Private schools may have to bite the bullet on testing
Virginia's elite private schools have been exempt from the Standards of Learning proficiency tests required of public schools. But how well are private schools teaching?
by Brett Lieberman Pressure is also coming from parents worried about how their private-school children will do on SOL tests if they switch to public schools, says Robinson, headmaster and founder of Millwood. "We have to ensure that our curriculum will integrate whatever our students want to do afterwards." Yet, by doing so, private schools risk ceding control over their curricula and diminishing the quality that set them apart from public schools and attracted students in the first place. John Katzman, president of the Princeton Review, a leading college prep firm, says private schools would have to spend more time "pounding away" at standardized material to the point at which they will have "sucked all the life out of school," he says. "They will not be independent schools if they take those tests because they will be in the same boat as everyone else." Even so, Katzman’s test-preparation firm, perhaps best known for its SAT preparation courses, has tailored its product line to meet the SOL challenge. It offers online programs to Virginia school districts to help students get ready for the exams. Still, he regards the tests as flawed and more rooted in scoring political points and ideology rather than improving schools. "This isn’t about accountability and education. At this point it’s about `Learning what I say you will learn.’ Every kid in Virginia will learn the same things."

Up to $2.5 million to close the achievement gap in Milwaukee schools

August 1, 2005 The National Education Association (NEA) Foundation has announced a five-year grant worth up to $2.5 million to help the Milwaukee Public Schools close achievement gaps for economically disadvantaged and minority students. Milwaukee will receive $500,000 for the first year of the program, renewable for an additional four years depending on success. Funds will be matched by the school district, the National Science Foundation, and local grant makers and will be used to provide district-wide professional development; create a "closing the gaps action plan" at selected schools; and enable exemplary schools to share their best practices with other district schools. The $2.5 million grant is the second of its kind announced by the NEA Foundation in as many years. The first grantto Hamilton County, Tenn.was awarded in June 2004. Link:

VIRGINIA SCHOOL ENTRANCE LAWS
§ 22.1-1. Definitions. As used in this title unless the context requires otherwise or it is otherwise specifically provided: "Board" or "State Board" means the Board of Education. "Division superintendent" means the division superintendent of schools of a school division. "Elementary" includes kindergarten. "Elementary and secondary" and "elementary or secondary" include elementary, middle, and high school grades. "Governing body" or "local governing body" means the governing body of the county, city, or town responsible for appropriating funds for such locality. "Middle school" means separate schools for early adolescents and the middle school grades that might be housed at elementary or high schools. "Parent" or "parents" means any parent, guardian, legal custodian, or other person having control or charge of a child. "Person of school age" means a person who will have reached his fifth birthday on or before September 30 of the school year and who has not reached twenty years of age on or before August 1 of the school year. "School board" means the school board of a school division.

Policy 5-11 STUDENTS Age of Compulsory Attendance/Exemptions Every parent, guardian, or other person having control of a child who will have reached their fifth birthday on or before September 30 of any school year and who has not passed their eighteenth birthday shall, during the period of each year the public schools are in session and for the same number of days and hours per day as the public schools, send such child to a public school or to a private, denominational or parochial school or have such child taught by a tutor or teacher of qualifications prescribed by the Board of Education and approved by the Superintendent or provide home instruction for the child pursuant to Virginia Code § 22.1-254.1. As prescribed in the regulations of the Board of Education, the compulsory education requirement may also be met by (i) attending an alternative program of study or work/study offered by a public, private, denominational or parochial school or by a public or private degree-granting institution of higher education; (ii) in the case of any five-year-old child, by sending the child to any public educational prekindergarten program, including a Head Start program, or in a private, denominational or parochial educational prekindergarten program; (iii) for a student who is at least sixteen years of age through an individual student alternative education plan developed in accordance with the guidelines set forth by the Superintendent in Division Regulation 6-76.1; or (iv) obtaining a high school diploma, its equivalent, or a certificate of completion.

As of yesterday, more than 400,000 books, culled from school districts across Virginia, are heading for Liberia, the west African country where over two decades of bloody civil conflicts have left the nation's school system among the rubble. "We got 120,000 books from Loudoun, 40,000 from Prince William, about 50,000 from Fairfax," Del Walters said yesterday, walking through a warehouse near Dulles International Airport, where nearly 50,000 books were being loaded into a 40-by-10-foot steel container. They will arrive in Liberia on Aug. 22, following three other containers that should arrive in the next few days. "We have a chance to rebuild their school system," said Walters of Leesburg, a news anchor for Baltimore's WMAR-TV. "I can't think of a better model than the school system in Virginia." He said nearly 50 Virginia school systems offered used or new books to the Books Without Borders project, begun by Walters's daughters: Taylor, 17, and McClaine, 14, both avid readers.

