Korea issues war warning WASHINGTON (AP) The United States has "robust plans for any contingencies" involving North Korea, including military action, the White House said Thursday amid a flurry of criticism from Democrats and talk of war from Pyongyang. Presidential spokesman Ari Fleischer said there is a "real cause for concern" over North Korea's assertions Wednesday that pre-emptive attacks on its nuclear facilities would trigger "total war." He said President Bush still believes North Korea's nuclear ambitions can be curbed peacefully. "This kind of talk only hurts North Korea," which faces international isolation, the spokesman said. "That's the real cause for concern ... but we always have contingency plans." "The United States is very prepared with robust plans for any contingencies," he told reporters. Afterward, Fleischer said he was talking about military contingencies.

President George W. Bush’s increasingly erratic behavior and wide mood swings has the halls of the West Wing buzzing lately as aides privately express growing concern over their leader’s state of mind. In meetings with top aides and administration officials, the President goes from quoting the Bible in one breath to obscene tantrums against the media, Democrats and others that he classifies as “enemies of the state.” Worried White House aides paint a portrait of a man on the edge, increasingly wary of those who disagree with him and paranoid of a public that no longer trusts his policies in Iraq or at home. “It reminds me of the Nixon days,” says a longtime GOP political consultant with contacts in the White House. “Everybody is an enemy; everybody is out to get him. That’s the mood over there.” In interviews with a number of White House staffers who were willing to talk off the record, a picture of an administration under siege has emerged, led by a man who declares his decisions to be “God’s will” and then tells aides to “fuck over” anyone they consider to be an opponent of the administration.

WASHINGTON (AllPolitics, June 4) Senate Foreign Relations Committee Chairman Jesse Helms (R-North Carolina) has scheduled a June 17 hearing on the nomination of Richard Holbrooke to be U.S. ambassador to the United Nations. In a paper statement released Friday, Helms promised the committee would grant Holbrooke a fair hearing, but will investigate ethics charges as well as his role in the Clinton Administrations "misguided policy of appeasing Slobodan Milosevic." Richard Holbrooke is nominated to be the U.S. ambassador to the United Nations "I have not come to a judgement on Mr. Holbrooke's nomination. However, I must confess that I cannot recall another cabinet-level nomination sent to this committee with so much ethical baggage attached to it. Mr. Holbrooke has some explaining to do, and I and other senators will want to hear from him on a number of matters," said Helms. Questions surrounding Holbrooke's activities as a consultant have plagued him since the nomination was first announced last year.

Special Report WASHINGTON (CNN) The Bush administration was "surprised" by the Turkish parliament's vote not to allow U.S. troops to use the country for military action against Iraq, but the White House is being very careful not to criticize the country in the hopes that a second vote could reverse the decision. "Turkey is a NATO ally and will always be a NATO ally," said White House spokesman Ari Fleischer. The United States and Turkey, he added, are currently "reviewing their options," suggesting that the Bush administration is holding out hope for a breakthrough in the Turkish parliament. But Fleischer said no matter what the outcome in Turkey, the president is confident the United States would prevail if it decides on military action against Iraq, even without the northern staging area.

White House asks Supreme Court to hear dispute with Starr

WASHINGTON (October 5) The White House urged the Supreme Court Monday to hear its dispute with Independent Counsel Ken Starr over attorney-client privilege for Deputy White House Counsel Bruce Lindsey. Clinton's legal team also accused the independent counsel of misleading the appeals court on the status and goals of his investigation. At issue is a Starr filing with the U.S. Court of Appeals in which he took issue with the White House's claim that the president's conversations with his government lawyers should be protected by attorney-client privilege. The appeals court subsequently ruled that Starr could question Clinton's government lawyers because the Lewinsky matter and the Paula Jones sexual harassment suit were private legal issues and did not involve government activities. The White House said that when the threat of impeachment exists, conversations with government lawyers inherently involve official duties and responsibilities and therefore should be protected by the privilege.

White House enhances government continuity plan
Vice President Cheney is staying in a "secure, undisclosed location." From Kelly Wallace CNN Washington Bureau WASHINGTON (CNN) After ordering an increase in the nation's threat level this week, the White House took steps to "enhance" its continuity-of-government operations, a senior administration official told CNN Wednesday. The senior official, who spoke on condition of anonymity, would not say how the operations, which have been in effect since shortly after the September 11 attacks, have been enhanced, but did say the changes were made because the threat level was raised Tuesday to orange, signaling a high risk of a terrorist attack. Officials said the main threats were against U.S. facilities in Southeast Asia and the Middle East, but extra precautions are being taken worldwide.

White House To Announce Grants To Combat Youth Drunken Driving
By John King/CNN WASHINGTON (AllPolitics, April 1) Administration officials tell CNN the White House will announce new grants Wednesday to combat drunken driving by juveniles. They will also use the occasion to criticize the House for failing to include an anti-drunken driving measure in major highway legislation, sources say. According to the officials, the Justice Department grants would total roughly $30 million and go to state programs designed to educate youths about the dangers of drinking and driving. In making that announcement, the officials said the administration would voice its displeaure at the House Rules Committee. On Tuesday, the committee refused to include a proposal for a national .08 blood alcohol level for driving under the influence as part of the highway bill. Democratic sponors of the measure, a Clinton Administration priority, blamed the decision on pressure from the liquor lobby. The .08 blood alcohol level, lower than the current norm, was endorsed by the Senate.

Web posted at: 5:58 p.m. EST (2258 GMT) WASHINGTON (AllPolitics, February 2) The White House launched a defense Tuesday of its fiscal year 2000 budget proposal, as administration officials traveled to Capitol Hill to argue the case to skeptical Republicans. And President Bill Clinton took his agenda on the road to Boston to drum up support for his education budget package. Washington's yearly budget debate, which formally kicked off Monday with the release of Clinton's $1.77 trillion spending plan, is expected to be particularly fierce this year as lawmakers battle over what to do with the burgeoning surplus. Clinton's budget does not include an across-the-board tax cut, prompting sharp criticism from Republicans, and one Democratic senator, who are pushing such a cut. Testifying before the Senate Finance Committee Tuesday, Treasury Secretary Robert Rubin defended the administration's decision.

WASHINGTON (CNN) A Democratic senator called on the White House Tuesday to require all its employees to sign waivers of confidentiality as part of the investigation into who leaked the name of a CIA operative to a journalist last summer. In a letter to White House Chief of Staff Andrew Card, Sen. Charles Schumer, D-New York, argued the waivers could free the journalist who published the CIA agent's name to divulge his sources. Without requiring all staffers to sign such waivers, Schumer said, the White House cannot say it is providing "full cooperation" with the criminal investigation. The Justice Department has been conducting a criminal investigation into who disclosed the identity of a CIA officer whose husband had challenged President Bush's claims about Iraq's weapons threat.

    WASHINGTON (CNN) Responding to a study on last year's presidential election in Florida that showed George Bush winning even with a statewide recount, former Democratic presidential candidate Al Gore said the election is over. The White House agreed. "The country has moved on," a Bush spokeswoman said. Gore issued a statement saying there are more important things to worry about now. "As I said on December 13 of last year, we are a nation of laws and the presidential election of 2000 is over," Gore said. "And of course, right now our country faces a great challenge as we seek to successfully combat terrorism. I fully support President Bush's efforts to achieve that goal."
