Vocational education and training in Denmark combines theoretical instruction with practical training in a private enterprise or a public institution 
Denmarks well-developed vocational training system is appreciated internationally. A total of 41% of an age cohort complete vocational education and training. The training is based on a system alternating between theoretical instruction in a college and practical training on placement. The purpose of vocational education and training is both to qualify young people to work in a trade and to establish a basis for further education at the same time. The training is also meant to contribute to the personal and social development of the student.
Admission to vocational education and training requires that mandatory basic schooling has been completed in accordance with the Primary School Act, which normally means 9 years of school attendance. The teaching is free of charge. The education is of 2-5 years duration and once finished, students have full qualifications as skilled workmen.
The principle of alternating practical training and theoretical instruction characterizes the Danish system and comprises one of the strengths of the education system. The modern system is a developed version of the original training of apprentices, where the trainee would be bound apprentice to a master. Another characteristical feature of the system is its coherent and flexible nature, which makes it possible to transfer credits and change between the different branches along the way.

All standards are laid down by the Ministry of Education in the form of regulations. These regulations are prepared by the social partners, then approved by the Ministry of Education. China's Vocational Universities. ERIC Digest. by Ding, Anning Non-traditional and non-university postsecondary institutions emerged in late 19th century and expanded rapidly around the world in the second half of the 20th century. In China these institutions are known as workers colleges, junior colleges, and two-year vocational universities (Cohen, 1993). Workers colleges are adult higher education institutions with limited programs for current employees, and junior colleges have special short-cycle programs in the technical and engineering fields (Kong and Gimmestad, 1999). The vocational university (VU) is a new type of regular institution that resembles the American community college to some extent, providing sub-baccalaureate degree programs (Williams, 1988). This review will highlight major features of the development of VUs in China since 1980, including the role of VUs in the reform of China's higher education structure, and the characteristics and issues unique to VUs. MODERNIZATION AND HIGHER EDUCATION REFORM IN CHINA Before 1980 the higher education system in China had a two-tier structure in terms of national and provincial jurisdiction. China's modernization program started in the late 1970s, and the birth of vocational universities at the city level was a consequence of the "reform and opening" policy that was part of this modernization (Dai, 1991a; Dai 1991b; Fang, 1991; Topic Research Group, 1991). In the dramatic transformation from planning economy to market-oriented economy, new industries and business boomed, and they required trained personnel to fill job positions at the intermediate level and in the localities (Cheung, 1996). Under the unified planning system, neither the national nor the provincial institutions would consider these job position needs. As a result the city governments responded to the demand by developing city VUs.

Vocational Education and Training
A vocational education and training programme is a sandwich-type programme in which theoretical and practical education at a vocational college alternates with practical training in a business enterprise.
The Vocational Colleges

In Denmark, there are approx. 50 technical colleges and 50 business colleges. There are furthermore approx. 10 combined technical and business colleges. The majority of the vocational education and training programmes are offered at these colleges as well as to a limited extent at adult vocational training centres (AMU). In addition to these, there are other types of colleges offering social and health education programmes, agricultural programmes etc. A Danish vocational college normally offers programmes at all post-compulsory levels of education - from vocationally oriented general upper secondary education (hhx and htx) and vocational education and training programmes to tertiary diploma programmes of the highest standard. In addition to this, they offer all kinds of continuing education and training programmes for adults and for youth at risk. This is in fact a unique type of institution. Under the Modernization of Vocational Colleges and Schools (MVCS) component, the Academy for Educational Development will be working closely with the Ministry of Education and Higher Education to provide equipment and supplies for fourteen institutions: seven secondary vocational schools, including one for girls; two agricultural secondary schools; and five technical colleges. The aim of the project is to improve the quality of technical and vocational education by providing modern equipment and supplies. AED will provide equipment to the following workshops in these institutions: industrial electronics, electrical utilization, refrigeration and air conditioning, plumbing and central heating, communications, office equipment maintenance, computer maintenance, construction and land survey, carpentry, radio and TV, auto electronics, and sheet metal work and welding. The MVCS program will be implemented in the West Bank towns of Ramallah, Deir Dibwan, Nablus, Al- Aroub, Hebron, Dora, Jenin, and Tulkarem; and in Gaza in Khan Younis, Deir Al-Balah, Beit Hanoun, and Gaza City.

Back to the top page Toru Sato (formerly of Itochu Corporation) I started this job out of an impure motive that I just wanted to have opportunities to come into contact with young people. I refrain from becoming to friendly to specific students because I am afraid it will be favoritism. Instead, I try to talk with them during breaks. Since the end of the school year is approaching, I look forward to going dining with Soneru, a student from Turkey, at a Turkish restaurant in Shibuya. Most students are more serious and polite than I have expected. When they had the first semester exam, I allowed students to bring the textbooks with them and have them write free essays. I was rather surprised that foreign students had much more accurate command in preparing reports in Japanese than I thought and that Japanese students used less wrong characters in their native language than I expected. However, later I have found out that they can look up right characters via cellular phone-based services. Recently, I have become more confident in teaching, and I would like to set up a system in the future to support foreign students who study seriously at vocational colleges.

The VUs offer a wide range of more than 200 programs that are closely linked to local industry and business needs, leading to a sub-baccalaureate degree that can not be gained at a different type of institution (Topic Research Group, 1991). Some "hot" applied programs at VUs include optometry, tour guide, horticulture, industrial arts and crafts, commodity inspection and maintenance, and advanced nursing (Topic Research Group, 1991). In addition, many VUs offer non-credit programs for adult students (employees). Students The VUs enroll local high school graduates for degree programs who pay fees and commute to school. Admission is based on a nationwide entrance exam. Normally VU students have lower scores than those who are admitted into provincial and national institutions. Unlike those who attend a provincial or national institution, a job is not assigned to a VU student at graduation.

Basic Information
Objectives of Secondary Technical and Vocational Education
Apart from broad general education the technical and vocational education sector provides students with initial technical and vocational training. Technical and vocational schools and colleges may be attended after completion of the 8th year of compulsory schooling. The main objectives of these schools and colleges are: to develop the individual student's personality, to reach a higher level of occupational mobility and flexibility, to develop the individual student's creativity, to foster critical thinking, teamwork, communication skills and social consciousness. Moreover and in compliance with the Vocational Training Act and Trade Regulations, the curricula of these schools are designed to provide students with appropriate vocational knowledge, skills and qualifications thereby giving access to legally recognized and non-legally recognized occupations. The accrediting of vocational qualifications rests with the Federal Ministry of Economic Affairs and is based on the following legal foundations:
