dynamic new incentives West Virginia’s dynamic new incentives package promises to pave the way for economic development. Venture capital companies will be exempt from the franchise tax after January 2003. A new Development Financing Pool will construct, equip, improve or maintain various new economic development, capital improvement and infrastructure projects. The Linked Deposit Program will provide loans to qualified small business up to $150,000 for terms up to four years. Tax Increment Financing is expected to pass in the next election. Legislation generated up to $100 million in venture capital for West Virginia. West Virginia cities
tops in the nation Forbes magazine and the Milken Institute ranked two West Virginia metropolitan areas among the nation’s top 200 best places to do business and advance a career. Four smaller metro areas are rated on a companion list. The Charleston metro ranked 128th, up from 144th in 2001. The Huntington-Ashland, W.Va.-Ky.-Ohio area was 178th, up from 197th last year. In a list ranking smaller metro areas, Wheeling, W.Va.-Ohio earned the 57th slot this year up from 90th last year. Steubenville-Weirton, Ohio-W.Va. was 71st, up from 91st last year. Parkersburg-Marietta, W.Va.-Ohio rose to 62nd from 80th last year. Cumberland, Md.-W.Va. rose to 74th from 79th last year. Earlier this year, Charleston ranked No. 83 in the Ladies’ Home Journal list of the best 143 cities with fewer than 300,000 people in terms of categories that matter to women. Included in the judging criteria were such things as crime rates, education achievements, child-care quality and the presence of women in local government.

Three Organizations Prepare for Next Disaster
As disaster relief and human service organizations begin to transition from providing immediate emergency services to attending to the longer-term needs of Hurricane Katrina victims in the devastated areas and across the country, the Red Cross, The Salvation Army and United Way of America join together to ensure victims receive the kind of services each organization provides to those in need. American Red Cross
The role of the Red Cross is to build a bridge of assistance by providing food, shelter, counseling, financial assistance and other emergency needs for victims of disaster until they can access more permanent aid provided by local, state and federal agencies. After the emergency period ends, the Red Cross assists by coordinating services with other agencies such as The Salvation Army and United Way to help families affected by disasters. The Salvation Army
The Salvation Army has an extensive disaster response and recovery infrastructure able to meet the short-term and long-term needs of disaster survivors. Through its partnerships with other faith-based and non-faith based organizations, and its long-term working relationships with federal, state and local governments, the Army is prepared to provide food, clothing and shelter in the aftermath of storms, and then utilize its network of nearly 1,300 major centers of operation, and the collective efforts of nearly 50,000 officers and employees across the United States to assist survivors with long-term recovery needs that include counseling, pastoral and medical care, child care, senior citizen care and financial assistance.

1999 Wrapup Report Introduction: TechnoVisions was the most enjoyable and festive of recent Virginia Film Festivals. The subject was special effects and technological innovations, and the Festival overflowed with them. Nearly twelve hundred people donned 3D polarized glasses to see Hitchcock's Dial M for Murder in all of its dimensions, and many more picked up the red and blue glasses that brought Boris Starosta's 3D Festival poster to life. A sell-out crowd of four hundred nostrils experienced John Waters' Polyester in glorious Odorama , and a continuous parade of teenagers defied nausea by riding the MaxFlight simulated roller coaster in the Regal lobby TechnoFair. Vinegar Hill Theater mounted a two-screen presentation of Andy Warhol's Outer and Inner Space , exceeded only by the magnificent presentation of Daniel Reeves' three-screen Try to Live to See This at PVCCs Dickinson Auditorium. Finally, Radford University Professor Ted McKosky resurrected Percepto , producer William Castle's effect of giving electrical shocks to members of the audience of The Tingler , which McKosky supplemented with other Castle effects (including a nurse pushing a patient on a gurney through the theater).

Up to $2.5 million to close the achievement gap in Milwaukee schools

August 1, 2005 The National Education Association (NEA) Foundation has announced a five-year grant worth up to $2.5 million to help the Milwaukee Public Schools close achievement gaps for economically disadvantaged and minority students. Milwaukee will receive $500,000 for the first year of the program, renewable for an additional four years depending on success. Funds will be matched by the school district, the National Science Foundation, and local grant makers and will be used to provide district-wide professional development; create a "closing the gaps action plan" at selected schools; and enable exemplary schools to share their best practices with other district schools. The $2.5 million grant is the second of its kind announced by the NEA Foundation in as many years. The first grantto Hamilton County, Tenn.was awarded in June 2004. Link:
