Vietnam government delegation to head to US for HIV/drugs study tour
HANOI - A Vietnamese government delegation will travel to the United States next week for a study tour on HIV prevention among drug addicts, the US embassy said. The 12-strong delegation, which will be led by Deputy Health Minister Pham Manh Hung, also includes top officials from the public security, justice and labour ministries.
The group will review public health policies and HIV prevention and treatment activities for drug users during their September 3-14 visit, which is being sponsored by the US Centers for Disease Control and Prevention (CDC). The delegates will visit New York City and Atlanta, where the CDC is headquartered, the embassy said in a statement on Thursday.
The United Nations, Western governments and international aid organizations are trying to persuade Vietnam to abandon its "social evils" approach to intravenous drug users.
"Social evils" is the term used by the government to describe a wide group of illegal activities including those of drug addicts and prostitutes, a hardline stance blamed for hindering efforts to contain the spread of HIV/AIDS in the Southeast Asian nation. Since Vietnam's first HIV carrier was discovered in December 1990 in the southern metropolis of Ho Chi Minh City, more than 70,000 people have become infected with the virus in Vietnam, according to the health ministry.
Many international health experts, however, believe the real number of HIV carriers could be as high as 300,000. There are around 142,000 registered drug users in the communist-ruled country whose addiction is known to the authorities, but experts say that in reality there are probably more than 200,000.

    MacDonald Dettwiler Technology Helps Vietnam Government Save Lives
    Under the project, MDA subsidiary, RADARSAT International (RSI), will provide the Disaster Management Unit (DMU) and Vietnam's Standing Office of the Central Committee for Flood and Storm Control (SOCCFSC) with satellite imagery and flood data, data treatment software, and training courses to ensure full technology transfer to Vietnamese flood authorities. In addition, RSI will map historical flood and storm data to determine areas most vulnerable to storms and rising waters. From this, a flood mitigation system will be developed and incorporated into the existing emergency warning and disaster damage-reporting network. Financed by CIDA through the Short-Term Re-Training Fund, this project is a unique test bed for the integration of remote sensing technology with meteorological prediction systems, and will have a significant impact on how flood prone areas are monitored, assessed, and managed. The project will include flood prediction, flood response, flood monitoring, and flood damage assessment systems. The project is on a one-year timeline from November 1st, 1999 to December 2000. Roland Knight, President of RSI, says, "This project will contribute to establishing a more efficient early flood warning system for Vietnam and reduce the economic cost of flood disasters. This is a clear example of RSI's ability to enter and develop new markets for unique information solutions. This technology has the potential to save lives and change the way natural disaster prone countries deal with emergency preparation."

    Links Home News Index Vietnam - Archbishop says Vatican will support Vietnam when ties are set up (UCAN) Archbishop Joseph Ngo Quang Kiet of Ha Noi says the Vatican will surely support Vietnam once the two sides establish official relations, a local Catholic weekly has reported.
    According to Archbishop Kiet, when Vietnam and the Holy See set up diplomatic ties, "the Holy See will virtually become the voice in support of Vietnam," and Vietnam will become a "normal" country. His remarks were published in the July 29-Aug. 4 issue of "Cong Giao va Dan Toc," the Catholic weekly based in Ho Chi Minh City.
    Archbishop Kiet explained that setting up diplomatic relations with the Holy See will benefit Vietnam because it wishes to befriend all countries around the world. He also noted that, though the Vatican is not an economic power, "it has quite an important voice in the world community and diplomatic relations with most countries in the world."
    According to the 53-year-old prelate, Vietnam and the Holy See have found a path to get through the process of establishing diplomatic ties. "If the two sides take positive steps," he said, "this path will soon become a highway."
    In his view, the best time to set up such links is before Vietnam joins the World Trade Organization (WTO). The Vatican in turn would then regard Vietnam as a friendly country, he said, and "Vietnamese Catholics will have peace of mind, since their religious practice will become normal and not a problem for the government."
