The Committee to Protect Journalists (CPJ) is deeply concerned about a recent government decree instructing police to confiscate and destroy publications that do not have official approval.
An announcement of the decree, signed by the Vice Minister of Culture and Information Nguyen Khac Hai, appeared in newspapers in Vietnam on January 8, according to CPJ sources. The new decree establishes formal nationwide regulations tightening restrictions over prohibited publications, including those that express dissenting political viewpoints.
According to The Associated Press, a government official named several publications that were targeted for confiscation, including the memoirs of Lt. Gen. Tran Do, Vietnam's most famous dissident, Tran Do's three-part memoirs include his thoughts on the future of the country, as well as an analysis of the 9th Party Congress, held in April 2001. Police confiscated 15 photocopies of Part 3 from Tran Do last June. Part 2 was published overseas last year and has been widely distributed on the black market in Vietnam.

CENTER DIRECTOR BRIEFS CONGRESS TODAY WASHINGTON, DC, October 1, 2003 Vang Seo Giao was killed and his body deposited in a nearby river on July 1 after he refused demands by Che La commune officials to renounce his Christian beliefs. Reports indicate that the authorities had been drinking heavily before the murder. Public Security police of Xin Man District, called to investigate the murder, concluded that Vang Seo Giao had been beaten to death and did not die from alcohol poisoning as local officials claimed. However, despite multiple appeals by family members, Vietnam has not taken action to bring to justice those implicated. Vang Seo Giao was a Communist Party member in good standing who had converted to Christianity and joined the Evangelical Church of Vietnam. According to reports, he was singled out for harsh treatment to break his will because he was a key leader and had influence in the community. Local officials have reportedly threatened the community that two more Christians leaders in the Xin Man District where Vang Seo Giao resided will meet the same fate if the Christian community there persists in following Christianity.

HANOI, Dec. 19 Kyodo Vietnam's government has decided to increase the minimum monthly salary for government workers from 180,000 dong (about $12.3) to 210,000 dong from Jan. 1, official media reported Tuesday. The Communist Party of Vietnam's daily Nhan Dan quoted a government's decree issued last week as saying pensioners will also enjoy the same increase in benefits. In December last year the government increased the minimum salary from 144,000 dong to 180,000 dong from Jan. 1 this year.

HANOI, Aug 28 (AFP) - A Vietnamese government delegation will travel to the United States next week for a study tour on HIV prevention among drug addicts, the US embassy said Thursday. The 12-strong delegation, which will be led by Deputy Health Minister Pham Manh Hung, also includes top officials from the public security, justice and labour ministries. The group will review public health policies and HIV prevention and treatment activities for drug users during their September 3-14 visit, which is being sponsored by the US Centers for Disease Control and Prevention (CDC). The delegates will visit New York City and Atlanta, where the CDC is headquartered, the embassy said in a statement. The United Nations, Western governments and international aid organizations are trying to persuade Vietnam to abandon its "social evils" approach to intravenous drug users. "Social evils" is the term used by the government to describe a wide group of illegal activities including those of drug addicts and prostitutes, a hardline stance blamed for hindering efforts to contain the spread of HIV/AIDS in the Southeast Asian nation. Many international health experts, however, believe the real number of HIV carriers could be as high as 300,000.

The Vietnamese government responded brutally to peaceful demonstrations by Indigenous Peoples in the Central Highlands of Vietnam in April. Police used tear gas, electric truncheons and water cannons to prevent demonstrators from entering Buon Ma Thuot, the capital city of Dak Lak province. The police were helped by men armed with metal bars, shovels, and machetes. At least 10 people were killed and hundreds of people were wounded. Many people did not return to their villages after the protests and are still missing.
The Indigenous Peoples, collectively known as Montagnards in Vietnam's Central Highlands, are demanding religious freedom and the return of their ancestral land.
In the last decade hundreds of thousands of ethnic Vietnamese have moved to the Central Highlands, either on their own initiative or through state-sponsored transmigration programmes. The Montagnards have seen vast areas of their farmland, swiddens and forests converted to rubber, coffee and fast-growing tree plantations or flooded to make way for hydropower and irrigation dams.
In February 2001, Montagnards staged peaceful demonstrations in provincial capitals in the highlands. Vietnamese authorities brought in thousands of police and soldiers who violently broke up the protests.

Activists want Washington to confront Communist leaders for torturing and killing Christians.
While Vietnamese Foreign Minister Nguyen Dy Nien wined and dined members of Congress last fall, human-rights advocates were also on the Hill. These watchdogs reported that the Communist government is beating and starving some Hmong Christians, and imprisoning others. Fed up with such abuse, a coalition of Christian and human-rights monitors is asking the United States government to confront Vietnam. Vietnamese officials are increasingly harassing religious believers whom they believe threaten their authority. Minorities targeted In February 2001, members of another ethnic minority, the Montagnards, peacefully protested for religious freedom and against the seizure of their lands by ethnic Vietnamese settlers. The government responded harshly, falsely claiming that the demonstrators were seeking independence. There are an estimated 500,000 Montagnard Christians. Connie Snyder, vice president of International Christian Concern (ICC), told Christianity Today that many Christians in the Central Highlands are "fleeing into the jungle, where they are starved to death. If they flee to the [Cambodian] border and are captured, they face almost certain death.

This persecution has escalated since April 10, 2004 when tens of thousands of Christian Montagnards conducted a peaceful prayer vigil inside Vietnam’s Central Highlands calling for an end to decades of such persecution. Human Rights Watch also stated in a recent Briefing Paper of January 2005 (page 7) that: Many Montagnard refugees in the United States, as well as more recent arrivals living in UNHCR shelters in Cambodia, have reported that members of their families––including wives and children––have been arrested and detained by Vietnamese security personnel. A Jarai church leader from Ayun Pa district, Gia Lai, who fled to Cambodia in August 2004, told Human Rights Watch, that his wife and four children were arrested in November. After three days of interrogation at the commune police station, they were sent to the district headquarters, where they were detained for several more weeks. “They threatened my wife. They said, ‘Your husband is a traitor because he crossed the border to Cambodia. You still work on the church committee and practice your religion. That’s why we are detaining you.”
