Civic Independence Culture, Innovation Culture and Entrepreneurship Culture
Entrepreneurs are not, and have never been, a homogeneous group. They range from the high technological entrepreneur to garage or hobby entrepreneurs. There are almost as many different types of entrepreneurs as there are entrepreneurs - and there is a need for them all. In recent years, it has also become common to talk about social and cultural entrepreneurs. Social entrepreneurs establish such projects as the Aids-Fund, Next Stop, and the National Council for the Unmarried Mother and Her Child. They take such initiatives as the "Side Street Project" in the quata of Vesterbro in Copenhagen, where shop premises in an entire side street have been converted into cafés, health bars, bicycle workshops etc. which employ young jobless people. Cultural entrepreneurs may be behind the establishment of a theatre group such as Dr Dante or the establishment of the "Front Runners" in Aarhus, where both cultural and commercial projects are established such as the Chaos Pilots, Café Kølbert, Space Invaders and Mouse House, or they may contribute with activities in connection with the Aarhus festival week. The bearing and central elements of the educational strategy in the entrepreneurial area should be attitude-formation and development of personal qualifications, and they must take place at all levels of education. Failling that, it is of no use to just provide young people with the special prerequisites for starting and running their own business. Without motivation and the desire to start up one's own business, it may be difficult to see the use of the special entrepreneurship lessons. It is necessary therefore - throughout the educational system - to work at maintaining the spark of interest and desire to start up a business.

CHAPTER 26. VOCATIONAL SCHOOL
§ 2601. Power of county vocational high school districts and county vocational-technical school districts to levy taxes for school purposes. (a) Any county vocational-technical high school district or county vocational-technical center district may, in addition to the amounts appropriated to it by the General Assembly, levy and collect additional taxes for school purposes upon the assessed value of real estate in such district, as determined and fixed for county taxation purposes: (1) The amount to be raised by taxation shall not exceed 19.71 cents on each $100 of value of real property in Sussex County for the tax year 1993 and all years thereafter. (2) The amount to be raised by taxation shall not exceed 14 cents on each $100 of value of real property in Kent County for the tax year 1993 and all years thereafter. (3) The amount to be raised by taxation shall not exceed 13 cents on each $100 of the value of real property in New Castle County for the tax year 1982 and shall not exceed 14 cents on each $100 of the value of real property in New Castle County for the tax year 1983 and all tax years thereafter. (4) Any county vocational-technical high school district, or county vocational-technical center district, shall not charge tuition to cover the cost of vocational-technical education for nonresident pupils and shall not, in formulating admission policy, give preference to any applicant for admission based on the residence of such applicant.

Adult Education
Governments have been among the more visible participants in adult education in British Columbia for well over a century. Many of the initiatives had economic motives to enhance labour force skills, but municipal, provincial, and federal funds also supported social, cultural, and recreational programs. The following brief overview of government support for adult education in British Columbia is but a small part of the much larger "invisible giant" that is adult education. Colonial explorers, miners, and fur traders in pre-confederation British Columbia had little public assistance in learning how to survive in a rugged new land, learning much from the First Nations people and each other. Hudson's Bay Company officers early introduced library services for their own use, followed by more broadly accessible reading rooms and literary institutes that prepared the way for libraries and Mechanic's Institutes in the larger towns of the province. Missionaries also provided educational services to colonial immigrants and the native people, teaching English or French, literacy, and the norms of European society, although these efforts were not always well received. Early farmers and professionals organized societies to improve their own vocational skills, while the few who could partake in "high culture" organized cultural societies in such urban centres as Victoria and New Westminster. The British Columbia Institute in New Westminster received funds from the Mainland colony government in 1865, making it perhaps the first use of public funds in support of adult education.

State Senator Thomas P. Gaffey was elected to a sixth term in the Connecticut State Senate in November of 2004. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. For the fifth consecutive term, Senator Gaffey serves as the Senate Chairman of the Education Committee. That committee has cognizance of all matters relating to elementary and secondary education, the state Department of Education, local and regional boards of education, and collective bargaining for teachers and administrators. In addition, Senator Gaffey is vice-chair of the Higher Education and Employment Enhancement Committee and serves as a member of the Legislative Management and Finance, Revenue and Bonding Committees. Senator Gaffey was appointed Chief Deputy Majority Leader by Senate President Pro Tempore Donald E. Williams, Jr. and Senate Majority Leader Martin Looney last fall. He is also a member of the New England Board of Higher Education, the Bushnell Education Committee, and the Education Committee of the National Conference of State Legislatures.

Issue Brief: Students with Disabilities, School-to-Work Transition and the School-to-Work Opportunities Act Introduction all all School-to-Work Act: Purpose, Operation and Funding The School-to-Work Act is designed to facilitate the creation of a universal, high-quality school-to-work transition system. The School-to-Work Act is distinct from other education reforms because it does not create another separate program with federal mandates. The Act uses federal funds as venture capital to underwrite the initial costs of planning and establishing statewide systems that will be maintained with other resources (including funds available under other federal education, training and workforce development programs). These systems are to provide all students with the opportunity to participate in programs that integrate school- and work-based learning, vocational and academic education, and secondary and postsecondary education. The School-to-Work Act channels funding to states and local partnerships to create school-to- work systems. All 50 states, the District of Columbia and the territories have received non- competitive school-to-work development grants, which were used to design statewide systems and to write state plans. One-time, five year implementation grants are awarded through a competitive process when the states present a comprehensive school-to-work plan and demonstrate the capability to implement the plan. The expectation is that all states will have received implementation grants by the time the School-to-Work Act sunsets in the year 2001.(3)
