RANDOLPH COUNTY VOCATIONAL TECHNICAL CENTER Elkins, W.Va. A Decade of Committed Effort Results in Improved Student Achievement Randolph County Vocational Technical Center has made extraordinary progress in preparing students to advance in either work or further education. The center began working with its feeder high schools in 1987 to implement key practices aimed at raising achievement, reducing the dropout rate and increasing attendance. The journey has been methodical, deliberate and successful. The Setting Randolph County Vocational Technical Center is located in Elkins, W.Va., the county seat. This area in the eastern part of the state abounds with fresh air, clear streams, and "heart-stopping" downhill ski slopes. It is a place where Appalachian artists and musicians flourish. Like many Appalachian communities, Randolph County has seen a rise in unemployment, an increase in the number of children in poverty, and a decrease in the median family income. The population has remained relatively stable at 28,800. Today, most jobs are in the trade and service industries. Despite the economic downturn, the county and the state have remained committed to education as evidenced by a more than 49 percent increase in per-pupil expenditures. The vocational technical center was built as a "stand-alone" facility in 1976. In 1994, a new Elkins High School was built on the same campus. Ninety-five percent of the 800 students enrolled at the center are from Elkins High School; the other five percent are from other county high schools and attend classes at the center on a half-day basis. Ninety-nine percent of the students are non-minority. County-wide, the minority population is approximately two percent.

  • SHOW ME THE MONEY: The reason there are only eight charter schools in Virginia became ever more clear when we learned that school districts are charging applicants anywhere from $500 (Chesterfield School District) to $2000 (Fairfax County) just to even consider their applications. It is interesting that these boards think that they should charge potential public schools an application fee to do what the law requires review charter applications. CER Newswire October 21, 2002
    BOARD STIFF: Virginia received a solid D in CER's 2001 Charter Law Rankings, and was rated the third weakest law in the land. The state has only five operating charter schools, four of which are alternative programs and one of which is a a vocational school. Local boards are allowed to vote on whether or not to even accept applications, a definite deterrent to all but those already with their feet firmly planted in the education system. The state's school boards association gives its law high marks because it gives local school boards total authority for the fate of charter schools.   • The application (online at http://access.k12.wv.us/internet/dnsapp.pdf ) is completed by the school or county contact and mailed to the West Virginia Department of Education (WVDE) along with the appropriate local acceptable use policy (AUP). The AUP must address web publishing or state that the school/county is following the web publishing guidelines of Policy 2460 (online at http://wvde.state.wv.us/policies/p2460.html The WVDE will review the application for completeness. Only approved applications will be entered in the domain name server. The school or county contact will be notified when the URL is active.
  • The WVDE has a Class B set of IP addresses (168.216.x.x) which have been equally divided, with half in the northern PIX firewall and half in the southern PIX firewall. Schools and counties have migrated to using "private" IP addresses (10.x.x.x) instead of the "public" 168.216.x.x addresses on computers. Because of this, any school or county web server must be registered with the WVDE in order to be visible on the Internet. There are two IP addresses associated with a registered K-12 web server. The actual IP address on the school or county server (a 10.x.x.5 address usually) and the IP address in the PIX firewall (which is a 168.216.x.x address).     "Growing up in a secondary school in the sixties was very different to what it is today. As a student we got holidays three times each year, Christmas, Easter and Summer. There were no long week ends, mid-term breaks, etc. Life was very disciplined, up each morning at 6.45am and in bed by 1O.OOpm. The most important things in my life at that time were trying to do a bit of study and football. I had no other options. I was lucky I loved playing Gaelic football. I was also lucky, that during my time in St.Pat's, there were many good players around-this enabled me to play in three Mc Rory Cup finals. We were beaten in the 196O Mc Rory Cup final by St.Colmans, Newry. In 1961 St.Pat's beat St Eunan's Letterkenny in the final. In 1962 we won the Mc Rory Cup again this time beating Abbey CBS. In St.Pat's we trained seven days a week We din not look on it as training, rather as playing football. There wasn't great emphasis on physical training or running as such All this was incorporated into playing lots of football. We played full games every Wednesday, Saturday and most Sundays and backs and forwards on the other evenings.

Good vocational training is one of the best ways to get the training needed for specialized jobs and to qualify for higher pay. However, vocational training can also be a disaster. Many individuals who have enrolled in vocational schools with high hopes have left the schools with large debts that they cannot repay and have not improved their ability to get a good job. Vocational schools cost money, and if a school does not provide training that will lead to a better job, the money is not well spent. The initial out-of-pocket cost of enrolling in a vocational school may seem small because schools often offer loans to cover most of the expense.     The West Virginia Department of Education is offering both short- and long-term recommendations to school districts to help establish safe schools which protect the children and the professionals who teach them. At the top of the list is a "No Tolerance" policy on violence, where violence is defined as occurring whenever anyone inflicts or threatens to inflict physical or emotional discomfort or injury upon another person's body, feelings, or possessions. West Virginia State Police Troopers in each of the state's 55 counties are working in conjunction with local school districts to provide special training for teachers and administrators. The project, called Detecting and Dealing with Firearms in the School , covers what to do when a dangerous situation arises, how to handle a student with a weapon, and other subjects relating to school safety, such as method of dress, gang identification signs and symbols, managing a fight scene, motivational information, bullying behaviors, and aggression prevention and control.
