Libby Sternberg, executive director: VTBetterEd@aol.com STATE BOARD - WHERE THE ACTION IS At the State Board of Education meeting on Tuesday, January 18, a number of reports will be presented, each of which could have implications for important education policies. The Board will hear reports on a public school choice proposal, early education rules, and will receive the annual Act 150 School Choice report. Here's a brief analysis of what to look for in these items: Public School Choice At its last meeting, the State Board decided to flesh out its earlier statement of support for public school choice with more specific details. To that end, the SBOE decided a public school choice program in Vermont should include the following elements: it should include grades K-12, it should be statewide (as opposed to district-wide) and money should eventually follow the child.

A new collaboration between Castleton State College and a federally funded education program should add up to improved math instruction in southern Vermont schools. Castleton Center for Schools, a program that supports K-12 education in southern Vermont, recently received funding from the Vermont Mathematics Partnership. The alliance between the two groups will provide up to $750,000 to bolster math teaching over the next three years, according to Peter Mello, director of Castleton Center for Schools. The Vermont Mathematics Partnership, a five-year initiative now in its second year, was created by a National Science Foundation grant of $1.5 million to strengthen math teaching throughout Vermont. The New York City Department of Education actively recruits and hires teachers from other states and jurisdictions. Representatives from the Office of Recruitment travel throughout the United States to hire recently certified and experienced teachers. To facilitate the transition of certifications from different states, the New York State Department of Education has an Interstate Agreement of Qualification of Educational Personnel which establishes reciprocity with many states and jurisdictions in the United States The following information explains the process of reciprocity and lists the states to which it applies.

UVTI, the Upper Valley Teacher Institute of Lebanon, New Hampshire, has been helping talented candidates become great teachers for over 30 years. UVTI is fully accredited by the New England Association of Schools and Colleges (NEASC) and approved for teacher certification by the State of New Hampshire. At UVTI, adult college graduates learn the art and science of teaching through full-time classroom internships. They also participate in weekly seminars and workshops. In one academic year, UVTI interns earn New Hampshire certification, which is reciprocal in Vermont and many other states. Internships are available in the Upper Valley of New Hampshire and Vermont; in Concord, Manchester, and Plymouth, New Hampshire; and in Brattleboro, Burlington, Rutland and Montpelier, Vermont. A second UVTI program, the New Teacher Institute, was established in the fall of 2000. NTI provides workshops and onsite support to Upper Valley teachers during their first years in the profession.
