Associate Professor, Pediatric Dentistry Description Seminars are held in pediatric dentistry, orthodontic diagnosis and treatment, treatment planning, growth and development, cephalometric analysis, pediatric dentistry literature review and behavior guidance. Formal courses in biostatistics, principles of pediatrics, pediatric advanced life support, head and neck anatomy, neurodevelopmental disabilities, leadership seminars, basic sciences and clinical core courses are required. The students participate in undergraduate clinical teaching and supervision. One month rotations occur in general anesthesia, and two week rotations occur in the pediatric emergency room, pediatric medicine and oral pathology. During the year, rotations in cleft palate and craniofacial anomalies occur. Students completing the program earn a specialty Certificate in Pediatric Dentistry and a Master of Science degree. Students must complete the requirements for the master's degree prior to being awarded the specialty certificate.

In the early childhood field, the word transition is used in many different ways. Traditionally, transition has been used to describe the period of time that falls between two different types of activities. Transition may also be used to describe the time period in which children move from home to school, from school to after-school activities, from one activity to another within a preschool, or from preschool to kindergarten. In each case, early childhood professionals have been concerned with easing the transition between two different types of activities or environments.
Continuity: a Concept Revisited
With more and more children participating in early childhood programs before they enter school, there is an increasing focus on the transition that occurs when children move from preschool to kindergarten. Many children have problems adjusting to elementary school programs that have a different philosophy, teaching style, and structure than those programs in which they participated during their earlier years. Transition efforts were designed to help ease the entry into school by preparing both children and families for the differences children will encounter.

Des Moines , Iowa —For the first time in the nation’s history, states reached a common definition for their high school graduation rate, it was announced today. Thirty-nine governors and 11 national organizations signed onto Graduation Counts: A Compact on State High School Graduation Data at a ceremony during the National Governors Association (NGA) Annual Meeting here this morning. The compact stems from the newly released Graduation Counts: A Report of the NGA Task Force on State High School Graduation Data . [LINK TO GradCounts]The report outlines five task force recommendations states should use to develop a high-quality, comparable high school graduation measure, as well as complementary indicators of student progress and outcomes and data systems capable of collecting, analyzing and reporting the data. NEW PRIVATE SCHOOL LICENSING PROVISIONS ACCEPTED BY WYOMING STATE BOARD. Detailed rules for licensing private schools, including universities that offer distance learning, were approved earlier this week by the Wyoming State Board of Education. The rule change came after discussions last fall about alleged violations, including schools not maintaining space in the state and insufficient translation and evaluation of foreign student credentials. Although agreeing in general with the changes, Trent Blankenship, superintendent of public instruction, believes the state should require accreditation from a third party and expects legislation to accomplish this will be introduced next year. The new rules also outline specific steps to pull a license from a school. Source:

EDUCATION LAW UPDATE
Winter 2001 Citizens' Complaints and the Responsibilities of Boards of Education in West Virginia Citizens' Complaints In order to provide a means for non-employees of a school system to voice concern and seek change in the education system, the West Virginia Department of Education adopted State Board Policy 7211: Appeals Procedure for Citizens. Policy 7211 (available, along with the appeal forms, at http://wvde.state.wv.us/policies/p7211.html), pursuant to W.Va. Code §18-2-5, establishes a four level appeals process for citizens that is unrelated to the State Employees Grievance Board. The citizens' appeals procedures are not deemed to be a precondition for seeking relief in another forum. A citizen's appeal is a claim of a violation of state law or State Board policy, rule, or regulation. The written appeal must identify the specific statute, policy, rule, or regulation allegedly violated and must provide as much information as possible about the alleged violation. According to Policy 7211, an appeal shall not be made in "any situation where the county board of education is without authority to act or where the method of appeal is specifically established by law, such as appeals regarding the placement of exceptional children and discipline." Appeals concerning personal complaints against school employees are also not covered under Policy 7211.

