Republicans on Capitol Hill are stepping into a battle over whether military schools should be allowed to include prayer as part of meals and other school-sponsored activities.
House conservatives are pushing a bill designed to ensure that military academies can have policies to include voluntary, nondenominational prayers during authorized activities, such as meals.
The bill, sponsored by Rep. Walter B. Jones, North Carolina Republican, aims to combat the efforts of the American Civil Liberties Union, which successfully sued the Virginia Military Institute because of its prayer-before-meal tradition, and has since notified the U.S. Naval Academy in a letter that its similar prayer policy must be changed.
"I find it incredibly ironic that liberal organizations like the ACLU are attempting to take away the very freedoms that these students are willing to go to war to protect," Mr. Jones said when he introduced his bill last month.
Last week, Rep. Joe Pitts, Pennsylvania Republican, and Sen. Sam Brownback, Kansas Republican, pushed the proposal during their weekly issues briefing for conservative organizations.

The Association of Military Colleges and Schools of the United States (AMCSUS) is a nonprofit service organization which serves as the binding force and communication hub for its member schools. The purpose, as put forth in its Constitution, is to promote the common interest of all members and to advance their welfare; promote and maintain high scholastic, military and ethical standards in member schools; represent the mutual interests of the member schools before the Department of Defense as well as the general public; foster and extend patriotism and respect for duly constituted authority; and cultivate citizens who love peace and who strive to maintain it. Regular membership is extended to essentially military schools which have a member of the armed services detailed or approved by the Department of Defense, and which maintain good standing in their regional accrediting organization. (An "essentially military" school is defined as an institution with military programs approved by one of the military services and which organizes its student body as a cadet corps, with students habitually in uniform and continually under military discipline while under the jurisdiction of the college or school.) Associate membership may be granted to schools offering a military program but which do not otherwise qualify for regular membership.

Armed Forces Network, Mon Jun 27 2005 Military Schools : Pre-Collegiate Institutions Military schools teach various age groups of children in a manner that includes military traditions, values, and concepts as well as training in military subjects. Although other countries have military schools, the vast majorities are located within the United States. Many military schools are also either a boarding school or a prep school, and others are branch schools of a larger school system within a school district. Though some military schools are public or state run, many are privately run institutions. Military schools often have a misperception that they are actually a type of reform school. This is a result of popular culture sometimes showing parents threatening to send unruly children off to military school. Most military schools actually are not a place for children with disciplinary problems as the strict discipline can result in an even more rebellious child. Most military schools have a long and distinguished history and most often have high academic standards with a solid college preparatory curriculum, schooling in the military arts, and have an esteemed alumni. Some parents also confuse the terms "military school" and "military academy" or "military university". A military school is typically a pre-collegiate institution, where a military academy or university is an actual college. There are also some colleges with a strong military ROTC program or Reserve Officer Training Course, which mirror the activities of a military academy such as West Point.

TRANSCRIPT The Supreme Court is considering a major sex discrimination case surrounding the state-run Virginia Military Institute and its "men only" admissions policy. Correspondent Tom Bearden reports. TOM BEARDEN: The five year-old legal battle over the male-only tradition at the Virginia Military Institute, or VMI, has entered its final phase. Today, the U.S. Supreme Court heard oral arguments over whether it is constitutional for a state to spend tax dollars to pay for schools that admit only members of one sex. Nestled in the Shenandoah Valley in historic Lexington, Virginia, VMI has admitted only men during its entire 156-year existence. SPOKESMAN: You made a mistake. You correct it. You understand? CADET: Yes, sir! TOM BEARDEN: Intense and unrelenting harassment is an integral part of a daily routine for VMI underclassmen, so-called "rat" cadets. It is physically and mentally challenging. Superintendent Major Gen. Josiah Bunting explains why VMI would prefer women not be a part of that. MAJ. GEN. JOSIAH BUNTING, Superintendent, VMI: VMI has functioned very successfully as an all-male college. It's an unusual kind of all-male college in that it is a military school. All of its activities out of the classroom take place basically in a single contiguous barracks building which is organized basically to present a culture of total egalitarianism. Minute regulation of behavior, and a complete absence of privacy all subsist in conditions of total equality. We believe that to introduce young women into such a culture is that we'd materially change the chemistry, and we think that to put what we are now at hazard in order to accomplish that simply is not an appropriate use of our resources.

