Beliefs have been handed down from generation to generation, and if it were not for the occasional souvenir shop or modern yacht sailing by, one would certainly be able to picture the islands as they were a century ago. BVI culture has flourished in its food, music, crafts and more. Much of the islands' enchantment and imagination is evident in its folklore. Both written and oral stories stem from folk beliefs, with a strong presence of the spirit world. Jumbies - awesome spirits who are generally more wicked than good but are nonetheless celebrated - are main characters in stories, festivals and other art forms. Virgin Islands
The American Folklife Center was created by Congress in 1976 through Public Law 94-201 and charged to "preserve and present American folklife." Part of the Library of Congress, the Center incorporates the Library's Archive of Folk Culture, founded in 1928. The Center carries out its mandate through its collections, programs, and services, which have touched all fifty states.
Collections
Among its diverse holdings of traditional music and folklore, the American Folklife Center's collections include children's songs, chants, and games from the American Virgin Islands recorded by Karen Ellis-Bell on St. Croix in 1978, and Dutch Creole folktales paraphrased into English Creole and re-translated into Dutch Creole. The American Virgin Islands participated in the Library's bicentennial Local Legacies project, which includes documentation of local traditions and celebrations for the American Folklife Center's Archive of Folk Culture. OVERALL STRATEGY
The purpose of the National Integrated Development Strategy (NIDS) is to improve the standards of living and the living conditions of British Virgin Islanders by building an economy for the 21st century (I), ensuring an ecologically sustainable environment (II), ensuring strong social integration and supportive social services (III), maintaining a good government for the people (IV) and building communities around people’s needs (V). These are our 5 major development themes which will guide our strategic objectives and major strategy measures.
To build an economy for the 21st century, we must reduce overall vulnerability (goal A) by building a strong and diversified economy (strategy 1). The public sector must provide leadership in the economy (strategy 4), policies must encourage BVIslanders to adapt to new opportunities (strategy 5), our energies must also focus on helping BVIslanders to deal with disasters and emergencies (strategy 14). A huge effort must be placed into improving the appearance of the British Virgin Islands (strategy 20) and we work tirelessly to build consumer and investors confidence and encourage them to buy locally (strategy 30).
A 21st century economy must be supported by an information age infrastructure in addition to the traditional physical infrastructure. To survive in the 21st century, the British Virgin Islands must continue to improve the physical infrastructure (goal E) through strategies designed to build an appropriate infrastructure (strategy 2) and link housing and shelter with the economy (strategy 19).

Those who see Caribbean art as something more complex than the traditional and naive approach observe in its artworks the three sources that have strong influence in it: the pre-Colombian Indian, African and European heritage, the latter in consequence of colonization and foreign prevailing cultures. Besides all these aspects, the traces of Eastern minority groups can be found although presenting differences according to the islands where the artwork was originated. We also find in the recent output strong influences from the United States. It is a fact accepted by all that the African origin is a common denominator in Caribbean art, where traces of slavery and African culture can be found. Besides the political aspect of European influence, this pole is also extremely important in modern fine arts as a model to be followed, although exerting its influence with a delay of about 50 years...
However, there has been a renewed focus on native approaches - especially Arawak and Taino - with emphasis on the intellectual level. We are referring to a past which has disappeared; it was nearly completely destroyed in the first 50 years of colonization. An extensive research of their artistic traces is being carried out so as to integrate them in the art being currently produced. This movement has at its basis an ideological process, the search for the retrieval of a persecuted and extinct culture. Besides, these people had attained a significant level in visuality, which is maintained to a certain extent in objects and hieroglyphs, in stones whose essential forms are in complete harmony with Western contemporaneity. This is why we can find in the Caribbean Islands an increasing concern to extend the anonymous Taino patterns and geometry to modern art, which exhibit the artist's personality and his signature.

EDITORIAL Cultural Heritage Our annual Festival celebrations are in full swing and during the next few days we will witness or take part in a series of activities including, the Miss BVI pageant, the August Monday grand parade, and horse races. Indeed this is a time to be merry and enjoy our most important holiday. It is also a time to look back and remember those BVI pioneers who have contributed in so many ways to make our celebrations more significant. The coordinator of the 1953 Coronation celebrations in the BVI was Dr. Norwell E. Harrigan who in 1993 became one the first two black natives honoured on stamps. The 1953 festivities formed the basis for the modern BVI Festival which continues the tradition started in 1834 with the Emancipation Proclamation celebrations. On August 1st, 1834 some 5,133 slaves were freed in the British Virgin Islands. In 1954 the BVI Festival saw the added attraction of horse races at Sea Cows Bay, and in 1957 the villages of East End-Long Look began organising their own celebrations on August Wednesday. All too often we look at Festival as a fun-time and nothing more. Our cultural heritage, however, should have greater prominence and we hope that this crucial aspect will receive more attention this year and in the years to come.

They are divided politically into the British Virgin Islands to the northeast and the Virgin Islands of the United States to the southwest. The islands were first sighted and named by Christopher Columbus in 1493. var tcdacmd="cc=edu;dt"; Encyclopedia Virgin Islands, group of about 100 small islands, West Indies, E of Puerto Rico. The islands are divided politically between the United States and Great Britain. Although constituting the westernmost part of the Lesser Antilles, the Virgin Islands form a geological unit with Puerto Rico and the Greater Antilles; they are of volcanic origin overlaid with limestone. The islands are subject to sometimes severe hurricanes between August and October and suffer from light earthquakes. The water supply is almost completely dependent on rainfall and is preserved in cisterns; some water also comes from desalinization plants. The tropical climate, with its cooling northeast trade winds, and the picturesque quality of the islands, enhanced by their Old World architecture, have encouraged a large tourist trade, but the population, predominantly of African descent, remains poor. The islands were first visited by Europeans when Columbus landed on St. Croix in 1493.
