English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

The National Academy of Needlearts offers a Teachers' Certification Program which includes training in all aspects of embroidery instruction, from the development of teaching and presentation skills to study in design and color and the production of the written work necessary for the successful teaching of needle arts. NAN's program is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine her/his instructional skills. Full certification requires three years of intensive study. During that time the candidate designs and develops several classes in her/his chosen medium, and compiles a viable portfolio of her/his own original teaching pieces. Book critiques, color and design notebooks, and oral teaching presentations complete the certification process. In addition, the candidate also participates in several hands-on teaching experiences. Child Protective Services Course for Teacher Certification The Virginia Legislature has passed a bill requiring all teachers who need teaching certification or recertification after July 1, 2004, to take a course on the awareness and reporting of child abuse. There are numerous options for meeting the competency requirements. Virginia Commonwealth University and the Virginia Department of Social Services (VISSTA) have designed a program, which is available online. All schools will also have a CD of the same program that will be available to teaching staff. In addition, the Office of Student Services has arranged two presentations with the Fairfax County Department of Family Services that will each meet the requirements. The first is April 14 at Fairfax High School from 5:30 to 7:30 p.m. and the second will be on April 29 at Hayfield High School at the same hours. There is no cost for any of these programs. There are also several fee-paying options.

An Overview
T he National Science Teachers Association offers certification to elementary and middle level teachers of science and to teachers of biology, broadfield science, chemistry, earth and space science, general science, physics, and physical science. To become certified, teachers must meet specific standards of education and experience based on the grade level and/or subject they teach. A teacher is eligible to apply for certification after completing three years of full-time teaching. NSTA certification seeks to improve the quality of science teaching by recognizing teachers who are well qualified. NSTA certification gives teachers an edge in seeking or keeping a teaching assignment for which they are qualified and, where possible, in ascending the salary ladder. The NSTA standards have been adopted by the National Council for the Accreditation of Teacher Education and by the Association for the Education of Teachers in Science. A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:

  • state criterion-referenced examinations in history

  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.
