Still Seeking a Fair Florida Vote
By Jimmy Carter Monday, September 27, 2004; Page A19 After the debacle in Florida four years ago, former president Gerald Ford and I were asked to lead a blue-ribbon commission to recommend changes in the American electoral process. After months of concerted effort by a dedicated and bipartisan group of experts, we presented unanimous recommendations to the president and Congress. The government responded with the Help America Vote Act of October 2002. Unfortunately, however, many of the act's key provisions have not been implemented because of inadequate funding or political disputes. The disturbing fact is that a repetition of the problems of 2000 now seems likely, even as many other nations are conducting elections that are internationally certified to be transparent, honest and fair.

Congress has begun work on the fiscal year (FY) 1999 appropriations for the U.S. foreign assistance program. Each year, foreign aid proponents take great pains to assure Congress that the money the United States spends on foreign aid directly supports U.S. foreign policy goals abroad. Indeed, J. Brian Atwood, the administrator of the U.S. Agency for International Development, told Congress in March 1998, In many respects, [the foreign aid budget] is a bare-boned and balanced approach to development and humanitarian programs that will significantly contribute to achieving the administration's foreign policy objectives. There are, of course, aspects of the U.S. foreign aid program that do support U.S. foreign policy goals; among them are military and security assistance programs. But these programs, which are restricted mainly to the closest U.S. allies abroad, comprise less than 22 percent of the foreign aid budget. The largest portion of the U.S. foreign aid budget, economic development assistance, goes to many countries that seldom support U.S. foreign policy initiatives. One way to measure the U.S. foreign aid program's influence around the world is to examine the voting records of U.S. aid recipients in the United Nations (U.N.). Despite the many problems plaguing the U.N., it remains an international forum in which the United States seeks the cooperation of other countries in a variety of foreign policy matters.

Introduction
Print Preview of Section Civil Rights Movement in the United States , political, legal, and social struggle by black Americans to gain full citizenship rights and to achieve racial equality. The civil rights movement was first and foremost a challenge to segregation , the system of laws and customs separating blacks and whites that whites used to control blacks after slavery was abolished in the 1860s. During the civil rights movement, individuals and civil rights organizations challenged segregation and discrimination with a variety of activities, including protest marches, boycotts, and refusal to abide by segregation laws. Many believe that the movement began with the Montgomery bus boycott in 1955 and ended with the Voting Rights Act of 1965, though there is debate about when it began and whether it has ended yet. The civil rights movement has also been called the Black Freedom Movement, the Negro Revolution, and the Second Reconstruction.

In accordance with the relevant provisions of the Charter of the United Nations , decisions of the Security Council are made by an affirmative vote of nine members of the Council including the concurring votes of the five permanent members (China, France, Russian Federation, United Kingdom of Great Britain and Northern Ireland, United States of America). If a permanent member casts a negative vote, the draft resolution being voted on is not passed. Security Council resolutions are customarily adopted by a recorded vote, i. e., a vote which clearly identifies the stand that a Council member took on the issue under discussion. Voting information first becomes accessible (in unofficial form) in the press release produced immediately after the conclusion of the meeting and can later also be found in the (unofficial) compilation of resolutions issued in press release format. Official voting information can be retrieved from the record of the meeting at which the vote was taken. The
