GENERAL ASSEMBLY ADOPTS UNITED NATIONS DECLARATION
ON HUMAN CLONING BY VOTE OF 84-34-37
The General Assembly this morning adopted the United Nations Declaration on Human Cloning, by which Member States were called on to adopt all measures necessary to prohibit all forms of human cloning inasmuch as they are incompatible with human dignity and the protection of human life. 
Acting on the recommendation of the Sixth Committee (Legal), contained in its report A/59/516/Add.1, the Assembly adopted the text by a vote of 84 in favour to 34 against, with 37 abstentions (See Annex). 
By further terms of the Declaration, Member States were also called on to protect adequately human life in the application of life sciences; to prohibit the application of genetic engineering techniques that may be contrary to human dignity; to prevent the exploitation of women in the application of life sciences; and to adopt and implement national legislation in that connection.  
The Declaration adopted today was the product of a Working Group established by the Assembly to finalize the text of a United Nations declaration on human cloning, which met in

Article I
Section 1.
All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
Section 2.
The House of Representatives shall be composed of members chosen every second year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature. No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen. When vacancies happen in the Representation from any state, the executive authority thereof shall issue writs of election to fill such vacancies.

Responsibilities of the States in the Presidential Election The Constitution of the United States and Federal law place certain Presidential election responsibilities on State executives and the electors for President and Vice President.
These instructions have been prepared by the National Archives and Records Administration's Office of the Federal Register under the authority of 3 U.S.C. 6, 11, 12, and 13 to assist the States in performing their duties. In these instructions, the term "Governor" includes the Mayor of the District of Columbia and the term "State" includes the District of Columbia.   • November 2, 2004 - General Election:
    The voters in each State choose electors to serve in the Electoral College.     Source: Anonymous posting at web site, August 2003. The United States gives $13.3 billion tax dollars in direct Foreign Aid annually. The United States is above and beyond the single most generous benefactor of the United Nations, donating $2.4 billion dollars of OUR money, to primarily third-world dictators. This amount is 25% of the United Nations budget. In addition, the United States also gives another $1.4 billion tax dollars to United Nations' programs and agencies. The American taxpayers fund more for the United Nations than ALL of the other 177 member nations COMBINED. What most Americans do not realize is that the vast majority of the recipients of US Foreign Aid routinely vote against the wishes of the United States in the UN at an average rate of 74%. In other words, of the $13.3 billion tax dollars invested in direct Foreign Aid only about 26% or $3.5 billion went to support people who endorsed American initiatives or causes. A staggering $9.8 billion tax dollars went to causes and people who were and are in open and direct opposition to the United States' interests and objectives. Listed below are the actual voting records of various Arabic/Islamic States which are recorded in both the US State Department and United Nations' records: Kuwait votes against the United States 67% of the time.

Using County-by-County election return data from USA Today together with County boundary data from the US Census' Tiger database we produced the following graphic depicting the results. Of course, blue is for the democrats, red is for the republicans, and green is for all other. Each county's color is a mix of these three color components in proportion to the results for that county. Counties shown in black represent either missing election data or a mismatch between the US Census data and the USA Today data. For example, the New England states' election return data is given for each municipality and/or district rather than for each county. Hence, it couldn't be easily matched with the county boundaries.