Registration/Licensing/Accreditation: Curriculum Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Curriculum Special Education: Health: Safety: Transportation: Home Schooling: The person or persons providing the instruction shall annually obtain an academic assessment of the child for the previous school year. This can be satisfied by an approved standardized test; a written narrative indicating that a portfolio of samples of the child's work has been reviewed by a certified teacher or other person mutually agreed upon by the parent and the superintendent, and that the child's academic progress is in accordance with the child's abilities; or evidence of an alternative assessment of the child's proficiency mutually agreed upon by the parent and the superintendent. Registration/Licensing/Accreditation: The Board of Education does not accredit private schools. The Virginia Council for Private Education (VCPE), a private umbrella organization of associations whose membership is comprised of private schools, accredits private schools. The Board recognizes accreditation by VCPE member organizations. et seq Recordkeeping/Reports: Length of School Year/Day: Discrimination: Special Education: et seq Schimmel ex rel. Schimmel v. Spillane , 819 F.2d 477 (4th Cir. 1987). Health: Safety: Transportation: Home Schooling: Local school boards may permit part-time attendance of home schooled and private school students. Students may be allowed to enroll in classes in English, mathematics, science, history/social science, foreign language, vocational education, and fine arts. Participation in certain interscholastic activities such as varsity sports is governed by policies of the Virginia High School League. Other extracurricular activities are governed by policies of the local school board. It is not required that children being taught at home be allowed to participate in extra-curricular or special programs offered by the school division. In the absence of program guidelines for the specific request, local school board policy prevails.

Charleston, W.Va. - The West Virginia Board of Education today elected Dr. Lowell Johnson as its new leader for the 2005-2006 term. The Board also elected Delores Cook as its vice-president and Priscilla Haden as its secretary.
“As Board president, my first priority is academic achievement and student success,” said Johnson. “I look forward to working with the Governor, the Legislature and various education constituent groups as well as individual citizens to promote quality education in West Virginia.”
Dr. Johnson has an extensive history with education in our state. He earned his bachelor's degree in education from Concord College, a master's degree in guidance and counseling from West Virginia University (WVU), as well as a doctoral degree in reading and psychology from WVU.
Dr. Johnson began his teaching career in Greenbrier County. He then joined the teacher preparation faculty at Fairmont State College in 1970. In 1981, Dr. Johnson became president of the West Virginia Education Association where he remained until 1985. In 1985, he joined the faculty at Bluefield State College and served as the chair of the Division of Education. In 1987, Dr. Johnson began working for Congressman Bob Wise as chief of staff until 2000. He most recently served as the assistant secretary for ports for the West Virginia Department of Transportation.
Dr. Johnson has also dedicated a great deal of time to the National Education Association serving on the Board of Directors. He currently serves on the Board of Directors for the West Virginia State Fair and is a member of the National Association of State Boards of Education Government Relations Committee.

    Model School Crisis Management Plan
    Virginia's schools are responsible for the safety of more than one million students. While safety is always a priority, this responsibility takes on added urgency during times when the commonwealth and nation are threatened by terrorism. The Virginia Department of Education offers the Model School Crisis Management Plan for use by local educators and law enforcement officers in developing or refining school division-level and building-level crisis plans. The Model School Crisis Management Plan includes model policies, procedures, and forms that can be adopted or modified to meet local needs and accommodate existing resources.     BOARD PRESIDENT ANNOUNCES MEMBERS OF VIRGINIA STANDARDS OF LEARNING TEST ADVISORY COMMITTEE
    Richmond, July 8, 1999.
    Kirk T. Schroder, President of the Virginia Board of Education, announced today the appointment of the members of the Virginia Standards of Learning (SOL) Assessment Program Advisory Committee, created by the Virginia Board of Education in April of this year. The committee will be co-chaired by Jennifer Curtis Byler, member of the Virginia Board of Education, and Dr. Mark Edwards, Superintendent of Henrico County Public Schools. While many appointees are from organizations representing parent, education, business, and political interests, several members are parents who wrote to Schroder seeking appointment to the committee. Schroder interviewed prospective citizen members who wrote to him expressing an interest in serving on the committee. The advisory committee is a standing committee of the Board. Its purpose is to provide advice to the Board on issues concerning the implementation of the SOL test program. The Board decided to create an ongoing SOL test advisory committee at its October 30, 1998 meeting, prior to making decisions on the passing scores for the tests. At that time, Board members authorized Schroder to make the initial appointment of members. All subsequent appointments will be made by the full Board. Committee members serve a three-year term to be staggered to ensure equal and proper rotation of membership.
