A Summary of Chesapeake Water Issues
News Coverage of Chesapeake's Water Quality
For the past several months attention has been focused on allegations with possible health risks associated with Chesapeake's water provided to residents prior to the construction of the Northwest River Water Treatment Plant. These questions stem from allegations raised in lawsuits filed against the City of Chesapeake, and local news media have been reporting on this topic and other water quality issues. It is crucial that the City of Chesapeake communicate to residents its commitment to providing citizens with safe quality drinking water. The following is a brief history of the water treatment plant, information about Chesapeake's commitment to safety and the actions the City is taking to keep citizens informed.
History of Chesapeake's Drinking Water
First and foremost, the City's drinking water is safe. It has been and continues to be in complete compliance with State and Federal THM regulations. Since 1983, the City has worked diligently to solve the THM issues and has invested nearly $80 million to ensure the water is safe and meets State and Federal requirements. The City of Chesapeake's water is safe and Chesapeake has taken an aggressive, proactive role in managing THMs, including the following actions:

YOUR STATE LEGISLATURE The General Assembly of Virginia consists of two chambers. There are 40 members in the Senate and 100 in the House of Delegates. The chief responsibilities of the General Assembly are to approve the state budget, to levy taxes, and to make the laws for the Commonwealth. In addition, the Assembly makes and confirms numerous appointments and handles the impeachment of elected and appointed officers accused of crimes or neglect of duty. The General Assembly meets annually beginning on the second Wednesday in January. According to the Virginia Constitution, session runs for 60 days in even-numbered years and for 30 days in odd-numbered years. Either of the sessions may be extended for not more than 30 additional days. Generally, these sessions run for 60 days in even years and 46 days in odd years. In 1980, the State Constitution was amended to allow the General Assembly to reconvene on the sixth Wednesday after adjournment, for three to 10 days, to consider vetoes and executive amendments by the Governor. Special sessions may be called by the Governor and must be called if two-thirds of each house request it. Standing Committees There are 11 standing (permanent) committees in the Senate and 14 in the House of Delegates, including a Committee on Rules in each chamber. Committee names suggest their function, such as Privileges and Elections, Appropriations, Finance, Education, and Courts of Justice. Of special interest to Alexandrians is Local Government (in the Senate) and Counties, Cities and Towns (in the House), which deal with charter changes and problems of local governments. The decision to send a bill to a particular committee can, in some cases, determine whether that bill will be reported out of committee for consideration by the Assembly or killed.

Introduction Of the 184 respondents who replied to the survey, 154 (73%) said they had visited the U.S. during the previous 12 months.  In addition, of those 154 respondents who came to the U.S., 59 (44%) spent at least one night in the Capital Region USA, producing a conversion rate of 32%.  Of those 59 respondents who came to the Capital Region USA, 24 (41%) stayed at least one night in Virginia, 21 (36%) stayed at least one night in Maryland, and 43 (73%) stayed at least one night in Washington DC. Visitors to the Capital Region in 2001 spent nights in more than one of the three members that make up CRUSA.  For example, of those 59 respondents who visited the CRUSA region, nine (15%) stated that they had stayed at least one night in each of the three CRUSA member states during their most recent visit to the U.S.  Additionally, 20 respondents (34%) indicated that they spent at least one night in at least two of the three CRUSA states.  Eleven (19%) stayed at least one night in Maryland and Washington, DC.  Eleven (19%) stayed in both Virginia and Maryland on their last trip to the U.S. and 16 (27%) stayed in Virginia and Washington, DC.  In total, 534 nights were spent in the Capital Region. The mean length of stay was nine nights, while the median was eight nights.  A majority of the nights (49%) was spent in hotels/motels while the second most popular accommodation was with friends and relatives (42%). The other 9% of nights were spent at either a campground or some other type of accommodation.

Individual City Profiles Executive Summary E-government refers to the delivery of information and services online through the Internet. Many city governmental units have placed a wide range of materials on the web from publications to databases. In this report, we study the features that are available online at city government websites in the United States. Using a detailed analysis of 1,506 government websites in the 70 largest metropolitan areas, we measure the information and services that are online, chart the variations that exist across cities, and discuss how urban e-government can be improved. In general, we found that cities have made some strides toward placing information and services online. However, there is considerable variation across cities in how much material is on city government websites. Not all cities have made the same progress and a large number of cities need to address problems in the areas of privacy, security, and special needs populations such as the handicapped. We close our report by making several practical suggestions for improving the delivery of government information and services over the Internet. Among the more important findings of the research are:

Virginia Thoracic Society Landmark Study Shows Secondhand Smoke Significantly Increases Risk of Heart Disease New Study Underscores the Need for Smoke-Free Workplace Law in Virginia [Richmond, VA] – A landmark study published in The British Medical Journal finds that exposure to secondhand smoke is more dangerous than previously thought and increases the risk of heart disease among non-smokers by as much as 60 percent. This study provides the most compelling evidence yet that secondhand smoke causes heart disease, showing a direct physical link between secondhand smoke exposure and an increased risk of heart disease. This study underscores the need for Virginia to enact a comprehensive clean indoor air law that requires all workplaces and public places to be smoke-free. The evidence is irrefutable that secondhand smoke isn’t just annoying; it is a scientifically proven cause of serious health problems, including heart disease, lung cancer and chronic lung ailments such as bronchitis and asthma. As the evidence grows of the health harms from secondhand smoke, it is absolutely unacceptable for anyone to be exposed to these hazards in the workplace. Elected officials must act to protect everyone’s right to breathe clean air. The new study, conducted over 20 years by researchers at St. George’s Hospital Medical School in London, is particularly important because it measured exposure to secondhand smoke from all sources – including in bars, restaurants, and other workplaces, as well as in the home – based on blood levels of a nicotine byproduct called cotinine. They found that high blood cotinine levels were associated with a 50 to 60 percent higher risk of coronary heart disease. Previous studies had estimated increased risk at 25 to 30 percent. The new study is one of the few that has sought to account for all sources of exposure to secondhand smoke, not just home exposure.

Arterial Highway System in Virginia The highways chosen to be Arterial highways were major intra-state highways that were already carrying considerable volumes of cars and large trucks. The Arterial highways interconnect with the Interstate highway system, and the Arterials provide modern 4-lane highway service to many towns and cities in the state that are not directly served by the Interstate system, connecting them to each other, and to the towns and cities on the Interstate system. Some of the Virginia Arterial highways continue as de-facto arterial 4-lane highways in adjoining states, providing similar service to towns and cities in those states. A New Study, A New Network Following (in blue text) is a direct excerpt from A History of Roads in Virginia, "the most convenient wayes" , a 35-page booklet published by the Virginia Department of Transportation (VDOT), Office of Public Affairs, in cooperation with the Virginia Transportation Research Council (VTRC), 1989. In 1962, the General Assembly established a new study commission to examine and evaluate highway needs, revenue, fund distribution procedures and the organization of the Department of Highways. It consisted of one member from each of the eight construction districts and two citizens at large. The study commission members were appointed by Gov. Albertis S.
