Introduction
The Constitution assigned to Congress responsibility for organizing the executive and judicial branches, raising revenue, declaring war, and making all laws necessary for executing these powers. The president is permitted to veto specific legislative acts, but Congress has the authority to override presidential vetoes by two-thirds majorities of both houses. The Constitution also provides that the Senate advise and consent on key executive and judicial appointments and on the ratification of treaties. For over two centuries the Constitution has remained in force because its framers successfully separated and balanced governmental powers to safeguard the interests of majority rule and minority rights, of liberty and equality, and of the central and state governments. More a concise statement of national principles than a detailed plan of governmental operation, the Constitution has evolved to meet the changing needs of a modern society profoundly different from the eighteenth-century world in which its creators lived. This annotated version of the Constitution provides the original text (left-hand column) with commentary about the meaning of the original text and how it has changed since 1789 (right-hand column).

Clause 2: No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen. Clause 3: Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.

VOTE FRAUD AND THE BANKRUPTCY OF THE UNITED STATES Note: This article first appeared as a post written by myself at Free Republic in late 2000. I was surprised to learn that it was copied re-posted at dozens of sites around the world. So, it seems only fitting that the article should re-appear here on my own web site. In recent months, I have posted a series of article on the deplorable and quite frankly hopeless financial situation the government of the United States is presently in due to reckless and outright irresponsible fiscal policy. In summary, the combined state and federal debt of the United States now stands at $14 trillion. The United States, the world's largest creditor nation when Ronald Reagan took office, is now the world's largest debtor nation. The federal debt has doubled in the last 8 years, during what is reported to the American people as being a record setting economic boom. During this same supposed economic boom, the federal government looted your social security trust fund for another 3/4 of a trillion dollars to balance the books. Virtually every argument coming from those who would convince us to go on parting with our hard-earned money to pay this massive and impossible debt amounts to a claim that we always have the choice to vote for politicians who will somehow change things, and that the election of a particular candidate amounts to approval of his or her policies. Put simply, the fact that the public voted for Bill Clinton amounts to permission by the public for him to run the federal government deeper into debt and loot our retirement money, or so goes the theory.

A Brief History of Civil Rights in the United States of America The Voting Rights Act of 1965 The Johnson Administration's voting rights bill was greatly influenced by what had happened with the Civil Rights Act of 1964 . The Justice Department began immediate negotiations with Everett Dirksen of Illinois, the Republican leader in the Senate, and a "consensus" on the provisions of the bill was reached early in the bill's consideration by Congress. As a result, the Senate debate on the voting rights bill ended early with a successful cloture vote on May 25, 1965. The southerners had barely gotten their filibuster going when the cloture vote stopped them. It was the second time in two years - but only the second time in the nation's history - that the Senate had voted to forcefully end debate on a civil rights bill. But the speed of this legislative action was significant. It had taken more than a year to get the Civil Rights Act of 1964 through Congress. It took only five months to enact the Voting Rights Act of 1965 . The quick cloture vote of 1965 had been "made much easier by the precedent of the victorious cloture vote of 1964."

WHO CAN REGISTER
New Hampshire residents who will be 18 years of age or older on election day, and a United States Citizen, may register with the town or city clerk where they live up to 10 days before any election. You may also register on election day at the polling place. The town clerk's office can inform voters of what proof of qualification they should bring to register. There is no minimum period of time you are required to have lived in the state before being allowed to register. You may register as soon as you move into your new community. HOW TO REGISTER
1) Apply to your town or city clerk's office. You will be required to fill out a standard voter registration form and will be required to show proof of age, citizenship and domicile.
2) It may be easier for you to register with your community's Supervisors of the Checklist. By law they are required to meet on the Saturday 10 days prior to each election. Check the local newspaper(s) or call your clerk's office for the date and time of such meeting.
3) Qualified individuals may also register to vote at the polling place on election day at all elections. You will be asked to show proof of age, citizenship, and domicile.

Harris Washington Post Staff Writer Saturday, August 6, 2005; 1:51 PM ATLANTA, Aug. 6 Thousands of marchers joined many of the icons of the American civil rights movement Saturday morning as they walked through the streets of Atlanta to commemorate the 40th anniversary of the Voting Rights Act and to built support for extending protections from that bill. "Keep Hope Alive, Extend the Voting Rights Act," chanted the Rev. Jesse L. Jackson, president of the Rainbow/PUSH Coalition, one of the leaders of the march. He was joined by former Atlanta mayor Andrew Young, Rep. John Lewis (D-Ga.) and the Rev. Joseph Lowery, the former president of the Southern Christian Leadership Conference and a close aide to slain civil rights leader Martin Luther King Jr., and a large group of prominent African American church leaders from across the country.

    In one recent study, about half of the people in the United States in the year 2000 reported they were adherents of an organized religious belief system. Depending on how the question is asked, some 25-45 percent of the population report that they see themselves as either Born-Again Christians, or, in the broadest sense of the word, Christian "Evangelicals." What does this mean? Why is it important? How do these people influence elections and politics? About 14 percent of the electorate in 2000 identified itself as part of the "Christian Right," with 79 percent of this sector voting for George W. Bush. But contrary to the impression fostered by the direct-mail rhetoric of many liberal groups, not all Evangelicals are part of the Christian Right, and some Evangelicals are actually politically liberal or progressive. Black Evangelicals, for example, overwhelmingly vote Democratic, but they are conservative on some social issues: tending to favor a social safety net for the poor and unemployed, but believing homosexuals are sinful. There are three ways to look at Christian Evangelicals: as people of faith that follow a set of specific doctrines; as an organic network of traditions; or as a self-identified coalition that emerged during World War Two.
