In 1996, the state of Virginia passed a law to certify massage therapists with 500 hours of education as health professionals to be regulated by the nursing board. But some therapists say that despite the legislative stamp of approval and protected title, they are no better off than they were prior to passage of the law. According to Foster, the state health department classifies 77 professions as health care. Yet massage therapy is the only one additionally regulated by local jurisdictions, which determine where, when and how a therapist can practice. In many communities massage therapists must register with the local police department and pay for a background check, and submit fingerprints and a mug shot. In others therapists are required to pass an annual physical examination. Certified massage therapists who are employees of medical or chiropractic offices are exempt from such provisions. Most state massage laws are written to specifically override local ordinances. Massage-law advocates often cite onerous local regulation as an argument for state oversight.

    "Charter Schools" A Ruse For Destroying Public Education?
    Virginia political/religious leaders Jerry Falwell and Pat Robertson have vowed to destroy public education in America. Their tools for doing this are school vouchers and charter schools. While Virginia has approved charter schools, it's proponents are dismayed they have to follow the same standards, including the Virginia SOL, as the public schools. Their intention was never education, but the removal of science and history and substitution of religious myth. They also demand to use uncertified teachers and to be exempted from all civil rights laws including ADA regulations for the handi-capped. (religious institutions are already exempt.) Fortunately, vouchers were overwhelmingly defeated in November in California and Michigan. In fact, Washington County, Virginia has approved charter schools, but has had no takers because the fundamentalists didn't want to operate as schools. Now Tennessee has gotten into the act. But the almost 50% drop-out rate in the state has nothing to do with schools. It's family priorities. Here is the fundamentalist' agenda is in their words in 1995:

No person may hunt deer or bear with a shotgun using ammunition loaded with more than one solid ball, or with a rifle using rimfire ammunition of less than .25 caliber.     • Extension of the Presumptive Period for Compensation for Gulf War Veterans' Undiagnosed Illnesses - The Department of Veterans Affairs ( VA ) published a final rule in the Federal Register on December 27, 2002, to affirm an amendment to VA adjudication regulations regarding compensation for disabilities resulting from undiagnosed illnesses suffered by Persian Gulf War veterans. The amendment extends the period within which such disabilities must become manifest to a compensable degree in order for entitlement for compensation to be established. The amendment ensures that veterans with compensable disabilities due to undiagnosed illnesses that may be related to active service in the Southwest Asia theater of operations during the Persian Gulf War may qualify for benefits.

Box 2120Richmond, Virginia 23218-2120 Dear Mr. Jackson: This is in response to your June 10 request for a one-year exception to the 1.0 percent cap on the number of proficient and advanced scores from alternate assessments based on alternate achievement standards that can be included in adequate yearly progress (AYP) decisions at the State and district levels. We appreciate your staff's willingness to provide additional information to us and to discuss this request further with us. Based on all the information provided by Virginia, we are approving your request to use proficient and advanced scores from alternate assessments based on alternate achievement standards in AYP decisions subject to a cap of 1.13 percent for the 2003-2004 school year.
