This report summarizes information about public elementary and secondary schools and local education agencies in the United States during the 1999-2000 school year. The information is provided by state education agencies through the Common Core of Data (CCD) survey system.
Types of Public Schools and Agencies States reported over 92,000 public elementary/secondary schools in the 1999-2000 school year . This was an increase of almost 7 percent over the more than 86,000 schools reported 5 years earlier, in the fall of 1994 . Most of these were regular schools, those that offer a comprehensive curriculum and may provide other programs and services as well. A smaller number of schools focused primarily on special education, vocational/technical education, or alternative programs. Students in these specialized schools were often enrolled in a regular school as well, and reported with the membership of that regular school ( table A ). (See Key Terms for more information about school types.)

SELF-DIRECTEDNESS IN ADULT VOCATIONAL EDUCATION STUDENTS: ITS ROLE IN LEARNING AND IMPLICATIONS FOR INSTRUCTION
Thomas D. Fisher
Kent State University
Abstract SELF-DIRECTEDNESS IN ADULT VOCATIONAL EDUCATION STUDENTS: ITS ROLE IN LEARNING AND IMPLICATIONS FOR INSTRUCTION During the last several decades, data has begun to accumulate to substantiate a number of the characteristics of adult learners that sets them apart from traditional K-12 students and many undergraduate college students as well. As one might expect the attributes are varied, however, there seems to be a general consensus in the literature on at least two common characteristics that have an impact on learning efficacy and the overall classroom experience for this mature group of students: lifetime experiences and the self-directedness of the learner ( Cook, 1993

Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

Leadership in Complex Environments [detail]
The goal of this descriptive research project is to help education leaders in the Northeast at state, intermediary, district, and school levels work together to implement evidence-based strategies that build district and school capacity, sustain high standards, and improve student achievement in low performing schools.
Two years of work with low performing districts and schools provided the base of information and relationships for launching several interrelated descriptive research studies, guided by this major question:
What practices, policies, supports, and structures do SEAs and districts create and implement to improve student achievement in low performing districts and schools, especially those that have a high concentration of English language learners?
We work with state departments of education in MA, NY, RI and VT; the New Haven, CT, school district; and networks of leaders.
A culminating product will be the Leadership in Complex Environments Framework, a tool to guide educational leaders in developing sustainable solutions to the complex educational problems of achievement and equity.

Tools for Schools
New England's school buildings suffer from a variety of environmental problems, including poor maintenance and inappropriate products, that make our children ill. EPA's Tools for Schools EPA HQ program helps educators identify ways to improve indoor air quality. According to a 1995 General Accounting Office report, more than half the schools in this country have poor ventilation and significant sources of pollution. In 2000 and beyond, EPA New England will enlist an additional 200 schools a year to undertake the Tools for Schools program. For information on how to get involved in this program in New England, contact Eugene Benoit , Tools For Schools Program Coordinator, or our Customer Call Center at 888-372-7341.

Vocational training System used as model for Vermont/USA
Under the reshuffle of its vocational training system, the US State of Vermont is taking Austria as its model. Courses in the future will follow the format of the Austrian system of vocational training schools. Vermont wants to gear its training system more closely to the needs of the economy, looking for successful cooperation between public vocational training schools and the private sector. An agreement was signed in Vermont in late 1997 on close cooperation on training questions. Austria was represented by the Ministry of Education, the Chamber of Economics and other education experts.
