VIRGINIA'S TEACHING HOSPITALS SEEK FREEDOM FROM STATE REGULATIONS
Imagine the commonwealth of Virginia with no resource to educate its future doctors, nurses and medical researchers. Imagine the commonwealth with no hospital facility to care for adults and children who cannot afford to pay for medical care. Imagine the health-care marketplace in Virginia without its two teaching hospitals - which employ approximately 9,000 people in Richmond and Charlottesville. We may not have to leave those scenarios to our imaginations if the state's two teaching hospitals - Virginia Commonwealth University's Medical College of Virginia and the University of Virginia Medical Center - stay on their present tracks: tied to state regulations. In the upcoming General Assembly session, Virginia Commonwealth University will ask the legislature to form a separate governmental public authority - or quasi-private entity - for its teaching hospital, a plan that will help the academic medical center survive by giving it flexibility in personnel issues, capital planning and outlay and purchasing matters, making it stronger financially. This is not a request for separation from the state - MCV Hospitals has no interest in that. Under the public-authority model, MCV Hospitals will remain part of the state. The academic medical centers and undergraduate medical education in Virginia are at serious risk. To better understand the need for the VCU's hospital to become an authority, consider these facts:

The Individuals with Disabilities Education Improvement Act (IDEA 2004), 20 U.S.C. 1400 et seq., provides federal funds to assist state and local agencies in educating disabled children. IDEA 2004 conditions the receipt of such funds upon a state's compliance with certain goals and procedures. State legislatures and departments of education have enacted statutes and promulgated regulations respectively to ensure compliance with IDEA 2004 requirements. IDEA 2004 and its implementing regulations require schools to conduct functional behavioral assessments (FBAs) but provide little to no guideance on what an FBA is or how to conduct one. State laws and regulations are filling the gap. To learn about your state's FBA requirements, follow the links below and contact your State Department of Education directly. About School Board Policies
... WPS HOME The Winchester Public Schools operate according to policies established by the Winchester Public School Board. The School Board, which represents the state and local community, develops policies after careful deliberation, and the school administration implements these policies through specific regulations and procedures. The School Board then evaluates the effects of its policies and makes revisions as necessary. Policy development is a dynamic, ongoing process. New problems, issues, and needs give rise to the continuing need to develop new policies or to revise existing ones. In the interests of harmony, efficiency, uniformity of interpretation, coordination of effort, and in fairness to all concerned, the School Board makes this manual available to all who are affected by its policies. Copies are maintained in school libraries, public libraries, principals' offices, the School Board/Superintendent's office, and here on the school system's website. HOW TO FIND A POLICY
There are 12 major classifications, each bearing an alphabetical code. Sub-classification under each heading is based on logical sequence and alphabetical sub-coding. Use the search box below or click on a chapter to locate policies specific to a particular classification.
