The Associated Press ARLINGTON, VA. — Immigrant rights organizations criticized state Attorney General Jerry Kilgore's demand that Virginia colleges rid their campuses of any illegal immigrants. In a memo last month, Kilgore warned the colleges not to enroll illegal immigrants. He also instructed them to report to federal authorities any illegal immigrants they find on campus. Critics said at a news conference Friday that Kilgore's action unfairly penalizes foreign-born children for their parents' decision to come to the United States illegally. They also said it goes beyond any federal or state law by asking educators to act as police potentially in violation of confidentiality policies. Kilgore staff members countered by saying they are concerned that illegal immigrants could be taking seats at state schools that would otherwise go to U.S. citizens. They also said that since last year's terrorist attacks, all universities carry a greater responsibility to help the U.S. Immigration and Naturalization Service monitor foreign students. “This is about differentiating between those who obey the law and those who willfully break it,” said Kilgore spokesman Tim Murtaugh. Virginia's move comes as many states are taking a dramatically different approach, not only allowing illegal immigrants to enroll in public colleges but also granting them in-state tuition. California, Texas and New York have passed laws to that effect in the last two years. Similar measures are either pending or being drafted in Maryland, North Carolina, Massachusetts, Minnesota and Utah, and Congress is considering legislation encouraging other states to follow suit.

Distinguished Members of the General Assembly: My name is Arthur Purves. I address you as president of the Fairfax County Taxpayers Alliance. My topic is transportation. First, please defeat legislation permitting red-light cameras. At intersections where red-light running is sufficiently frequent to warrant a camera, the timing on the yellow light is usually too short. Rather than cameras, just make sure that timing of traffic lights conforms to engineering standards. Regarding the transportation crisis, out of its nearly $30-billion annual budget, the state spends $3.5 billion per year on transportation. We may need to double that. The Northern Virginia 2020 Transportation Plan states that $700 million per year of new funds is needed just to address Northern Virginia transportation needs.

Regulation 5-10.1 STUDENTS Admission Requirements: General
A. Age/Residence
A person of school age who resides in Virginia Beach is eligible for admission on a nontuition basis. A person of school age will be deemed to reside in the school division:
1. When the person is living with a natural parent, or a parent by legal adoption;
2. When the parents of such person are dead and the person is living with a person in loco parentis who actually resides within the school division;
3. When the parents of such person are unable to care for the person and the person is living, not solely for school purposes, with another person who resides in the school division and is either (i) the court-appointed guardian or legal custodian of the person; or (ii) acting in loco parentis pursuant to placement of the person for adoption by a person authorized to do so under § 63.1-220.1;
4. When the person is living with a parent, guardian, or person in loco parentis in a temporary shelter in the school division, not solely for school purposes. Where a "temporary shelter" is (i) any home, single or multi-unit dwelling or housing unit in which persons who are without housing or a fixed address receive temporary housing or shelter or (ii) any facility specifically designed or approved for the purpose of providing temporary housing or shelter to persons who are without permanent housing or a fixed address; or

A panel from the 4 th Circuit U.S. Court of Appeals issued a 2-1 opinion in the case Brown v. Gilmore , rejecting a constitutional challenge to the Commonwealth’s "minute of silence" law. The Virginia law was passed in the General Assembly last year and was in place for the 2000-2001 school year. The legislation mandated that public schools must begin the school day with a minute that allowed students to meditate, pray or engage in any other silent activity. The ACLU challenged the law by filing a lawsuit on behalf of a handful of students. The lawsuit argued that the minute of silence was an attempt to encourage students to pray and therefore violated the First Amendment.

Though a state Literary Fund was established in the early 1800's, it was not until the North forced Virginia to adopt a new state constitution that a free public school system was established for all Virginia students. Guidelines for Specialized Health Care Procedures . Richmond, Va.: Virginia Department of Health. This reprint contains some updated information, which is contained within brackets: [ ] Prior to Administering Medication Medication Labeling. The final area that should be addressed prior to administering medication is labeling. The medication must be in its original container before it is given to a student. The pharmacist can divide the medication into two containers—one for home and one for school. The original container should be labeled with the student’s name, name of medication, directions for dosage, frequency to be administered, the licensed prescriber’s name, and the date the prescription was filled. Medications in plastic bags or other non-original containers are not acceptable.

Community-based Ambulatory Clerkships in Internal Medicine
There is a national trend in undergraduate medical education to include a variety of clinical experiences for students with practicing physicians throughout the 4 years of medical school. An area of major emphasis in clinical education involves the clerkship year wherein students spend an average of 4 weeks with office-based general internists seeing patients and learning the skills of ambulatory practice. These rotations have become popular with students. They receive more direct mentoring from their attending physicians (interns and residents are usually not present) and they have the opportunity to directly interact with more patients than on the traditional inpatient service. They get to see a wider variety of clinical problems, to participate in the process of clinical decision making, and to appreciate the realities of modern clinical practice. All three medical schools in Virginia have ambulatory components as part of the medical clerkship. At

Friday, February 2, 2000; 1 p.m. EST American Civil Liberties Union of Virginia Executive Director Kent Willis will be online Friday, February 2, at 1:00 p.m. to talk about the mandate of the Pledge of Allegiance in Va. schools that was approved by a wide margin in the Va. Senate and the effect it could have on students rights. In 1987, after nearly five years as executive director of HOME, Kent Willis became the associate director of the American Civil Liberties Union of Virginia. He was promoted to executive director in early 1989. In this capacity, he has been extensively involved in using litigation and legislative initiatives to promote freedom of speech, assembly, and religion, separation of church and state, equal rights for minorities, due process in criminal proceedings, fair voting practices, and other civil rights and civil liberties mandated by the U.S. Constitution.
