Amity Shlaes A Little School in the Northeast Kingdom Some worry that school vouchers amount to a risky new experiment. They ought to consider Vermont’s St. Johnsbury Academy. Its voucher program has worked just fine . . . for more than 100 years.
“After all, the scuttling of an essential democratic institution such as public education—imposing in its place a radical experiment called vouchers—is the very antithesis of what conservatism is all about.”
— Bob Chase, president of the National Education Association ST. JOHNSBURY, VT. —Parents are all conservatives at heart, and the nation’s voucher opponents have used this fact to a signal advantage. Whenever the voucher wars heat up, teachers’ unions and other foes set up the battle as a grand contest between Known and Unknown. The Known is our public schools, deficient as they may be. The Unknown is the fragile young voucher projects. And indeed, what parent wants to tie his or her child’s fate to a risky proposition? A parent who’s been to St. Johnsbury, that’s who. Here, lodged securely between mountains in Vermont’s Northeast Kingdom, stands a school as old and traditional as most any in the nation. Its boys don button-down broadcloth and ties for morning chapel. Its girls recite Virgil in the same halls where a young Calvin Coolidge, class of 1891, absorbed his Latin. Yet this school, the St. Johnsbury Academy, is also a voucher school and has been one for well over a century. Indeed, it is a thriving voucher school: This decade, the academy marked its sesquicentennial by expanding its student body to 1,000 from 750.

SALARY : $10.14 per hour (plus bonus for night) DUTIES : Clean floors, rooms, offices, hallways, restrooms, waiting areas, shower rooms, locker rooms, dust and polish fixtures, mop and wax floors, vacuum, empty trash and other related custodial duties as assigned. What is a particulate?
"Particulate" is a general name given to a tiny solid or liquid particle or piece of matter. It usually refers to particles in the air (airborne particulates). RETURN TO CONTENTS
Where do particulates come from?
There are many sources for particulates in the air. Among them are soil, plants, fires, and road dust. A major man-made type is fumes from combustion processes and products, like tobacco smoke, car exhaust, power plants, wood stoves, oil burners or other heating systems. Even burning candles or oil in lanterns can be sources of particulates. A second major type is dust. This includes dust from mechanical processes like grinding or sweeping, and common household dust that may include mold, pollen, and small insect parts. Fibrous building material such as fiberglass may also be a source of particulates. A third major type is mist, like that caused by spray painting.

State and Community Policies to Serve All Youth
David Johnson, Director, National Center on Secondary Education and Transition, Institute on Community Integration, University of Minnesota described several legislative provisions with potential to ease the transition of youth with disabilities between high school, postsecondary education and the workplace. Since the mid-80s, the Office of Special Education and Rehabilitative Services (OSERS), U.S. Department of Education has stressed the importance of improving secondary education and transition services for youth with disabilities nationally. Specific language on transition was included in the Individuals with Disabilities Education Act (IDEA) of 1990 and again in the IDEA amendments of 1997. all students has assisted youth with disabilities and their advocates to press for greater attention to their educational and transition needs within the mainstream educational system. One indirect result is that 46 states now have regulations for transition of youth with disabilities. Johnson also cited some of the consequences, positive and negative, of these laws. Unfortunately, although the laws emphasize broad partnerships, youth with disabilities and their advocates are not often represented in the partnerships. Additionally, while some of the data on youth with disabilities is encouraging for example, of youth in school-to-work programs nationwide, 11% are youth with disabilities; and their high school graduation rates and postsecondary enrollment rates have increased 36% of youth with disabilities fail to complete high school; only 17% attend post-secondary education vs. 68% of the national population; numbers for college completion are essentially unknown; and small numbers of youth with disabilities are competitively employed with employment prospects much worse for older adults with disabilities.

High School Self-Advocacy Theater Project
This project will use theater to assist approximately 180 high school students with developmental disabilities develop the self advocacy skills needed to successfully implement the "transition from school to adulthood" goals in their Individual Educational Plans (IEPs). The Theater Project will be instructed and coordinated by Emily Anderson and members of Awareness Theater Company. Participants in this project will be students in each school's "Life Skills" class. This year the program will be expanded to a total of six public high schools.

