HSTW Assistance Teams Identify Promising Practices
During Virginia High Schools That Work technical assistance visits for 1997-98, the teams have identified numerous promising practices that reflect HSTW key practices and may serve as models for other schools. Nansemond River High School in Suffolk and William Byrd High School in Vinton are among the schools with promising practices. Nansemond River Encourages Parental Involvement in Planning
Nansemond River High School (NRHS), in the Virginia HSTW network for two years, is establishing a strong program for involving parents in student educational planning. Efforts to involve parents include the following:
  • Guidance Night - All parents are invited to a session to learn about guidance services and to meet with their child's counselor at the beginning of the educational planning process.
  • Evening Office Hours - During designated times, the guidance office is open from 6:00 p.m. until 8:00 p.m. to accommodate parents who work during the day and wish to meet with their child's counselor.
  • Tech Prep Recruitment - A day and evening program is provided to orient students and parents about the Tech Prep offerings and opportunities.

The West Virginia Department of Education announced today that the Monongalia County Technical Education Center has been named as the state’s 2000 Vocational School of Excellence.
“This school exemplifies the best of career and technical education in West Virginia,” said State Superintendent Dr. David Stewart. “We’re proud to honor this outstanding school with this award.”
According to Adam J. Sponaugle, Assistant State Superintendent of Schools - Technical and Adult Education Services, the Monongalia County School was selected because of numerous factors.
“The school’s staff prepared and submitted an excellent application, clearly documenting an institutional commitment to providing the highest quality service to students and the community,” he explained. “The dedication with which the school’s staff approached the implementation of significant education reforms was one of the major factors we examined. This Monongalia County school is an exemplary career and technical education center.”
Earlier this month, the Department of Education announced that 17 elementary, middle, junior high and high schools have been named as West Virginia Schools of Excellence for 2000.

WHICH BASIC SKILLS CAN BE TAUGHT IN VOCATIONAL EDUCATION? Attempting to address each of these areas while at the same time providing a rigorous, hands-on program of instruction in a specific occupational area may seem unrealistically ambitious, but evidence confirms that many vocational programs already include a significant amount of instruction in at least some of these skill areas. For example, vocational education students, teachers, parents, and business and industry representatives in North Carolina were asked to review existing and revised curriculum materials for three vocational programs. Results indicated that the materials included significantly more instruction in science and math skills than the respondents had imagined (Holsey and Rosenfeld, 1985; Rosenfeld and Holsey, 1985). Vocational Education Performance Standards. ERIC Digest No. 96.
A broad consensus for improving vocational education programs has emerged from the educational reform movement aimed at raising the performance of U.S. students in academic subjects. Pending legislation for the reauthorization of the Carl D. Perkins Vocational Education Act (House Bill HR 7 and Senate Bill 1109) mandates the development of performance indicators or standards. In the literature the terms educational indicator, quality indicator, outcome indicator, performance standard, and performance measure are used interchangeably, and there is general agreement that indicators or standards are single or composite statistics that reveal something about the performance or health of an educational system (Asche 1990). According to Asche, "quality or performance indicators have suddenly become the nation's barometer of education wellness" (pp. 3-4). A number of options for establishing vocational education performance standards are currently under consideration. This ERIC Digest examines some vocational education experiences with outcome measures, describes proposed approaches, and enumerates potential issues and challenges in establishing performance standards for vocational education.

WHAT IS ACDC? A.C.D.C. is a creative, non-traditional, multifaceted Richmond Public School program which has adapted over the thirty-two year history to meet the needs of all age groups, from infants to mature adults. We serve non-traditional students seeking the G.E.D.; high school students needing a flexible program to complete their graduation requirements; young people and adults who are seeking careers in Child Care, Culinary Arts, as Certified Nursing Assistants; and people of different nationalities who speak languages other than English.
The Adult Career Development Center is located in the heart of downtown Richmond, Virginia, and is convenient to any area of the City by public transportation. The school is walking distance from Virginia Union University, Virginia Commonwealth University, and J. Sargeant Reynolds Community College. ACDC is a Richmond Public Schools alternative school, however, every year we serve a large number regular high school seniors who will graduate with a high school diploma from their home school. Ninety-five percent of our seniors indicate that they will continue their education in college, vocational school or that they will attend college after serving in the military.

The Diverse Forms of Tech-Prep: Implementation Approaches in Ten Local Consortia - 1995
VIII. Logan, West Virginia
The Tech-Prep consortium based in Logan, West Virginia, was formed in fall 1990 by administrators at the two campuses of Southern West Virginia Community College (SWVCC) and the Logan and Mingo county vocational schools. These individuals also served at the start as the consortium's steering committee. Early development of the Tech-Prep concept involved the two county vocational schools, three comprehensive high schools and five junior high schools in the two county school systems, and a four-year state college. In 1992, the consortium expanded to include three more junior high schools. Five businesses and two trade associations have also been active enough in supporting and contributing to development of Tech-Prep to be considered members of the consortium. In the Logan and Mingo economies, the dominance of coal mining and high unemployment divide the nonfarm work force of about 30,000 into three strata. The mining industry, which employs 20 to 30 percent of the work force in the two counties, pays well; people who have jobs in coal mining are generally in the upper-income stratum. Other sectors of the economy offer less attractive wages and account for a middle stratum. The unemployed form a substantial low-income group; unemployment rates were 14 percent in Logan County in 1992 and 11 percent in Mingo County.
