Focus: The focus of this study is the demonstration of continuity and change in the Vietnamese family unit.
The Vietnamese family
Throughout its history the family has formed the corner stone of Vietnamese culture and society. The family unit has preserved its status through Chinese and French domination, the 30-year struggle for National Liberation, Communism and Doi Moi (the current policy of market reform and the trappings of westernisation and modernisation).
The institution of the family has come under intense pressure throughout Vietnamese civilisation. It is, however, regarded by many that the traditional role of the family in modern Vietnam is under more pressure than at any other stage in Vietnamese history. Doi Moi, the development of western style capitalism, government family planning policies, modernisation, individualism and westernisation seem to be assaulting the traditional family from all sides.

WEEKLY FEATURES Vietnam moves to implement Tonkin Gulf deals A conference was held in Hanoi on Monday to discuss ways to implement the Bac Bo (Tonkin) Gulf Demarcation Agreement and the Fishing Co-operation Agreement in the gulf between Vietnam and China. The two agreements were signed in Beijing on Dec. 25, 2000 and came into effect as of June 20, 2004. Addressing the conference, Deputy Prime Minister Vu Khoan spoke highly of the importance of the two agreements to Vietnam as well as to Vietnam-China relations. Mr Khoan the agreements contribute to maintaining and developing friendly and neighbourly relations and signal the beginning of a new period in managing, protecting and exploiting the Gulf in the interests of both countries and for peace, stability, cooperation and development in the region. Mr Khoan asked ministries, relevant agencies and localities to co-ordinate closely and quickly implement the two agreements. For the time being, he assigned the Ministry of Foreign Affairs, the Ministry of Fisheries and the Ministry of Culture and Information to educate people from all sections of society about the agreements, particularly those living along the littoral zones of the Gulf. He also assigned the Ministry of Fisheries to work with Chinese partners on technical issues to strictly implement the fishing co-operation agreement.

Explore Viet Nam
Students on this program study the historical influences shaping Vietnamese culture. Chinese invasions and domination strongly influenced the Vietnamese identity, creating a strong spirit of nationalism and resistance to foreign invasion. Confucianism and Chinese traditional medicine, educational system, language, theater and literature have also shaped Vietnamese culture. For more modern times, students look at French colonialism and influences that have given rise to the present-day Vietnamese script, shaped development priorities, prompted changes in education (e.g. the introduction of science and technology), led to the First Indochina War and fashioned the political policies of Ho Chi Minh. The war policies of US Presidents Kennedy, Johnson and Nixon are also studied and the way in which they contributed to the Second Indochina War. Those policies and the subsequent US post-war embargo strongly influenced the economic and political development of Viet Nam. Students on this program also study the important influences shaping Vietnamese culture from within the borders of present-day Viet Nam. These include the indigenous Dong Son culture; the cultures of ethnic minorities (especially the "Indianized" kingdoms of the Cham and Khmer); the policies of the Ly, Tran, Tay Son, and Nguyen dynasties; and important historical events, such as the August Revolution of 1945, the Geneva Conference of 1954, the 1963 self-immolation of Thich Quang Duc and the Tet Offensive of 1968.

The major influence on Vietnamese culture was the Chinese. Around 111 B.C., the Chinese incorporated Vietnam into their empire. During this time, the Chinese influenced the Vietnamese culture in many ways. The Chinese reign lasted from 111 B.C. to 939 A.D. After the Chinese reign, Vietnam went through a period called "Nine hundred years of Independence." At the beginning of this period, Vietnam was made up of only the Red River Delta, but the Vietnamese culture began to expanded south and adopted three different religions. They were Buddhism, Taoism, and Confucianism. Although they were independent, Vietnam still modeled its political and social institutions after the Chinese. From the late nineteenth century until 1945, the French dominated much of Indochina, during which time Vietnamese culture went through many changes. Vietnam adopted French economic, political, and social systems. They also adopted the French educational models. Then, after World War II, Vietnam was declared independent. CULTURAL PARADIGMS IN THE U.S. - VIET NAM WAR
Russ L. Kleinbach Presented at the Mid-Atlantic Region Association for Asian Studies, Nov. 1, 1992. The meaning of human experience is to a large extent determined by our paradigms or world views. When Americans and Vietnamese met in Viet Nam in the 1950’s, 60’s and 70’s, their experiences frequently had very different meanings for them. The following observations are based primarily on two years (1968-1970) working as a civilian in urban and rural areas of Viet Nam during the war, and literature from the same period. The paper will present contrasting Vietnamese and American world-views and perceptions of self, family, nation, death and the war. The Vietnamese paradigm is characterized by the family, a sense of obligation to extended family, an attitude of being, a relative tolerance of diversity and neutrality, a unity of means and ends, and death and the dead as part of the process of reality. The American paradigm is characterized by individualism, a defense of self and national rights, a belief in an ideology, relative intolerance of diversity and neutrality a separation of means and ends, and death as the end.

The Center for Vietnamese Philosophy, Culture, and Society at Temple University was founded in September, 2004. As a national center for scholarly research, educational training, and mutual understanding, the Center sponsors a range of programs on Vietnam's rich heritage of philosophy and culture including conferences, colloquia, classes, a research library, and courses in the Vietnamese language. The Center also coordinates scholarly and educational visits. The Center is currently participating in a multi-year faculty seminar program involving the Departments of Philosophy at Temple University and at the Ho Chi Minh National Political Academy in Hanoi. The programs have taken place in Hanoi, Philadelphia, Washington, D.C., and New York City. The Center has been awarded a major grant from the Henry Luce Foundation in support of its work.

How that U.S.-Vietnamese diplomatic ties have been restored, many American businesses are hoping to be in on the development opportunities offered by what some analysts consider to be Asia's newest economic "tiger." Structural problems do abound in Vietnam. Its underdeveloped economic infrastructure, a ponderous and pervasive government bureaucracy, and an embryonic legal system are but a few of them. But the country's dynamism lies in its principle assetits people. The population of Vietnam is young: 80 percent of its 73 million people are under the age of 40. They are also well educated, with an overall literacy rate approaching 90 percent. In addition, despite two decades of communist "socialism," Vietnamese have retained a strong work ethic and an energetic sense of entrepreneurialism. Add to these facts the current low cost of labor in the countrythe average annual per capita income was under $250 in 1994 and it is easy to understand why foreign businesses and investors are pouring into Vietnam.

The corollary to this respect for age is a difficulty in taking young people seriously, especially when it comes to having business expertise or making important decisions. Although this attitude may shift as Vietnam is exposed to the relative youth of many American business executives, it should be recognized as an important characteristic of Vietnamese culture. BUSINESS PROTOCOL IN VIETNAM With this brief discussion of Vietnamese cultural characteristics as background, some specific advice may now be offered regarding doing business in Vietnam. Some of the more common business situations that arise in the course of visiting Vietnam will be covered. But these suggestions should also serve as a useful background for dealing with Vietnamese business officials elsewhere.
