ONLINE SERVICES This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions:
  • Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate?
There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

Parental Training
Often, parents are their children’s most effective advocates and case managers. It can be difficult, however, to learn the information and skills needed to fulfill these roles in so many areas of a child’s life, including education, health care, employment, housing, and recreation. The organizations below are resource centers run by parents of children with disabilities for parents of children with disabilities. These organizations offer workshops, conferences, trainings, support groups, information packages, library resources, and staff who can serve as mentors to parents who need guidance and advice from somebody who has experienced the difficult issues they are facing today.
Special Education Parent Resource Centers provide information, training and support for families whose children are receiving or being considered for special education services. Parent Resource Centers are staffed by parents of children with special needs. Alexandria City Parent Resource Center is located at the Jefferson Houston School for Arts and Academics in Alexandria. The Parent Contact is Anne Lipnick.

Parent Preparation and Planning checklist created by: The Learning Disabilities Association of Hawaii. LARC's education program on Indivualized Education Plans (IEP) includes yearly workshops and information disseminated via our website. The LARC staff is available to attend IEP/Special Education meetings. The fee will be $50 per hour starting August 1, 2002. There will be a sliding fee scale available based on income or extenuating circumstances. Please feel free to inquire about these reduced fees. As before, there will be no charge for consults conducted over the phone. In addition to the hourly fee, each person must be a current LARC member. An individual membership costs $15. You can download a membership application at www.loudoun-arc.org.

Belvoir was created to enhance the educational environment for children of parents assigned to Ft. Belvoir. The School Liaison Officer works in partnership with local schools to provide caring adults to enhance the education for experience military youth through parent and community involvement. The office is located in the Markham School Age Services Building 950, Ft. Belvoir. As military parents of school age children are aware, there are unique issues to students transitioning to new schools whether at the beginning of the school year or the middle of the year.
