Arts in West Virginia Schools Celebrated Throughout March Posted: March 08th, 2004
Charleston, W.Va. - Fine arts in West Virginia will be celebrated across the state this month as Governor Wise has proclaimed March as “Arts in West Virginia Schools Month.” Secretary of Education and the Arts Kay Goodwin presented the proclamation during a regional thespian festival at Capital High School on Saturday, March 6.
Encompassing the four disciplines of the Fine Arts, theater, visual art, dance and music, Arts in West Virginia Schools Month recognizes the importance they play in the lives of everyone, including children.
March is designated on the national level, as well, as a month to celebrate all of the four disciplines. According to the National Art Education Association, it is National Youth Art Month. Music is also being celebrated nationally as “Music in our Schools Month” and theater is being recognized internationally as “Theatre in our Schools Month.”
“The arts enhance our public schools and enrich the lives of students throughout the Mountain State,” said State Schools Superintendent David Stewart. “These programs also encourage students to shape and develop their own talents. Whether through dance, song, on a canvas on paper or on the stage, the arts open our eyes to the richness and the miracles of the human experience.”
In celebration of the Arts, several activities are scheduled throughout West Virginia. West Virginia Youth Art Month exhibits are scheduled for March 2- April 4 at Tamarack in Beckley, and from March 12 –April 25 at the Cultural Center in Charleston. West Virginia Youth Art Month Awards Ceremony is scheduled for March 12 at the Cultural Center. Also, the West Virginia Music Education Conference is slated for March 25-27, with performances by the All-State Children’s Choir and the All-State Orchestra, Band and Choir. Thespian festivals will be held in various locations throughout the state.

    History
he Virginia Council for Private Education (VCPE) was organized in 1974 as the Virginia affiliate of the National Council for American Private Education ( CAPE), which has headquarters in Washington, D.C. Fourteen different associations currently comprise the VCPE membership and each of these represents academic institutions. Eleven associations have VCPE approved accreditation processes that are in turn, recognized by the Virginia State Board of Education. All VCPE member associations must be non-profit and have a racially nondiscriminatory membership policy. The Council, while recognizing and encouraging a diversity of beliefs, a variety of educational philosophies, and the independence of each member association, strives to represent and speak on educational issues of common concern and interest. The Council is committed to the preservation of pluralism in American education and to the right of parents to choose an education appropriate for their children. To ensure and promote the vitality that freedom of choice allows, the Council makes known to the public the aims and goals to which its member organizations jointly subscribe. VCPE monitors legislation affecting private schools. VCPE is available to members of the legislature, to the Board of Education, and to the Department of Education to furnish information about and to articulate the private school viewpoint on educational matters relating to the private sector. It also serves as a vehicle through which the public school viewpoint may be conveyed to the nonpublic school constituency.

Member, House of Delegates You inquire as to the legality of the circumstances surrounding the appointment of a new member to the School Board of Rappahanock County. You ask several questions, and I will answer them in order: 1. May the members of the School Trustee Electoral Board eliminate an "at large" position on the school board? Section 22-61 of the Code of Virginia (1950), as amended, provides in pertinent part as follows: "Except as otherwise provided by law, the county school board shall consist of tIle same number of members from each district in the county as there are members of the board of Supervisors from each district in the county, each school board member to be appointed by the school trustee electoral board. In addition to the mambers selected by districts, the governing body may authorize the school trustee electoral board to appoint no more than two members from the county at large." Walker v. Massie

    http://www.nps.gov/anti/lee_bio.htm
Ranger Notebook: General Robert Edward Lee Robert Edward Lee was born on January 19, 1807, at "Stratford" in Westmoreland County, Virginia. He was the fifth child born to Henry "Light-Horse Harry" Lee and his second wife, Ann Hill (Carter) Lee. He grew up in an area where George Washington was still a living memory. Robert had many ties to Revolutionary War heroes. Educated in the Alexandria, Virginia, schools, he obtained appointment to West Point in 1825. In 1829, Robert E. Lee graduated second in the class without a single demerit against his name. He was commissioned a brevet 2nd Lieutenant of Engineers. On June 30, 1831, he married Mary Ann Randolph Custis. They had seven children. All three of their sons served in the Confederate army. George Washington Custis and William Henry Fitzhugh ("Rooney") attained the rank of Major General and Robert E. Lee, Jr., that of Captain. The latter served as a private in the Rockbridge Artillery at the Battle of Antietam. During the Mexican War, Robert E. Lee was promoted to Colonel due to his gallantry and distinguished conduct in performing vital scouting missions.