Obituaries Hall, Louis Asa, Carpenter, Bernard T., Garrow, Kyle Robert, 16, of Braintree, died Sept. 11, in Brookfield following a motor vehicle accident. He was born Feb. 18, 1989, in Plattsburgh, N.Y., the son of Robert and Linda (Trombley) Garrow. He had lived in Plattsburgh until moving to Randolph in 2001, where he was currently a junior at Randolph Technical Career Center. He was working at LED Dynamics in Randolph, and enjoyed four-wheeling, snow-machining, snowboarding and his car. Survivors include his father and stepmother, Robert and Betty Garrow of Braintree; his mother and stepfather, Linda Spooner and Burton Spooner Jr. of Randolph; his grandmother, Geraldine Trombley of Cadyville, N.Y.; two half brothers, Robert Garrow Jr. of Plattsburgh, N.Y., and Burton Spooner III of Williamstown; a half sister, Lisa Garrow of Plattsburgh, N.Y.; and several aunts, uncles and cousins. Godzik, Anna M. (Callahan), 86, of Danvers, MA, died Aug. 25, at Salem Hospital following a lengthy illness. She was born in Duxbury, Vt., on June 25, 1919, the daughter of Frank and Jessie (Morse) Callahan. She graduated from Waterbury High School. She was a longtime resident of Danvers, having resided there for almost 70 years. She was the wife of the late Frank Godzik. She was employed for 15 years at the LaSallette Gift Shop in Ipswich until her retirement in 1996. She was active at the Danvers Senior Center and in the LaSallette Faith Community. She is survived by two sons, Frank Godzik of Orlando, Fla., and Stephen Godzik of Danvers; two sisters, Mary Reagan of Waterbury, Vt., and Tina Wilder of Duxbury, Vt.; nine grandchildren; 23 great-grandchildren; and six great-grandchildren. She was predeceased earlier this month by a daughter, Jean George.

Summary: Overview of the Strategy Linking Learning to Life (LLL) is a school-to-career partnership of the Burlington (VT) School District, the Lake Champlain Regional Chamber of Commerce, and the University of Vermont. The mission of LLL is "to improve the educational performance and advancement, & the employment and career prospects, of all Burlington students". This is not merely grant or program rhetoric, but forms the basis for LLL's action plan to address the needs of all K-12 students in the school district. School-based Strategies A very significant strategy to engage all learners in regularly reflecting on who they are and where they're going, is creating individual student development (or career) portfolios. LLL initiated portfolios this year with all 9th graders at Burlington High School, to be expanded into other grade levels each year. Portfolio support, as well as a wide range of career development assistance, is provided to students, teachers and parents by our staff through the newly established Career Direction Center at the high school. Work-based Strategies Our work-based learning strategies include assisting students with a wide range of community learning experiences from employer visits, to service learning, to long term internships. LLL recently coordinated job-shadowing experiences for 140 students from the high school, Edmunds and Hunt Middle Schools, and from alternative education programs.

The National Women's Law Center claims that in the area of vocational and technical education, Title IX has been ignored and sex segregation is pervasive. The automotive repair industry needs qualified female employees to help lower its employment deficit, and we should not lose these potential employees due to outdated stereotypes. Estimate the projected deficit in technicians within the automotive repair industry over the next 10 years. Does around 50,000 employees sound right? How about 100,000? Not even close. Over the next 10 years the projected deficit in automotive repair technicians is a whopping 418,000, according to the U.S. Department of Labor Occupational Outlook Handbook. Women account for nearly half of today's work force. Why, in an industry desperately in need of qualified employees, are there so few female automotive repair technicians? The National Women's Law Center appears to have found the answer. A report released by the center June 6 examines sex bias in high school vocational and technical programs, a violation of Title IX of the Education Amendments of 1972.

Vermont Governor Considers Rejecting Federal Funds
As requirements for the federal education law start to kick in, Vermont governor Howard Dean is asking whether the cost of compliance is greater than the $53.7 million in federal money affected by the No Child Left Behind Act that the state receives. That includes about $21.4 million in Title I funds. If it is, Vermont may be better off rejecting the money and retaining its own assessment procedures, Dean told Education World. Included: A description of why Dean proposes turning down certain federal aid. Saying that the cost of retooling state education assessments to meet federal education requirements could exceed the state's federal education allocation and expressing concern about stipulations in the federal law, Vermont governor Howard Dean is considering rejecting federal aid rather than complying with the requirements. Vermont currently receives about $53.7 million in federal aid including $21.4 million in Title I money plus other federal grants and assistance that will be affected by the No Child Left Behind Act.
