Arlington Schools Considers Admissions Policies For Alternative Schools
Arlington Public Schools' staff presented their recommendations on admissions policies for alternative schools to the Arlington School Board during last night's School Board meeting. Throughout the past eight months, the issue of developing an admissions policy for Arlington Traditional School, Drew Model School and the H-B Woodlawn Secondary Program has been discussed and studied with community members, PTAs, the County Council of PTAs, other parent groups, interested citizens and staff. Criteria were developed and used in discussing various options. With legalities being an overriding condition, the criteria included diversity, practicality, impact on neighborhood schools and accessibility. On December 19, the School Board adopted a list of policy development evaluation criteria and accepted possible policy options soley for the purpose of community discussion. Public forums were held March 26 and April 4 to discuss the suggestions with interested members of the community.

Alternative Education Programs for Expelled Students
A defining feature of life in America's schools today is the increasing incidence of violence. Nearly 3 million crimes take place in or near schools annuallyone every 6 seconds of the school day. These increases are occurring nationwide. Eighty-two percent of school districts surveyed by the National School Boards Association (NSBA) reported increasing violence within their schools during the past 5 years. Increasingly, incidents of violence reported in schools involve deadly weapons. More than 60 percent of school districts have reported weapon violations among their students. One prominent legislative and policy measure to ensure a safe school environment has been to require removal of disruptive and dangerous students. Typically this is accomplished through expulsions and long-term suspensions. For example, the Federal Gun-Free Schools Act of 1994 requires a minimum 1-year expulsion for any student found to have carried a firearm on school grounds (See Preventing Juvenile Gun Violence in Schools.

Eight Out of Ten Schools Now Fully Accredited
More Elementary Schools Achieve Full Accreditation While Meeting Higher Standards for Reading
  • The provisional accreditation categories for ratings earned during 1999-2000 through 2002-2003 no longer exist. Schools are now either fully accredited or accredited with warning, except in the cases of alternative schools with approved or pending alternative accreditation plans.
The accreditation ratings for Virginia's public schools announced today are based on the achievement of students on SOL assessments and approved substitute tests administered during the summer and fall of 2003 and the spring of 2004 in English, mathematics, history/social science, and science or on overall achievement during the three most recent years. The results of tests administered in each subject area are combined to produce overall passing percentages in English, mathematics, history, and science, with the exceptions noted above for achievement in grade 3 history and science. Accreditation ratings also may reflect adjustments made for schools that successfully remediate students who initially fail reading, or mathematics tests. Adjustments also may be made for students with limited English proficiency and for students who have recently transferred into a Virginia public school.

Proposals for alternative instructional programs and alternative schools shall be developed by the superintendent or his/her designee and will be submitted to the Board for review and endorsement prior to implementation. Proposals shall include:
1. A statement of justification for the alternative program or school explaining how it will meet the special needs or expectations of the target population and the community;
2. A plan which delineates the proposed organizational structure as it relates to staffing and the scope and structure of the total instructional program;
3. A statement of financial impact identifying all costs, including administration, staffing, equipping, supplying, transportation, support services, and maintaining the program;
4. A statement of related impact explaining how the proposed program will affect and interrelate with other programs and populations served in existing programs and facilities;
5. A statement of authentication verifying that all aspects of the program are in compliance with appropriate federal, state, and local laws and regulations, and there is compliance with all applicable accreditation requirements;
6. If the proposal presents a potential conflict with existing regulations of the State Department of Education, special evidence of authorization from the State Department of Education must accompany the proposal;

ALTERNATIVE EDUCATION Crossroads Alternative Program is an alternative education program designed for selected students in grades 6 – 12. Students are referred to the Crossroads Placement Committee by the administration of either Virginia Middle School or Virginia High School for placement consideration in the program. Students who are experiencing school difficulty due to multiple suspensions, numerous behavior referrals for disruptive and/or defiant behavior, major policy violations, significant truancy concerns, and/or credit deficiencies that have led to lack of progress toward graduation may be referred. Students may also be placed in the program by the Superintendent or Board of Education for Bristol Virginia Public Schools for policy violations or for a legal petition filed in accordance with Section 16.1-260 of the Code of Virginia. Crossroads Alternative Program is currently staffed with two teachers and one aide. The program is located at Virginia High School in the vocational building. The program is currently divided into two sessions – a morning session designed primarily for students in grades 7 – 9 and an afternoon session working with students in grades 10 – 12. Program instruction is based on the needs of the student. Instruction is primarily focused in the four core content areas of science, social studies, math, and English. Many students are working toward returning to traditional classes at either Virginia Middle School or Virginia High School. Other students are working toward high school completion through GED.

  • Must be enrolled in a Norfolk Public School Completion of a Pre-natal Care Verification Package Parent/student orientation to Coronado Verification of pregnancy

Students participating in the program will:
  • Take courses necessary to meet graduation requirements Small classes - all female Focus on SOL mastery, attitude maturity, parenting skills and career planning Health issues are discussed - individual case management under the care of Public Health nurse
Program Design:
Classes are a continuation of middle and high school courses designed to prepare students for mastery of course objectives and readiness for SOL testing. Students participating in the program may remain until the completion of the semester following delivery. Family and consumer services will provide prenatal, postnatal, labor, childbirth and child development instruction. A Public Health nurse will be available to provide case management and healthy pregnancy counseling. Transportation is provided.
Outcomes:
Students participating in the program will demonstrate improved attendance and academic achievement in order to return to their home-school without a loss of credit.

The Alternative Education Program serves adolescent and young adult students attending Charlottesville City Schools who are unable to complete their middle or high school education in the traditional setting because of their conduct.
Mission
The mission of the Charlottesville City Schools Alternative Education Program is to provide an environment that enables each student to maximize learning opportunities, to achieve success and increase skills through a non-traditional academic, career and life skills program.
Goals
The Alternative Program allows students to learn in a safe, calm environment and provides a structured learning environment with clearly defined limits. Our purpose is to provide a short term educational program for students who, because of their behavior and lack of success, need to be temporarily removed from their regular schools. When the student improves behavior and shows academic growth, he or she is allowed to return to the regular school environment.
Children Served
Children served by the Alternative Education Program include those students who have experienced:
  • Documented history of disruptive behavior;