Eligibility for kindergarten is based upon the following state law:
As prescribed in the regulations of the Board of Education, the requirements of this section may also be satisfied by sending a child to an alternative program of study or work/study offered by a public, private, denominational or parochial school or by a public or private degree - granting institution of higher education. Further, in the case of any five-year-old child who is subject to the provisions of this subsection, the requirements of this section may be alternatively satisfied by sending the child to any public educational pre-kindergarten program, including a Head Start program, or in a private, denominational or parochial educational pre-kindergarten program.

AMHERST, Va. The red-brick downtown here still has an appliance store and a neighborhood pharmacy. People leave their doors unlocked. And the parking meters on Main Street don't take quarters because a dime buys the maximum of two hours. Twelve minutes costs a penny. It is from this town of 2,200, steeped in nostalgia and the values of a bygone era, that Virginia Republicans today plan to pluck their first-ever speaker of the House, Del. S. Vance Wilkins Jr., to lead themand the stateinto the future. Wilkins, a self-described "country boy" with a hard-to-miss gap between his front teeth, is as unpolished as he is revered by his fellow Republicans for three decades of tenacious work building the party. But even his friends note the irony: The party he is credited with building completed its rise to power this month by winning elections in fast-growing, bustling suburban areas such as Northern Virginia, far removed from small, rural towns like this one, Wilkins's home for all but six of his 63 years. The future Wilkins has been working toward throughout his public life would be, he said, much like the past he knew here in Central Virginia as a child. It was a place where he walked to school and worked as a paper boy, a place where neighbors relied on themselves and one another, not the government, to better their lives.

About Us! Directory IT @ SPC ... Cultural Initiative History of the College Infinitesimal in number, as compared to the humanity they serve, are the salient figures of history. One such figure was James Solomon Russell, founder and first principal of the Saint Paul Normal and Industrial School. (The name of the school was spelled without an apostrophe "s" until the charter was changed in 1941.) The newly ordained deacon in the Protestant Episcopal Church arrived in Lawrenceville, in Brunswick County, Virginia, March 16, 1882. Here he found a small group of Negro communicants in St. Andrew's Church and organized them into a congregation. By February 1883, the first Saint Paul chapel had been constructed and was ready for occupancy. Immediately, a parochial school was organized in the vestry room of this small frame chapel. Soon these quarters of the parochial school became too small for the increasing enrollment, and a three-room frame structure was built with funds contributed by the Reverend James Saul of Philadelphia, Pennsylvania. On September 24, 1888, with fewer than a dozen students, the Saint Paul Normal and Industrial School was started in the building known as the Saul Building. More students came as word about the school traveled. The members increased to such an extent that the founder, The Reverend James Solomon Russell, realized the need for a program of expansion and development.

On June 26, 2002, in Newdow v. U.S. Congress, et al ., a three-judge panel of the United States Court of Appeals for the Ninth Circuit found that the teacher-led recitation of the Pledge of Allegiance in California public schools and the federal statute’s inclusion of the phrase "under God" in the Pledge violated the Establishment Clause of the U.S. Constitution. The ruling is limited in application to those states comprising the Ninth Circuit — Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, and Washington; its implementation has been stayed pending any appeals. Virginia’s Pledge statute and guidelines, carefully crafted based upon judicial precedent, will likely be viewed as helping ensure that public school Pledge recitation occurs not in a coercive or inculcating manner, but rather as an educational exercise reflecting "part of our nation’s civic heritage."

October 31, 2003 Issue Presented You ask whether enrollment of a student in a private learning program satisfies the requirements of Virginia’s compulsory attendance statute. In the alternative, you inquire concerning the requirements for a program to qualify as a "school" under the compulsory attendance statute. Response Virginia law does not define "school" for purposes of the compulsory school attendance laws. Accordingly, it is my opinion that whether a particular organization is a "private, denominational or parochial school" within the meaning of Virginia’s compulsory attendance statute is a factual determination. For many years, Attorneys General have concluded that § 2.2-505, the authorizing statute for official opinions of the Attorney General, does not contemplate that such opinions be rendered on matters requiring factual determinations, rather than matters interpreting questions of law. Background You relate that several parents in Fairfax County have removed their children, who are special education students, from the Fairfax County Public Schools and have enrolled them in private learning programs. You advise that some of these programs do not offer a "full" curriculum or permit a parent to enroll a child in a specific part of the program. You note that while some of these organizations provide extensive educational services, they are not "schools." You relate that other programs provide fewer services but claim to be "schools." You also relate that some of these programs are not certified or accredited as "schools" by the political subdivision in which they are located or by regional accrediting bodies. You do not state whether the Board of Education has licensed the private learning programs as "schools for students with disabilities,"
