Why Do We Know So Little About Domestic Abuse And Violence Against Men There are many reasons why we don't know more about domestic abuse and violence against men. First of all, the incidence of domestic violence reported men appears to be so low that it is hard to get reliable estimates. In addition, it has taken years of advocacy and support to encourage women to report domestic violence. Virtually nothing has been done to encourage men to report abuse. The idea that men could be victims of domestic abuse and violence is so unthinkable that many men will not even attempt to report the situation. The Problem With Assumptions About Domestic Abuse And Violence It is a widely held assumption that women are always the victims and men are always the perpetrators. Between 50 and 60% of all domestic abuse and violence is against women. There are many reasons why people assume men are never victims and why women often ignore the possibility. For one thing, domestic abuse and violence has been minimized, justified and ignored for a very long time. Women are now more organized, supportive and outspoken about the epidemic of domestic abuse and violence against women. Very little attention has been paid to the issue of domestic abuse and violence against men - especially because violence against women has been so obvious and was ignored for so long.

Domestic violence currently claims the lives of around two women a week, and affects millions more people. The Government is determined to prevent domestic violence happening or recurring, to protect and support its victims, and to bring offenders to justice. The Government defines domestic violence as "Any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults who are or have been intimate partners or family members, regardless of gender or sexuality." This includes issues of concern to black and minority ethnic (BME) communities such as so called 'honour killings'. (An adult is defined as any person aged 18 years or over. Family members are defined as mother, father, son, daughter, brother, sister, and grandparents, whether directly related, in laws or stepfamily).

Sometimes the only messages boys get are the wrong ones. Many young men need advice and direction on how to behave towards women and they want to talk to you about it. Share your experiences and let them know what you've learned. Here's how: Teach Early. Bring It Up. A kid will rarely approach you and ask for guidance on how to treat women. But that doesn't mean he doesn't need or want it. Try watching TV with him or listening to his music. If you see or hear things that depict violence against women, tell him what you think about it. And your job isn't done once you get the first talk out of the way. Help him work through problems in relationships as they arise. Let him know he can come back and talk to you again anytime. Listen. Hear what he has to say. Listen to how he and his friends talk about girls. Ask him if he's ever seen abusive behavior in his friends. Is he worried about any of his friends who are being hurt in their relationships? Are any of his friends hurting anyone else? Tell Him How.

I just discovered that October is Domestic Violence Month, so I want to take this opportunity to mention a problem that isn't very widely recognized: in 40%-50% of domestic violence cases, men are the victims of violence committed by women. A great deal of attention is given (justifiably) to violence that men perpetrate against women, but the fact of the matter is that men are almost as likely to to be victims of domestic violence as women are. I have some sources here to back up this claim, and they have interesting statistics (that mostly agree with each other). The most comprehensive data appears to come from a study performed by , which concludes that some degree of violence occurs at a rate of 113 man-against-woman incidents per 1000 couples per year, and 121 woman-against-man incidents per 1000 couples per year. As well, men and women are both about equally likely to strike the first blow. Overall, men and women were victims of violence at about the same rates, but the violence against men was 50% more likely to be "severe" a level that includes being attacked with an object (as opposed to fists), being "beat up", being threatened with a gun or knife, and being attacked with a gun or knife.

Governments were also remiss in preventing and condemning other forms of violence against women, such as violence in conflict and post-conflict situations and violence in state custody. Internal civil strife often provided the context in which women were targeted for sexual assault, as well as one of the reasons they fled their homelands for refugees camps, where they again were targets of sexual violence. In 1998 Human Rights Watch investigated private actor violence against women in India and Indonesia; wartime violence and post-conflict abuse in Algeria, Bosnia, Sierra Leone, and Tanzania; and custodial abuse in the United States. The pattern of bias against domestic violence victims extended to the judiciary in the countries we researched. Women victims of domestic violence who were able to persuade the police to accept their cases for investigation were later hampered by judicial systems that valued family unity over the safety of women victims of domestic violence. For example, in Peru judges often referred married domestic violence victims and their batterers to counseling before charges could be laid against the accused, with the alleged batterer remaining in the home. In Indonesia, frustration about the economic crisis and political authoritarianism devolved into widespread civil unrest that ultimately removed President Soeharto from power. Just as much of the violence and looting were directed at the ethnic Chinese population, so were ethnic Chinese women reportedly singled out for rape and sexual assault.

The marked reduction in domestic violence in the last decade and the fact that different societies and cultures have widely disparate rates of intimate partner abuse - give the lie to the assumption that abusive conduct is the inevitable outcome of mental illness. Though the offenders' mental problems do play their part - it would seem that cultural, social, and even historical factors are the determinants of spousal abuse and domestic violence. The United States The National Crime Victimization Survey (NCVS) reported 691,710 nonfatal violent victimizations committed by current or former spouses, boyfriends, or girlfriends of the victims during 2001. About 588,490, or 85% of intimate partner violence incidents, involved women. One of every five crimes against women was of this nature - compared to only 3% of crimes committed against men.
Intimate partner violence against women declined by half between 1993 (1.1 million nonfatal cases) and 2001 (588,490) - from 9.8 to 5 per thousand women. Intimate partner violence against men also declined from 162,870 (1993) to 103,220 (2001) - from 1.6 to 0.9 per 1000 males. Overall, the incidence of such crimes dropped from 5.8 to 3.0 per thousand.

Men Step Up in Chelsea
On February 27, 2003 the first "Men Step Up" event was co-sponsored by HarborCOV, The Chelsea Domestic Violence Task Force, The Care Community Network, Centro Latino and ‘The Crew'. A community gathering for discussion and action planning, the event was a richly multicultural and bilingual (Spanish, English) gathering of 45 folks, with men and women equally represented. The meeting was highly participatory and action steps were developed as men 'stepped up' and were joined in their goals.
Developing Strategies
A men's group was formed in which participants will work through exploring their own experiences of violence and strategies for working 'from the inside out' and mutual support. After a discussion including 6 male case workers from the Chelsea area DSS office, Fernando Mederos volunteered to work with them and with their coworkers to learn strategies for communicating effectively with males on their family caseload. We will be doing new community education and organizing through the Chelsea Care Community Network and the Chelsea Domestic Violence Task Force. We discussed holding follow up workshops with the entire group to deepen our understanding and shared language around domestic violence and gender violence.