Michael Hart of Chapel Hill seems more like a young Renaissance man than a typical 19-year-old. An accomplished cellist with a passion for classical music, he speaks German fluently and has an insatiable lust for travel. He’s also a strong athlete, an impressive marksman and an articulate conversationalist. Even more surprising than finding these qualities in such a young man is learning that he honed these refined sensibilities at military school.
A graduate of Culver Academies in Culver, Indiana, Hart is an ideal poster child for any military school, except for one thing: Unlike the majority of military school graduates, he enlisted in the Army after finishing school. According to Hart, only 5 percent of Culver graduates enlist in the service, and, of the remaining 95 percent who attend college, only 15 percent enroll in a service academy such as West Point or the Air Force Academy.
As it turns out, Culver Academies is first and foremost a college preparatory school that places a priority on academics.

Notable Military School Graduates
      There are many notable historical figures that have graduated from U.S. military schools. The following are just a few of the famous military leaders that military schools produced.
      Hiram Ulysses Grant, graduated from the U.S. Military Academy at West Point on July 1, 1843. Though he later enjoyed visiting West Point, he was not happy there as a cadet. He described his four years there as “interminable.” Grant graduated from West Point and was commissioned a brevet second Lieutenant, and fought in the Mexican War as a Quartermaster.
      At the beginning of the Civil War, he was appointed Brigadier General and fought the Battle of Belmont. On February 16, 1862, Grant took Fort Donelson in Tennessee, the first Union victory of strategic importance in the war. He became famous with his dispatch, “No terms except immediate and unconditional surrender. I propose to move immediately upon your works.”
      The surrender of Vicksburg in the summer of 1863 was Grant’s tour de force as a General and was one of the greatest military campaigns in history. Grant’s greatest hour was when General Lee surrendered to him in the McLean House, in Appomattox, Virginia. In 1869, Grant became President of the United States and served until March 4, 1877 (Hiram Ulysses Grant).
            George S. Patton, Jr. has been called a military genius, a legend, and the meanest man alive. 65 years after his death, he is still considered to be the one U.S. Army General epitomizing the fighting soldier of WWII. He was a rough and tough soldier, unpredictable in his actions, yet always dependable. He personified the offensive spirit, a ruthless drive, and the will to conquer at all costs.

Separate But Equal?
The issue: Does the Constitution allow states to segregate schools or other public facilities on the basis of race or sex? Introduction The issue of whether public facilities may be segregated based on race first arose in the context of transportation, not education. In the 1896 case of Plessy v Ferguson , the Supreme Court concluded that a Louisiana law requiring whites and blacks to ride in separate railroad cars did not violate the Equal Protection Clause. In an opinion that reads as though written by someone from Mars, Justice Brown wrote that the law did not "stamp the colored race with a badge of inferiority" and that any such suggestion is "soley because the colored race chooses to place that construction on it." In a famous and eloquent dissent in Plessy , Justice John Harlan argued, "Our Constitution is color blind, and neither knows nor tolerates classes among its citizens." Beginning in the 1930s, the NAACPunder the leadership of African-American attorney Charles Hamilton Houston began its assault on the "separate but equal" doctrine announced in Plessy. Houston chose to concentrate his efforts on segregation in public education, where he thought the adverse effects of the enforced racial separation could be most easily demonstrated. In 1938, Houston persuaded the Supreme Court that Missouri's refusal to provide legal education for blacks within its own borders (Missouri sent its qualified black law students to neighboring states' schools, paying the tuition) denied blacks the equal protection of the laws. In subsequent victories in the Court, the NAACP gave teeth to the "equal" part of separate but equal: states would have to ensure that separate educational programs were truly equal in terms of resources, reputation, and other measures.
