Ongoing reforms A group of Slovenian experts worked for several years to draft a White Paper on Education in the Republic of Slovenia (published in English 1996 – http://www.mszs.si/eng/ministry/publications/white/ ). The suggestions put forward in the White Paper served as the basis for the preparation and adoption of new legislation (1996 – 2000). After 8 years of exercising of the 1996 legislation, some aspects of the system are under discussion, novelties are being planned and the amendments to the current legislation have been proposed to the Government.

The purposes of this study were to identify the occupations needed for training and making occupational profiles, to investigate the perception of employers or enterprises, vocational teachers and administrators, current students on the DVT system and issues of vocational education and training, and to propose a narrative model of vocational education and training for drafting the bill of vocational education and training. There were 7 response forms (Q1, Q2, Q21, Q3, Q31, Q4, Q41) used for data collection. The samples were 666 employers or enterprises, 390 teacher and administrators, and 624 students. The questionnaire Q1 was used for data collection from 408 employers or enterprises to gather their opinions pertaining to the occupation needed for training and making occupational profiles. A Delphi technique was applied for 3 times of data collection from 258 employers or enterprises by using Q2 to ensure the consistency of their responses. Conclusions were draw from the third response.

The strong performance of the economy in the Republic of Korea during the last thirty years has been well publicized. Technical and vocational education played a pivotal role in this rapid industrialization process. The government successfully restructured the vocational education and training system to meet the changing industrial demands. However, the country now faces new challenges posed by the changing global economic environment. In order to sustain its competitiveness, the Republic of Korea must now take active measures to reform its technical and vocational education programmes. This paper examines the restructuring of technical and vocational education in the Republic of Korea to provide industrial manpower during the process of economic development. Firstly, the current system of vocational education and training will be described. Secondly, how the system has been restructured in response to meet industrial demands will be reviewed. And finally, it will list the challenges that the Republic of Korea will face in the twenty-first century and some policy recommendations will be made that may be considered in order to respond to the emerging challenges.

March 2002 Non-traditional and non-university postsecondary institutions emerged in late 19th century and expanded rapidly around the world in the second half of the 20th century. In China these institutions are known as workers colleges, junior colleges, and two-year vocational universities (Cohen, 1993). Workers colleges are adult higher education institutions with limited programs for current employees, and junior colleges have special short-cycle programs in the technical and engineering fields (Kong and Gimmestad, 1999). The vocational university (VU) is a new type of regular institution that resembles the American community college to some extent, providing sub-baccalaureate degree programs (Williams, 1988). This review will highlight major features of the development of VUs in China since 1980, including the role of VUs in the reform of China's higher education structure, and the characteristics and issues unique to VUs. Modernization and Higher Education Reform in China Before 1980 the higher education system in China had a two-tier structure in terms of national and provincial jurisdiction. China's modernization program started in the late 1970s, and the birth of vocational universities at the city level was a consequence of the "reform and opening" policy that was part of this modernization (Dai, 1991a; Dai 1991b; Fang, 1991; Topic Research Group, 1991). In the dramatic transformation from planning economy to market-oriented economy, new industries and business boomed, and they required trained personnel to fill job positions at the intermediate level and in the localities (Cheung, 1996). Under the unified planning system, neither the national nor the provincial institutions would consider these job position needs. As a result the city governments responded to the demand by developing city VUs.

Colleges, Universities, and Institutes: The Distinction
Degree-granting institutions in the United States can be called by any of these terms, and colleges and institutes are in no way inferior to universities. As a general rule, colleges tend to be smaller and usually offer only undergraduate degrees, while a university also offers graduate degrees. The words "school," "college," and "university" will be used interchangeably throughout this booklet. An institute usually specializes in degree programs in a group of closely related subject areas, so you will also come across degree programs offered at institutes of technology, institutes of fashion, institutes of art and design, and so on. Within each college or university you will find schools, such as the school of arts and sciences or the school of business. Each school is responsible for the degree programs offered by the college or university in that area of study.

INTRODUCTION
The College Education Regulations were enacted under a government Order in Council (O.C. 1006-93), dated 14 July 1993, in application of the General and Vocational Colleges Act (R.S.Q., c. C-29, s. 18; 1993, c, 25, s. 11). They replace the Regulation respecting the Basis of College Organization of 1984, and are subject to the measures for progressive application that may be established by the Minister under section 18 of the Act. The new Regulations stem from the proceedings of the Committee on Education of the National Assembly in the fall of 1992 and the spring of 1993, on the future of college education and attendant objectives. This edition takes into account the amendments made by the Regulation to amend the College Education Regulations made by Order in Council 551-95 dated 26 April 1995, by Order in Council 962-98 dated 21 July 1998, and by Order in Council 1102-2001 dated 19 September 2001.
