Interstate Reciprocity or Using a Teaching Certificate from Another State
New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

Dickinson College offers certification in secondary education for the State of Pennsylvania. The Commonwealth of Pennsylvania has reciprocal agreements with 46 states. If you anticipate seeking certification outside Pennsylvania, then you need to plan early so the Department can help you expedite that process. Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

–Senator Says Clarksburg Educator Sets Standards For Mountain State Teachers–
WASHINGTON, D.C. – Praising her hard work and dedication to education, Senator Jay Rockefeller (D-WV) congratulated Mary Devono of West Milford Elementary in Clarksburg for being named the West Virginia teacher of the year. Last week, Rockefeller met with Devono in his Washington, D.C. office while she was in the nation’s capital with other teachers of the year to participate in various meetings, workshops, and to attend a White House reception in their honor. "Mary goes above and beyond the call of duty, a quality that helped her earn the title of West Virginia teacher of the year. Her dedication to her students and to the job she does in the classroom is exemplary. She is also one of West Virginia’s 88 teachers who have received certification from the National Board for Professional Teaching Standards – one of the highest national credentials for an educator. She sets the standard for teachers across the nation to follow, and we are very lucky to have her in our education system," Rockefeller said. Recently Rockefeller introduced the Incentives to Educate American Children Act of 2003 (I TEACH), which would provide financial incentives to recruit and retain qualified teachers like Mary Devono. Under Rockefeller’s I TEACH plan, educators would receive a $1,000 refundable tax credit for earning a national Board for Professional Teach Standards certification. The legislation would also offer a $1,000 refundable tax credit for teachers who work in rural or low-income schools.

The total number of Virginia teachers and school counselors certified by NBPTS now stands at 726. The new math means no math for Virginia teachers
Several Devoted Readers have sent in the news that the Virginia Board of Education is phasing out the Praxis I licensure exam for teachers . There is a new exam for these teachers that apparently doesn't contain any of the tricky math that was on the Praxis I: Praxis I is a basic reading and math skills test that has been a hurdle for some teachersespecially the math portion. Starting Jan. 1, the state will require teachers to take a new test for licensure. It will eliminate the math material of the Praxis I. Instead, it will require teachers to analyze readings, write an essay, interpret tables and graphs, and demonstrate knowledge of grammar and vocabulary, all "on a college level," said Charles Pyle, spokesman for the Virginia Department of Education. The Washington Post claims that VA teachers will now have to be more "literate and proficient in the subjects they teach," but those who don't intend to be teaching math need not worry about a standardized math test: Kate Walsh, president of the Washington-based National Council on Teacher Quality, said she pushed for a new literacy test when she testified before a Virginia panel examining licensure requirements. Research has shown that the ability to read and speak effectively is the most reliable predictor of future success in the classroom, she said...
