Digital Library Project The Library of Virginia is pleased to announce the completion of Phase I of its Digital Library Project. The Project, initiated in 1995, preserves significant Virginia archival and library collections and extends access to these collections to anyone with Internet access. The Project is available online . Over 600,000 images were scanned, and 40 electronic finding aids were created to access the images as well as other materials in the Library's collection. The major components of Phase I are the Virginia Colonial Records Project, the U.S. Army Signal Corps Photograph Collection, the collection of family Bible records, and the Electronic Card Indexes Project (indexes to 36 separate archival and library collections).

Jay Rockefeller; Secretary Kay Goodwin of the Department of Education and the Arts, the state agency that oversees the West Virginia Library Commission; and librarians and West Virginians benefiting from library computers. Gates also joined Gov. Bob Wise and other state policymakers for a luncheon in Charleston to discuss support for libraries. Earlier in the day, Gates met with librarians and patrons during a visit to the Sissonville Public Library, a branch of the Kanawha County Public Library. “West Virginia’s public libraries are vibrant community centers, where patrons can tap into a world of educational and health information or communicate with far-away friends and relatives,” Gates said. “With 100 percent of the state’s public libraries offering free access to the Internet, West Virginia’s library system is a national model. I applaud the state’s leaders and residents for supporting their libraries and encourage them to maintain this access in the years to come.” West Virginia has many partnerships and innovative funding programs to help sustain public access computing in public libraries. A partnership with Verizon has provided expanded training and distance-learning opportunities and upgraded Internet connections in libraries across the state. The state also earmarks $9 million in lottery funding for grants-in-aid to libraries. In addition, every public library in the state participates in the federal e-rate program, which provides $2.25 billion annually in telecommunications discounts to schools and libraries across the country. The e-rate program was created in 1996 by legislation co-authored by Sen. Rockefeller.

Late Nineteenth Century
The development of school libraries can be traced to the beginning of the public library movement in the last half of the nineteenth century in the United States. Public libraries served the needs of public schools which were sometimes built in close proximity to a public library. Public library staff frequently placed temporary book collections in the schools for educators' use. Bookmobiles visited, and still do, public schools in rural areas.
In 1876 the United States Dept. of the Interior, Bureau of Education published a report

Academic Achievement Studies conducted in twelve states by Keith Lance, Ross Todd, and others have shown the positive impact that a strong library media program has on student academic achievement. When the library media specialist is actively involved in the instructional program of the school, collaborating with teachers and teaching information literacy skills, academic achievement is higher. For example, Keith Lance reports in the 2000 Colorado study, How School Librarians Help Kids Achieve Standards: Measuring Up to Standards, show that when all library media predictors were maximized, reading scores tended to run 10 to 15 points higher. In an article in the March 2004 issue of Library Media Connection, Introduction and Scope of Project Through a collaborative effort, the Virginia Department of Education and the Virginia Educational Media Association developed a resource that provides a framework for aligning school library media programs with both national and state standards. Over thirty Virginia library media specialists and other educators representing twenty-two school divisions and Longwood University, working as an online community, created the main document and supporting materials. The resource is structured for grades K-2, 3-5, 6-8, and 9-12. Due to the challenges of scheduling, many teachers do not have an opportunity to accompany their classes to the library. Often teachers are required to attend team meetings or the time has been designated as a planning period. This document demonstrates that learning does not stop when students enter the library and lessons taught in the library are an extension of the lessons taught in the classroom. Library lessons are based on the academic standards for the core content areas of History/ Social Sciences, Science, English, and Mathematics.
