getting
your state "info and financial aid" packages could mean
savings to you and your child/students. -Isaac Black, Black Excel S T A T E A I D S O U R C E S ALABAMA Alabama Commission on Higher Education Suite 205 3465 Norman Bridge Road Montgomery, Alabama 36105-2310 State Department of Education Gordon Persons Office Building 50 North Ripley Street Montgomery, Alabama 36130-3901

The AIDDE Process The AIDDE process is a systematic change implementation process developed by Judy Alamprese, a nationally-respected researcher. AIDDE is based on the use of shared leadership, the use of data and research to make decisions and frequent feedback for course correction. Each of the letters in the name stands for a step in the process: A is for analysis. The process begins by analyzing program practices and data, noting any priorities for change. A logic model is often used during this stage to tease out what might be required if a change were to be implemented. I stands for identify possible practices and procedures. This step involves research, analyzing data, figuring out what kinds of training might be required, and designing the proposed change. D stands for design an implementation plan. During this step, the actual plan is developed including setting steps, milestones, a timeline, selecting a target population if needed, laying out activities, deciding upon output and outcomes, planning how the activities will be measured, and how the implementation process will be tracked and evaluated, etc. D is document the implementation of the practice or procedure. What resources were used, what activities were done, what barriers were encountered, were milestones achieved, was the new practice successful, were any modifications to the practice or to the implementation plan taken? In this step, documentation logs are completed by all staff who are involved.

Battle on Teaching Evolution Sharpens
By Peter Slevin Washington Post Staff Writer
Monday, March 14, 2005; Page A01 The proposals typically stop short of overturning evolution or introducing biblical accounts. Instead, they are calculated pleas to teach what advocates consider gaps in long-accepted Darwinian theory, with many relying on the idea of intelligent design, which posits the central role of a creator.
