Virginia – A State Unit Study This mini unit on VIRGINIA uses the cross curricular approach to education. There are several activities from different academics subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study VIRGINIA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child’s needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about VIRGINIA and enjoyable for all who are participating. Virginia’s State Flag A deep blue field contains the seal of Virginia with the Latin motto " Sic Semper Tyrannis" - "Thus Always to Tyrants". Adopted in 1776. The two figures are acting out the meaning of the motto. Both are dressed as warriors. The woman, Virtue, represents Virginia. The man holding a scourge and chain shows that he is a tyrant. His fallen crown is nearby. Create a State “Infodesk”: Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect.

Welcome to the Auditor of Public Accounts Comparative Reports online! The Comparative Report of Local Government Revenues and Expenditures presents data submitted by local governments. All Virginia counties, cities, towns with a population of 3,500 or more, and towns operating a separate school division are required to submit comparative data to the Auditor of Public Accounts annually. The data presented represents the local government operations for the general government and enterprise activities. The Comparative Reports are available for viewing and downloading. The reports are organized into individual exhibits as listed in the Table of Contents included in the report file. A full description of the exhibits and definitions of key terms is included in the separate notes file and should be read in conjunction with the report data. The on-line version of the report includes amendments, where applicable, for localities that submitted their transmittal data after the deadline for inclusion in the original printed report. Due to the extensive detail included in the report, a modified version is now available. The new version allows users to easily print and manipulate the data. The modified exhibits include the basic revenue and expenditure amounts; however, the additional analysis data such as “per capita” and “percent of revenue” along with the unused rows and columns are removed.

Webmaster A working plan for Virginia tax reform Virginia legislators went through a painful budget process during the 2002 General Assembly. Huge budget deficits could amount to $3.8 billion by 2004 according to the governor’s final projections. Virginia is broke, and it is time for the state to correct the serious problems in our tax code that have landed us in this mess. The following changes should be part of any plan suggested by the current Tax Commission and enacted by the General Assembly.
Bring justice to the state income tax
Tax rates and brackets The two lowest brackets of the current income tax have not been adjusted since 1926. The first $3,000 of a person’s income is taxed at the rate of 2 percent. The next $3,000 to $5,000 is taxed at 3 percent. Between $5,000 and $17,000 is taxed at 5 percent, and anything over $17,000 is taxed at 5.75 percent. That is the lowest top-bracket rate of any neighboring state that has a personal income tax. These collapsed rates give Virginia an income tax structure which is essentially a flat tax. All but the poorest families make over $17,000 per year, so most of us are taxed at the same rate, whether we make $20,000 per year or $200,000. The brackets and rates should be adjusted to distribute the tax burden more fairly.

Virginia During the 2001 session the Virginia General Assembly continued its old practice of considering land use and planning-related legislation on a piecemeal basis. However, because of disagreements between development interests and local governments in the state, no controversial bills were approved. What did come out of the assembly was creation of a joint study group, the Commission on Growth and Economic Development. The commission was charged with studying current revenue resources to meet existing and future infrastructure needs; revitalization of inner-city areas and older suburbs; development of abandoned, unused or contaminated industrial sites, commonly known as brownfields; and ways to preserve both open space and individual property rights as well as to fund land preservation goals. The Virginia Chapter of APA and the Virginia Society of the American Institute of Architects issued recommendations to the commission suggesting that it take a broad perspective and address the condition of land use and planning legislation in the Commonwealth. Given the state is facing severe budget constraints, it was understood that no new planning-related initiatives would be introduced during the 2002 legislative session. However, the commission did recommend that its term be extended this year so its work could continue.

About the Bristol Area
Looking at the above map of the Virginia 9th District I'm concerned with only the counties of Washington, Scott, Smyth, Russell, Buchanan, Dickenson, and Wise Counties Virginia. I'll also include Bristol, VA/TN, Sullivan County with Kingsport, Johnson County with Johnson City, TN. Bristol, Kingsport, and Johnson City are referred to locally as "Tri-Cities. (Not shown) The VA/TN state line divides Bristol and I'll use Bristol as a focal point. Economy for the region isn't just coal. Only in of Dickenson, Wise, Buchanan, Tazewell, and Russell are mainly the coal industry. Scott, Lee contain some coal but are mainly farming, none in Washington, Smyth which have manufacturing, farming, and Tri-Cities in general is 30% manufacturing, services, and some farming. So it's a varied economy around Bristol that includes mining, farming, manufacturing, and timber. All are low-tech declining industries that require little education. This problem haunts us today. We have plenty of four-lane roads in most places. US 23 runs from NC through Johnson City, Kingsport, Scott and Wise Counties, Virginia to KY. I-81 runs from near Knoxville to Kingsport, Bristol, Washington, Smyth, Wythe Counties, etc. Also throw US 19, 58, etc in Virginia. And every major town/county in the area (except Dickenson and Buchanan) have four lane roads. This has failed to make a dent in the economic collapse in the area. There has been almost no development in this whole region that isn't generated by government spending or subsidized at taxpayer expense. The real poverty/unemployment rates are as high as 50% while those without a high school diploma run almost 50% in places.
