North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Here at George Mason University we have a program called FAST TRAIN that helps international teachers get PK-8 certification (with a Masters option after that). However, we also get inquiries from teachers who would like to work on their secondary certification.

View Print Friendly Version Close Window David Blount , Editor Supply and Demand: Virginia Teachers and Administrators Increasing student enrollments, the attraction of potential teachers to other professions and a predicted flood of coming teacher retirements have all contributed to widespread concerns about our public schools having an adequate number of teachers. As noted in the Supply and Demand issue briefing, the issues surrounding the pool of available teachers are varied and complex, and recently, have received increased attention from state policymakers. In the mid-1990s, the General Assembly directed the Board of Education and State Council of Higher Education to study ways to relieve teacher shortages and to encourage students to pursue teaching careers, and to examine strengthening teacher education and supporting experienced teachers as mentors for beginning teachers. In 1996, the General Assembly approved HB 327, which directed local school boards to adopt policies and practices to promote the employment and retention of the highest quality instructional personnel. April 10, 2003 ROCKEFELLER LEGISLATION PROMOTES TEACHER CERTIFICATION AND COMMITMENT TO RURAL AND LOW-INCOME SCHOOLS WASHINGTON, D.C.– Focusing on the need to strengthen our education system, Senator Jay Rockefeller (D-WV) introduced legislation today to give financial incentives to recruit and retain qualified teachers. The Incentives to Educate American Children Act of 2003 (I TEACH) recognizes teachers for their commitment to education by offering a $1,000 tax credit for teachers who work in rural or low-income schools, and a $1,000 tax credit for those earning a National Board for Professional Teaching Standards certification. "Our teachers are unsung heroes. They work tirelessly to prepare our kids to go out into the world and too often do not receive the compensation and rewards they deserve," Rockefeller said. "In order for our children, and our nation to excel in the future, it’s critical that we provide financial incentives to keep qualified teachers in our classrooms." Throughout America and West Virginia, rural and low-income schools are finding themselves in a critical situation. West Virginia has rural schools scattered throughout 36 of its 55 counties, and of the 798 schools in the state, approximately 100 are low-income. ACT is an Accelerated Certification for Teaching ACT is an online certificate program designed for individuals who hold a bachelor’s degree and seek to qualify for state teacher certification. ACT provides an alternative pathway into teaching for individuals who have not completed a teacher preparation curriculum but who have considerable life experiences, career achievements, and academic backgrounds that are relevant for teaching in grades 5 through 12. Wheeling Jesuit University's teacher preparation program is designed to meet the “highly qualified” requirements of the federal No Child Left Behind Act. The teacher preparation course content is nationally accredited and in good standing with the Teacher Education Accreditation Council (TEAC) and the West Virginia Department of Education. The online ACT program is aimed at individual qualification for a West Virginia Teachers’ Certificate with reciprocity to other states. Through reciprocity agreements between the states, a West Virginia teaching certificate may be converted to the equivalent teaching certificate in another state. Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.
