Education Options, Chapter 10 - SPECIAL NEEDS CHILDREN
A child with special needs can be defined as one who differs developmentally from a normal child as a result either of a physical, mental, or emotional handicap, a developmental delay, or a specific learning disability. Both the Handicapped Child and Supplementary Education allowances are available to assist families with the extraordinary costs of providing special educational or related services to their children with special needs. Parents should understand the medical clearance procedures that determine eligibility for the allowances and know which will play a role in the assignment process. Learning disabilities are the most frequently encountered developmental problem among Foreign Service children. EVALUATION OF DEVELOPMENTAL PROBLEMS Children with developmental problems will receive educational evaluations as part of the medical clearance process. As soon as it is suspected, parents should describe any developmental problem on the child's medical history form so that evaluation and treatment plans can be formulated early in the child's life. Experts in the field of special education stress the value of early intervention. Children with learning disabilities should not be thought of as abnormal; they simply have a different system for processing information. The key for parents and teachers is to discover what the child's processing system is and to help the child compensate with their strengths when fitting in, as far as possible, to the ordinary educational process.

    Goochland County Public Schools provides a variety of special education programs and related services for children with disabilities. The programs are provided for identified special needs children, ages 2-21 inclusive. Special Education consists of instruction designed to meet the learning needs of students who cannot learn through standard methods of instruction and curriculum. Appropriate alternative placements for disabled children whose needs cannot be met locally are also provided. You can make a difference in a child's life. If you know of a child with special needs for education, please contact Ms. Debra W. Beasley ( ), (phone: (804) 556-5625), Director of Student Services and Special Education or any Goochland County Public School principal. Advisory meetings are held at the School Administration Building on 2938-I River Road West at 6:00 PM. All citizens of Goochland County are welcome to attend these meetings. We invite you to join us. Virginia School Deaf/Blind: What to Do?
Today's Washington Post Metro section has a front-page article on the challenge concerning the Virginia School for the Deaf and Blind . Enrollment is declining, there are two campuses, what to do....close one or the other, close both and build a new school? The choice is not an easy one, as you will see from reading the article. And this is a choice that more schools for the deaf may face as enrollments continue to decline due to increased mainstreaming and center programs. But we still need the schools..to meet the special needs of the more severely disabled, and/or those who do not thrive in the mainstream or center programs. Present: Anne Poulson (SOAS) (Chair), Liz Kerr (University of the Arts), Eileen Nazha (Queen Mary), Judith Preece (University of East London), Colin Smith (University of Surrey), Mark Walton (British Library) Apologies: Carole Pickaver (University of Kent), Nikki Trigg (University of Westminster) Anne Poulson was welcomed to her first meeting as chair of the group. Margaret Coutts was unfortunately unable to attend, and we wished her well in her new post at Leeds, with appreciation for her work in setting up the Working Group and chairing it until now. Virginia Malone had resigned, as she had also resigned from the M25 Advocacy Working Group and so could no longer be their representative on this one.
1. Minutes of last meeting and matters arising
The minutes were accepted as an accurate record. Matters arising: Transcription - discussed ideas on how we might carry forward transcription services in the M25 region, using the facilities in place in various institutions. Anne suggested that it might be a suitable student project for a library school student to carry out a pilot study, and she would email London Met, TVU, City University to find out if this were a possibility. She would also ask the Steering Group if they could contribute money towards getting the project off the ground. Action AP Alternative formats - Eileen had produced a note of best practice to be put on the web page.
