Creation In 1985, the Washington State Legislature created the Higher Education Coordinating Board (as the successor to the Council for Postsecondary Education in the State of Washington, previously created in 1975, which was the successor to both the Council on Higher Education and the Commission on Higher Education, previously created in 1969). RCW 28B.80.300 [For this volume, the selected statutes have been modified slightly to conform to a descriptive rather than a mandatory format.] Section 2. Purpose of the Board The purpose of the board is to provide planning, coordination, monitoring, and policy analysis for higher education in the state of Washington in cooperation and consultation with the institutions' autonomous governing boards and with all other segments of postsecondary education, including but not limited to the state board for community college education and the commission for vocational education. Scientific Community Unites Against Kansas Board of Education Evolution Decision
On 10 August 1999, the Kansas State Board of Education (KSBE) voted 6 to 4 to remove the teaching of evolution from the state’s science education standards. In response, the American Institute of Biological Sciences released a statement reflecting its disappointment and disapproval of that decision. AIBS member societies the Association of Southeastern Biologists (ASB) and the Society for the Study of Evolution (SSE) have joined AIBS in releasing their own statements of concern about the decision (following cover). These scientific organizations would like to remind Kansas of the sentiment spelled out by its own Vision Statement, which states that "students cannot achieve high levels of performance without ... a rich array of learning material" (taken from the Kansas Science Education Standards Fourth Working Draft, April 1999, as posted at http://www.ksbe.state.ks.us/topics.html). "Virtually all credible scientists believe that it is morally reprehensible to intentionally withhold knowledge from our children," says SSE President-Elect Michael Lynch of the University of Oregon. "No well-educated person wants to raise their children in an atmosphere of censorship."

Meeting Held on Promoting Accessible Design in Education July 27, 2005
In recognizing the critical role education plays in ensuring access for people with disabilities to the built environment, the Board is undertaking an initiative to promote accessible design in the education of architects, interior designers, engineers and others. As a first step in this endeavor, the Board held a forum to get advice from various experts on how it should proceed. Specifically, the Board sought input on how this effort can be advanced through education curricula, design competitions and awards, and outreach to colleges, universities, and accrediting organizations. In opening remarks , Board Member Daniel O. Rios, P.E. noted that "the Board wants to take accessibility to the next level by assuring that current and future practitioners have an integral understanding of what accessibility means as they design and construct the buildings of the future. We have made this one of our top strategic priorities." Over 30 participants , including representatives from university programs, accrediting organizations, trade associations, professional societies, and disability groups, provided guidance and suggestions on how this initiative can be undertaken most effectively and strategically. Pioneers in education on accessible or universal design, including Elaine Ostroff, Dr. Edward Steinfeld, and others, offered insights based on their own experiences and efforts. The event was held July 25th during a week of events celebrating the 15th anniversary of the Americans with Disabilities Act (ADA).

Mission Statement
NASBE's principal objectives are strengthening state leadership in educational policymaking; promoting excellence in the education of all students; advocating equality of access to educational opportunity; and assuring continued citizen support for public education.
Organizational Background/Description
Members include 600 individuals from state and territorial boards of education, state board attorneys, and state board executive secretaries. The members represent the educational interests of fifty million public school students and three million post-secondary students. Madsen, a Seattle resident, is a former president and chief executive officer of Recreational Equipment, Inc. (REI), a national retail cooperative of outdoor gear and clothing. During his 38-year career with REI, he has held several leadership positions including executive vice president and chief operating officer.
Madsen has a strong involvement in community efforts and serves on a number of boards related to conservation and outdoor recreation, including the national Rails-to-Trails Conservancy, Washington Wildlife and Recreation Coalition, IslandWood, and the Bicycle Alliance of Washington. Madsen is past-president of the Western Washington University Foundation Board of Directors. His son and daughter are graduates of Western.
