Identification and Placement The identification of gifted students is a continuous process at each grade level, kindergarten through high school graduation. Today, transition is seen as more than providing service routes in the individual's movement from high school to employmentit is seen as a comprehensive approach to educational program development consisting of an alignment of student goals with educational experiences and services. Since the early 1980s, federal law has underscored the need for comprehensive transition planning and broadened its focus. The 1997 Reauthorization of the Individuals with Disabilities Education Act (IDEA) defines transition services as a coordinated set of activities for a student with a disability that:
  • Is designed within an outcome-oriented process, which promotes movement from school to post-school activities, including post-secondary education, vocational training, integrated employment (including supported employment), continuing and adult education, adult services, independent living, or community participation.
    Is based upon the individual student's needs, taking into account the student's preferences and interests.

Sp.Education Summer Program Overview of the Parent Resource Center (PRC) Parent Resource Centers were established to provide support, training, resources, and information to parents and teachers of children with special needs. They were initiated in 1983 by the Virginia Department of Education in collaboration with the Parent Educational Advocacy Center (PEATC) of Springfield and Richmond, VA. Prince William County’s Parent Resource Center has been in operation since November of 1992 and works to promote a positive relationship between parents and educators of exceptional children. The services of the Prince William County Parent Resource Center include listening, problem solving on school and non-school related issues, providing information and referral and locating resources. The Center also operates a free lending library, sponsors free evening workshops for parents and staff and publishes a seasonal newsletter entitled “Special Focus”. For a list of upcoming events, be sure to click on Events Calendar in the list which appears to the left. Parent Resource Centers are supported by local school districts. The staff work with parents to resolve concerns and problems. They may not serve as advocates for parents in Child Study, IEP, or Eligibility meetings or attend a Central Office Review, State Mediation or Due Process Hearing.
