The Geography Report Card NAEP is releasing today has some encouraging news. Since the assessment was first given in 1994, achievement has gone up in both the fourth and eighth grades, and all of the significant gains have been made by the lower-performing groups of students. As a result, the proportion of students reaching the Basic achievement level, set by the Governing Board in these two grades, has increased significantly. The proportion reaching Proficient, which shows "competency over challenging subject matter" in each grade, is unchanged. In 12th grade there has been no significant change either in the average score or in the proportion of students reaching any of the achievement levels. The achievement of every racial and ethnic group has stayed about the same even as there has been a substantial increase in the proportion of students from the two most disadvantaged minorities, Hispanics and blacks. The combined total of blacks and Hispanics in NAEP's 12th grade sample went up from 20 percent in 1994 to 25 percent last year, reflecting the change in the racial and ethnic composition of American high schools. The achievement gaps are still substantial. We are right to worry about them. We must do much more to eliminate them. But in geography there is reason to be encouraged by our efforts.

APPALACHIA AND THE OZARKS
    T he Appalachian Uplands, stretching from New York to Alabama, and the area of the Ozark-Ouachita mountains are separated by some 400 kilometers of land. They are actually two parts of a single physiographic province that have a strong topographic similarity and an unusually close association between topography and human settlement. Early settlers, when they reached the shores of colonial America, heard tales of a vast range of high mountains to the west. As they moved into those mountains, they discovered that their elevation had been exaggerated. Only in a few small areas do the Appalachians or Ozarks approach the dramatic vistas so common in the West. Nevertheless, most who concern themselves with such questions would agree that much of the Appalachian and Ozark topography should be called mountainous. Local relief is greater than 500 meters in many areas, and it is sometimes greater than 1,000 meters. Slopes are often steep. The human geography of Appalachia remains closely intertwined with its topography. Without the mountains, the area would merely be a part of several adjoining areas, such as the Deep South. With them, Appalachia and the Ozarks exist as a distinctive and identifiable American region (

The New River Valley falls within three distinct physiographic provinces: the Blue Ridge Province (Floyd County), the Valley and Ridge Province (Pulaski County, Montgomery County, most of Giles County, and the City of Radford), and the Appalachian Plateau (in a small part of Giles County). The Blue Ridge Province is characterized by irregular topography and is generally classified as moderately sloped (i.e., slopes ranging from 5-20%). The Valley and Ridge Province exhibits parallel-running ridges with accompanying valleys and is considered to be steeply sloped (slopes greater than 20%). The small portion of Giles County lying within the Appalachian Plateau Province is also considered to be steeply sloped. Overall, the land area in the New River Valley is classified as 47.9% moderately sloped, and about 7.5% as level. Figure 1 (page 7) illustrates the topography of the New River Valley.
Geology
Each province has very different geological characteristics. Giles, Pulaski, and Montgomery counties are mainly located in the Valley and Ridge Province which is characterized by sedimentary rocks such as limestone, shale, and sandstone. Historically, limestone has been mined for agriculture use and sandstone for building purposes. Floyd County is located in the Blue Ridge Province which is characterized by metamorphic rocks such as gneiss and schist. Metamorphic rocks are generally harder rocks and have been mined for use in road construction.
