The Center for Digital Education and National School Boards Association are pleased to announce the winners of their 2004 Digital School Boards Survey. The study examined how school boards and their districts are applying information technology to better engage their local communities and constituents, and improve the delivery of services and quality of education to public schools.
The survey grouped school boards into three categories based on student population: More than 15,000 students; 2,501 to 15,000 students; and 2,500 or fewer students. Survey questions and criteria focused on school boards’ online presence, technology applications that allow the public to interact with school board members, access to information such as school board calendars, policies and agendas, and technology advancements in the school board chambers.

Mr. Justice JACKSON delivered the opinion of the Court. Following the decision by this Court on June 3, 1940, in Minersville School District v. Gobitis, 310 U.S. 586, 60 S.Ct. 1010, 127 A.L.R. 1493, the West Virginia legislature amended its statutes to require all schools therein to conduct courses of instruction in history, civics, and in the Constitutions of the United States and of the State 'for the purpose of teaching, fostering and perpetuating the ideals, principles and spirit of Americanism, and increasing the knowledge of the organization and machinery of the government.' Appellant Board of Education was directed, with advice of the State Superintendent of Schools, to 'prescribe the courses of study covering these subjects' for public schools. The Act made it the duty of private, parochial and denominational schools to prescribe courses of study 'similar to those required for the public schools.' Failure to conform is 'insubordination' dealt with by expulsion. Readmission is denied by statute until compliance. Meanwhile the expelled child is 'unlawfully absent'5 and may be proceeded against as a delinquent. 6 His parents or guardians are liable to prosecution, and if convicted are subject to fine not exceeding $50 and jail term not exceeding thirty days.

Davis v. County School Board of Prince Edward County
Five cases from Delaware, Kansas, Washington, D.C., South Carolina and Virginia were appealed to the United States Supreme Court when none of the cases was successful in the lower courts. The Supreme Court combined these cases into a single case which eventually became Brown v. Board of Education . The following summarizes the Virginia case.
Overview
One hundred and seventeen African-American high school students chose to strike rather than attend all-black Moton High, which was in need of physical repair. The students initially wanted a new building with indoor plumbing to replace the old school. Strike leader, Barbara Johns, enlisted the assistance of NAACP attorneys. As a result a suit was filed in 1951 on behalf of the students. The U.S. District Court ordered equal facilities be provided for the black students but "denied the plaintiffs admission to the white schools during the equalization program." Attorneys for the NAACP filed an appeal with the U.S. Supreme Court.
Discussion
In the Commonwealth of Virginia, the only way an African American could receive a high school diploma in the early twentieth century was by attending a private academy. Private high schools were operated by Catholics, Methodists, Episcopalians, and Presbyterians in Virginia. The public schools for blacks were elementary schools (grades 1-8) operated by county school boards. The fact that school boards were county affiliated rather than city or town affiliated might have something to do with the relatively rural population of most school districts.
